SAN DIEGO (CNS) - A San Diego judge's ruling today clears the way for the proposed Plaza de Panama project in Balboa Park to proceed.San Diego Superior Court Judge Gregory W. Pollack ruled both the project's proposed bond funding mechanism and an agreement of cooperation with the Plaza de Panama Committee to be legal, allowing the city to proceed with the plan to reduce traffic congestion in the park, according to the city attorney's office.San Diegans for Open Government argued that the city should have allowed voters to decide whether the city should rely on million in bonds to help fund the project.The City Council approved the project by a 7-1 vote in 2012, but six years of challenges and litigation stalled its implementation.The project will limit vehicle access and improve parking in order to restore the Plaza de California and Plaza de Panama as dedicated pedestrian areas."Balboa Park truly is the jewel of San Diego, and I am excited that the city can finally move forward with its plans to revitalize the Park for the enjoyment of San Diegans and tourists alike," City Attorney Mara W. SAN DIEGO (CNS) - A masked man wielding an aluminum baseball bat robbed a Park West-area bank Tuesday.The thief confronted a teller at the Union Bank branch office in the 300 block of Laurel Street and demanded cash about 12:15 p.m., according to the FBI.After the clerk handed over an undisclosed amount of money, the bandit left the bank and fled the area in a red car, San Diego police reported.The robber was described as a roughly 6-foot-tall, 20- to 30-year-old black man wearing black pants, a blue long-sleeved shirt, tennis shoes, gloves and a white "theater style" mask, according to the FBI. 610

SAN DIEGO (CNS) - An ex-con dubbed the "Bad Grandpa" bandit because of the disguise he wore while robbing four banks in San Diego is scheduled to be sentenced today at the downtown courthouse.James Saputo, 51, pleaded guilty in June to robbery, attempted robbery and other charges. He faces more than 130 years to life in prison.Saputo was arrested twice in 2016 on drug charges and was out of custody on bail when he committed the bank robberies in San Diego between Feb. 12 and March 30 last year, said Deputy District Attorney Lucy Yturralde.The defendant is also accused of robbing seven banks in Riverside and Orange counties, the prosecutor said.Authorities nicknamed Saputo the "Bad Grandpa" bandit because of the elderly disguise he wore, which included a wig, glasses and a cane.Saputo's criminal record dates back to 1986. SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. The path to a seventh term appears more fraught for Hunter, whose trial is slated to begin Sept. 10 in federal court. With rumors of a possible resignation swirling, a cluster of Republican politicians have announced plans to run for the seat in the event Hunter foregoes a run or cannot legally run in 2020. El Cajon Mayor Bill Wells, Temecula Mayor Matt Rahn, former Escondido Mayor Sam Abed and former U.S. Navy SEAL Larry Wilske have all joined the race as Republicans. Former Rep. Darrell Issa, who declined a re-election run in the 49th District in 2018, could also join the race. Campa-Najjar, meanwhile, essentially never stopped campaigning after losing last year and is likely to have a war chest prepared for another attempt to flip the seat. ``More than half a dozen Republicans are now eyeing a challenge against me for CA-50,'' the Campa-Najjar campaign said in a statement last Friday. ``This is an internal battle that party elites will have to figure out amongst themselves.''
