Attorneys for the family of Breonna Taylor have agreed to a million wrongful death settlement with the city of Louisville, Kentucky, officials said in a press conference Tuesday.According to Ben Crump, an attorney for the family of Breonna Taylor, the settlement was the largest sum paid out to the family of a Black woman killed during an interaction with a police officer.In the settlement, the Louisville Metro Police Department also agreed to make several policy changes. Those policy changes include:Requiring a commanding officer to approve search warrants before a judge approves them.Implementing an "early warning" system to detect unnecessary use of force among officers.Operational changes regarding officers placed on leave.Implementing a program that offers housing credits to police officers to encourage them to live in the city limits.Offering officers an extra two hours of paid time for community engagement.Expanded drug and alcohol testing within the department.Louisville Mayor Greg Fischer said later that the city did not admit any wrongdoing as part of the settlement.Attorneys for Palmer's family thanked Fischer for his administration's work in reaching a settlement. But they also called on state officials to press ahead with charges against the police officers involved in the March 13 shooting that left her dead."It's time to move forward with the criminal charges," said Tamika Palmer, Breonna Taylor's mother.Ben Crump, an attorney representing Taylor's family and the families of victims several other high-profile police shootings, also called on Kentucky Attorney General Daniel Cameron to charge the officers involved, saying the officers should be charged "immediately, this week."Thursday's presser closed with some in attendance shouting chants of "say her name" and "arrest the cops."The settlement is the result of a wrongful death lawsuit filed by Taylor's family. Breonna Taylor was shot and killed when plain-clothes narcotics detectives entered her apartment to serve a warrant.Taylor's boyfriend, Kenneth Walker, says he fired a "warning shot" at the officers, thinking they were intruders. Officers then responded by firing dozens of bullets, leaving Taylor dead.Walker was later arrested and charged after an officer was injured in the shooting. Charges against Walker were eventually dropped.Walker has maintained that while police did knock on the door prior to entering, officers did not identify themselves before attempting to enter Taylor's apartment. Some neighbors have also said that they did not hear police announce themselves before entering the residence.Taylor's death has already prompted a ban on "no-knock warrants" in Louisville. Sen. Rand Paul, R-Kentucky, has also introduced a bill that would ban such warrants nationally.Taylor's death has been a flashpoint for protesters calling for an end of police brutality and systemic racism. Athletes and entertainers have publicly called for the arrest of the officers who were involved in the raid on Taylor's apartment.One officer involved in the shooting, Det. Brett Hankinson, has been fired from the department. None of the officers have been charged with a crime. 3194
As the debate over police defunding wages on in parts of the country, officials in Albuquerque, New Mexico have found a middle ground.Mayor Tim Keller recently introduced a plan to strip the police department of million each year to help create and fund a new department that would respond to certain 911 calls instead of police.He says the city is the first in the country to do this."It’s a public health approach to public safety,” said Keller.The new department would consist of service workers, public health personnel, and specialists who would respond to calls related to homelessness, mental illness, and drug overdoses."For modern history, every city has said we’ll either send police or fire,” said Keller. “It’s about restructuring, institutionally, how we respond.”"We’re not the experts. We go over there and a lot of times our officers don’t know what to do,” added Albuquerque Police Chief Michael Geier.Geirer says the introduction of the new department comes as a relief. His police department is already short-staffed with officers, so handing these calls off to specialized personnel would not only help his department but the public.“We’ll be able to handle the higher-priority calls, and then our response time, and our community engagement," he said. "There will be more trust in the community.”Greier says, to a degree, the Albuquerque Police Department has already started delegating certain calls to the fire department and it has spared officers from responding to nearly 15,000 calls in just the last few months--many of which could keep an officer on scene for hours.“We want to get past responding to the symptom of the root cause,” said Albuquerque Chief Administrative Officer Sarita Nair. “We want to get down to that root cause and start addressing issues there.”Mayor Keller says the move to create the new department was only made recently, so there will be substantial planning and public input before it actually goes into effect. 1979

AURORA, Colo. – The Aurora City Council unanimously adopted a resolution Monday, calling for an independent investigation into Elijah McClain’s death.The resolution calls for a three-member independent investigation team that will have at least three consultants and will be led by Jonathan Smith of the Washington Lawyers Committee for Civil Rights and Urban Affairs in Washington, D.C.The team will include consultants who have expertise in independent investigations, law enforcement and public safety accountability, civil rights, use of force, police and EMT training and criminal justice.The city council’s Public Safety, Courts and Civil Service Committee had said just last week they were still working to find a medical expert who can speak to the use of ketamine on McClain and at least one other person.The team of investigators, once formed, will “commence its work immediately and shall complete its investigation as expeditiously as possible,” according to language included in the resolution.The team would then issue a written report to the city council, present its findings to the council in a public meeting, and make the report public. The report will include recommendations to the city on the McClain incident as well as future best practices the police, fire and EMT departments should implement.McClain, 23, was unarmed when he was encountered by Aurora police on Aug. 24, 2019. Police put McClain in a carotid hold, which limits blood flow to the brain, after stopping him while he was walking home. When he became unresponsive, paramedics gave him ketamine, police have said.The officers involved in McClain's death were not arrested or charged, despite continued calls for justice from McClain's family and supporters, along with calls for an independent investigation.Aurora city leaders in June said a Connecticut attorney was leading a third-party investigation into the McClain incident. But city councilmembers Alison Hiltz, Curtis Gardener, and Angela Lawson argued that the attorney, a former police officer who has worked closely with police departments, could not provide an independent review. The city cut ties with the attorney before moving forward with the current investigation.In June, as McClain's death garnered national interest, Gov. Jared Polis appointed Attorney General Phil Weiser to investigate the officers' actions. AZUSA (CNS) - A 600-acre brush fire was burning close to houses in Azusa Thursday afternoon, prompting evacuations for the Mountain Cove community.The Ranch Fire was reported about 2:45 p.m. near North San Gabriel Canyon Road and North Ranch Road, according to the Azusa Police Department and the Los Angeles County Fire Department, which called in a second-alarm response.The blaze was initially burning uphill in medium to heavy brush, and by 4:30 p.m., the fire had grown to 600 acres with no containment.At 3:30 p.m., mandatory evacuation orders were issued for Mountain Cove residents who live south of Highwood Court, according to the Azusa Police Department. Mountain Cove residents north of Highwood Court were asked to voluntarily evacuate.Shortly after, mandatory evacuation orders were extended to include Mountain Cove residents who live north and west of Turning Leaf and Boulder Ridge, according to the Azusa Police Department.Helicopters and crews on the ground worked to prevent the fire from reaching nearby homes, and shortly before 4:30 p.m., the Los Angeles County Fire Department reported the blaze was growing but "burning away from foothill cities and into the forest."
