SAN DIEGO (KGTV) — It has been over six months since a water main break spilled thousands of gallons of water into North Park streets, but some homeowners are still dealing with the aftermath.Jonathan Head has owned a triplex on Idaho street for almost twenty years."There's two buildings," Head said. "It was built in [the] 1940s."Back in October, a water main broke near his property. His tenants started to text him early that morning on October 4th. "It made my heart drop... it was like a river," Head said. While the water did not enter the living space, Head said it went into the vents flooding the crawl space beneath. "The wiring, the plumbing [was] completely saturated," Head said. He said city workers tried to fix the problem, but it was too late."By the time they got the equipment in, most of the water had penetrated the soil," Head said. He believes that made it difficult to dry out the property, which is why they are seeing problems with the foundation. Head said cracks below and inside the home developed. He filed a claim with the City of San Diego, but said he got no response."The city still has not compensated the clients entirely for the full scope of the damage," said Head's attorney, Evan Walker. There is now a lawsuit claiming roughly 5,000 worth of damage. "I think the city has known for some time about the precarious condition of its pipes and that it has done nothing," Walker added. SAN DIEGO (KGTV) - Lifeguards removed a body found floating in the ocean off Sunset Cliffs Friday morning, according to San Diego Fire-Rescue.First responders were notified about 9:30 a.m. about the remains near Point Loma Ave. Lifeguards removed the body and transported it to their headquarters, officials said.The person had been in the water “a while”, according to San Diego Police.Officers told 10News they would be handling the discovery as a death report and not sending a homicide team to investigate.The person's identity and cause of death were not immediately available. 590

SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. He said it could have an impact on states with a lot of late voters and close races, not just in the presidential contest.“Remember that control of the Senate is very much in play and so this could matter in close Senate races,” Eaton said, citing races in Iowa, Colorado and North Carolina. 2365

  

SAN DIEGO (KGTV) - In a graphic display, a former charter boat captain demonstrated Wednesday how to make the knots found on Rebecca Zahau’s body, according to the San Diego Union-Tribune.Zahau was discovered bound and hanging from a balcony of the Spreckels Mansion in Coronado in 2011.While the San Diego County Medical Examiner’s office determined the death was a suicide, Zahau’s family believes she was murdered.The Zahau family filed a wrongful death lawsuit against Adam Shacknai, the brother of Rebecca’s boyfriend and the only other person in the home at the time of her death.Lindsey Philpott used a lifelike mannequin covered with a white sheet to show the overhand and clove hitch knots, which, according to the U-T report, Philpott said were common for nautical uses.Shacknai works as a tugboat captain.Philpott said under cross-examination that both knots are simple and widely used, the Union-Tribune reported.The Zahau wrongful death trial, which was in its fifth day Wednesday, is expected to last four weeks. 1034

Karina Sanchez searches for the right words. "We can't even believe how great business has been, we're so so thankful for it."Sanchez and her husband are owners of Waterhorse Charters in Mission Bay. Opening just last year, they offer scuba diving tours, party cruises, fishing and whale watching excursions.When the pandemic hit, they were forced to temporarily shutdown by state mandate. But once given the green light to reopen, Sanchez says business has been booming, with people want to get out and do it safely."I feel like people get a little more comfortable going out in the water," says Sanchez, "Something that's outdoors; than having, for instance, a house party or just going to bars or something like that."Sanchez connects with many of her customers through the site GetMyBoat.Com, which is kind of like Airbnb for boats."There's some data that suggests the average boat is only used 8 to 10% of the year," says Val Streif, who represents GetMyBoat.com from their headquarters in Minneapolis. "And the other time it's just sitting in a dock or marina."Streif says GetMyBoat has listings from private boat owners and charter services in 184 countries around the world, offering everything from kayaks and jet skis to pontoon boats and yachts."This is a way for people to earn some supplemental income," says Strief, "When they're not using the boat for themselves for personal purposes."There are increased regulations during the pandemic -- stepped up cleaning, fewer passengers for social distancing and other steps depending on the boat or excursion offered."We require everybody to wear a mask while they're on board," says Sanchez, "When they rent a regulator -- which is the piece you put in your mouth when you're diving -- every time people rent one from us we make them buy the mouthpiece."Sanchez says the changes aren't hurting business, as they've been sold out. And they're not the only ones, which is why GetMyBoat.com looking for more boat owners to sign up and perhaps help themselves "stay afloat" during these tough times, by renting out their boat.Sanchez says the demand is definitely there."Everybody is just grateful they can go out on the water.
