SAN DIEGO (KGTV) — Two people escaped uninjured after a sailboat crashed into an Ocean Beach jetty, before the vessel itself was crushed by high surf.The 25-foot long boat collided into the North Channel jetty in Ocean Beach with the two individuals on board, according to San Diego Fire-Rescue Department spokeswoman Monica Mu?oz. San Diego Lifeguards used a personal water craft to reach the vessel and safely pull the two individuals after they were forced to jump from the boat. The boat was attempting to leave the jetty area when a large wave forced them to pull a U-turn. SAN DIEGO FORECAST: Wednesday's rains to strengthen heading into ThursdayWind caught the sails and instead sent the vessel back into the jetty, according to witnesses at the scene.Those two people were uninjured in the wreck though the sailboat was crushed by high surf and sunk within the channel's entrance, according to Mu?oz.The boat's owner is now responsible for making arrangements to tow the boat from the channel.RELATED: Where to get free sandbags to protect your home from floodingA storm system forecasted for San Diego County has brought high sets to local beaches Wednesday. SAN DIEGO (KGTV) - Two people were found dead Sunday morning after authorities responded to multiple 911 calls of a capsized boat off the coast of Ocean Beach.Authorities received a call about the incident around 3:30 a.m. When they arrived, authorities found a 28-foot vessel overturned along the shore with two mean deceased nearby."About a 28 foot vessel overturned in the shore, on the sand," says SD Fire & Rescue Lt. Maureen Hodges. "We do have two victims that were down on the sand."The incident happened shortly after 3:30 Sunday morning. Customs and Border Protection officers told ABC 10News the boat capsized off the shore, throwing the two people into the water. There's still no word on if any other people were in the boat.Border Patrol also responded to the incident along with San Diego Police, lifeguards, and San Diego Fire-Rescue. CBP believes this is the latest incident to involve a human-smuggling effort gone horribly wrong.So far in the 2020 Fiscal Year, there have been 210 incidents involving these kind of "panga" boats off the coast of San Diego. The record was set in 2013, when CBP responded to 243 such incidents. With two months left in the fiscal year, 2020 is on pace to break the record.ABC 10News asked if the rise in panga boat incidents could be related to border closures because of the coronavirus, forcing would-be smugglers to turn to the water. SAN DIEGO (KGTV) — Two Senate runoff elections in Georgia will determine if President-elect Joe Biden and the Democrats have full control of Congress or a divided government.Although there has been notable legislation passed in periods of divided government, two political science experts say they expect consensus on only “incremental” legislation in our hyper-partisan era.Each of the last six commanders-in-chief presided over a period of divided government, where the opposing party controlled one or both chambers in Congress.“We've seen less productivity come out of those sessions,” said Dr. Stephen Goggin, a political scientist at San Diego State University. “You have to do more of the bargaining type politics that we haven't necessarily seen in recent history.”Compromise used to be more common. In the early 1980s, the Reagan Administration worked with Democrats in the House to pass tax cuts and banking deregulation along with funding for job training and highway infrastructure.President George W. Bush, another Republican, worked with a Democratic-controlled Senate during his first two years to pass major bills like the first Bush tax cut, the Help America Vote Act, No Child Left Behind, and the Patriot Act. With the exception of the first tax cut, all of the legislation was passed in the aftermath of the attacks on 9/11.Those past examples may not be the best predictors of what’s to come in our much more polarized political climate, said Goggin.Rather than agree to compromise, the parties now tend to be focused on “doing whatever they can to make the other side look bad enough so that they can regain that [majority] electorally the next time around,” he said.Experts say the Biden Administration could find consensus on several issues like infrastructure spending, targeted immigration reform, regulation on social media companies, and more COVID-19 aid to small businesses.“It's not going to be the big bold platform that Democrats might have been hoping for, but certainly incremental policy change is probably on the table,” said University of San Diego political science professor Dr. Casey Dominguez.“The decisions about that rest very much with the Republicans in the Senate,” she said.A lot will hinge on Mitch McConnell if he remains Senate Majority Leader, she said.“Anything that is going to come through Congress is going to have to be something that Mitch McConnell is willing to hold a vote on,” she said.McConnell blocked 72 percent of President Barack Obama’s judicial appointments in the last two years of his presidency, leaving 105 spots on the bench vacant. As Senate Majority Leader, McConnell could choose to block most legislation Democrats offer.However, “the possibility of bipartisanship still exists,” Dominguez said.In a closely divided Senate, moderate Republicans willing to cross the aisle like Susan Collins of Maine, Lisa Murkowski of Alaska and Mitt Romney of Utah could play a significant role, she said.Even though we’re still waiting on those two Georgia run-offs, the prospect of a Republican-controlled chamber is already causing President-elect Biden to rethink some of his cabinet picks.According to Axios, Biden is now considering more centrist candidates and shying away from progressives like senators Elizabeth Warren and Bernie Sanders. 3319
