SAN DIEGO (KGTV) -- A homeless man walking through a church parking lot was viciously mauled by two stray pit bulls early Wednesday morning.The victim was discovered by a passerby at around 1 a.m. outside the New Creation Church located at 3115 Altadena Ave. in the Chollas Creek neighborhood, according to San Diego police.The unidentified victim told 10News that he was walking through the parking lot when he was suddenly attacked by two pit bulls.He says the pit bulls repeatedly bit him in the face, head, and entire body until the dog owner pulled them off. The owner of the dogs did not stay with the victim or check on his status, the victim told 10News.The dogs whereabouts are unknown.Police found a dog harness at the scene and have turned the investigation over to county animal control.The victim was transported to an area hospital with multiple lacerations. His condition is unknown at this time.Police are searching the neighborhood for the owner of the two pit bulls. No description of the dogs or the owner have been issued at this time. 1066

SAN DIEGO (KGTV) -- A North Park house, empty for years, has nearby neighbors frustrated about the lack of action taken to clean up the property they say has become a magnet for crime. "We have people that are squatting here, we've had illicit drug use, we've had prostitutes, we've had an increase in break ins in the area, " said Alan Nelson, who lives across the street. Nelson says even though he and others call the police, unless it's an emergency they can't always come out. He has called and emailed Councilman Chis Ward's office repeatedly about the matter but isn't happy with the response he's received. Ward's office says the property is in foreclosure and the case is being handled by the city attorney's office. They issued the following statement to 10News:"My office has been working with the San Diego police department and city code enforcement to address the illegal activity occurring at this property. Public safety is and will always remain my most pressing priority." A code compliance hearing for the property is scheduled for late April.  1106

SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29. SAN DIEGO (KGTV) - A photographer who recorded a security guard's exchange in Lemon Grove with a woman about immigration is explaining the situation.Sonia Sorrano says she is still shaken by the heated confrontation she stopped to record while shopping with her 9-year-old daughter."How am I supposed to tell my daughter she can trust a person in a uniform and badge?" Sorrano said.RELATED: Video shows security guard questioning woman's immigration statusSorrano started recording the argument when she says she heard the guard using inappropriate language.  "I understand he was frustrated with her but he got very unprofessional about it and I told him not to talk to her that way.  I did call him a fat ass, then he turned on me and called me an ugly b****  in front of my daughter."Sorrano said she has attempted to report the guard's actions to his employer, Allied Universal."I get no answers I just get put on hold.  I think he should be fired.  If I employed someone like that I would want him gone.  He was just unprofessional."  1087

SAN DIEGO (KGTV) - A man says his car was stolen while he was picking up a delivery order from a Subway in Clairemont. Luis Riveramerced said he was working for Postmates, a food delivery app, on Tuesday when he stopped at the Subway in Clairemont Town Square.“All I had to do is grab the bag and take off,” he said.So he felt comfortable leaving his car running, expecting to be in and out in a few seconds.“If I know it’s pick-up only, then I'll let my car run. I’ll just grab it,” he said.But while he was inside, he noticed part of the order was missing. As he was waiting for the order to be fixed, surveillance video captured a man peeking into the store, getting in his car and driving away.“I was like wow,” he remembered thinking when he went back outside. “I wasn’t expecting somebody to jump in my car right in front of me and take off like that.”He called the police but by the time they got there, the driver was long gone.“You put a little bit of trust and now I will never do that again,” said Riveramerced.A Navy veteran, he said he’d been working for Postmates for a few weeks.
