SAN DIEGO (KGTV) — The man accused of fatally stabbing a motorist seven times in the South Bay during a road rage dispute was convicted of second-degree murder Friday.Jurors found Rickey Vernon Smith, 60, guilty after only one day of deliberations in the Nov. 27, 2018, slaying of 36-year-old Horace Williams Jr.Smith is set to be sentenced on Dec. 11.RELATED: Local man brings families light in times of needThe road rage confrontation between Smith and Williams came to a head near Chula Vista Golf Course, after the two argued along several roadways last November. Williams reportedly threw a soda cup at Smith's vehicle before Smith struck Williams' minivan.Prosecutors say Smith then got out of his truck after cutting Williams off, walked over to his driver's side window, punched Williams in the face and walked away, until walking back and stabbing Williams several times with a knife.Witnesses said Williams got out of his van and collapsed in the roadway, bleeding heavily. During a 911 call after the stabbing, Smith told a dispatcher Williams had cut him off and threw a drink at his truck. SAN DIEGO (KGTV) — Teachers, grocery workers and police officers are among those slated to receive the COVID-19 vaccine in the next phase, but there is still debate about how best to prioritize those industries during the rollout.After the vaccine reaches individuals in Phase 1A, frontline healthcare workers and people in nursing homes, a CDC advisory panel recommended Sunday that Phase 1B consist of people aged 75 and up and certain high-risk essential workers.About 30 million essential workers fall into this category. Ultimately, it will be up to states and local health departments to determine which of those essential workers get first access to the lifesaving vaccines.“I feel like we're on an organ transplant committee deciding who gets the liver and gets to survive. It's a tough decision,” said Dr. Christian Ramers, a member of San Diego County’s vaccine advisory group.There is particular focus on when to vaccinate teachers. Nevada’s preliminary plan is to put teachers and transit workers ahead of food and retail workers. On the other hand, Louisiana’s plan is to vaccinate prison guards and food processing workers before teachers.“I really hate that idea that we are pitted against other essential workers,” said California Teachers Association president Toby Boyd.There are health and economic considerations surrounding the timing of immunizations for teachers. On one hand, there’s broad agreement that in-person learning offers superior educational and emotional outcomes for children, along with significant child care benefits for families.“It’s going to help economically because it will allow parents to go back into the workforce without worrying about their child,” Boyd said.On the other hand, education can happen virtually while jobs like policing, firefighting and food processing cannot. There are also questions about the relative risk of transmission in a classroom compared to other work settings.“[In] a school environment, you can basically control the environment with your policies, with your air conditioning system, with mandatory masking,” said Dr. Ramers. SAN DIEGO (KGTV) -- The Border Patrol is working to upgrade the fence that sits along the U.S.-Mexico border as more and more people attempt to cut through the barrier, forcing agents to spend time making repairs.According to the agency, an average of 540 cuts are made in the fence per year. Border Patrol says some tools enable crossers to cut through the fence in as little as 20 seconds.The agency added that, since 2016, the number of arrests at the border has seen a sharp increase. In 2016, 26,000 arrests were made. SAN DIEGO (KGTV) -- The cost of living in San Diego has become more burdensome over the last year, according to a new report from the Bureau of Labor Statistics. The bureau says that while prices fell 0.3 percent between May and July of this year, prices for consumer goods have risen 1.4 percent over the last 12 months. The cost of housing is up more than three percent since this time last year while food prices rose by a little more than one percent. Nationally, prices for consumer goods are up nearly 2 percent year-over-year. Also year-over-year, the price for fuel and utilities has risen by more than 6 percent, according to the bureau. 656

SAN DIEGO (KGTV) - The father whose two children died in a Rancho Bernardo home fire in 2017 was found guilty on all counts Monday. Jurors found Henry Lopez guilty of two counts of child endangerment, recklessly causing a fire causing great bodily injury, and two counts of involuntary manslaughter in the death of his two children.Prosecutors argued Lopez fell asleep with a lit cigarette, starting the fire that killed 7-year-old Isabella and 10-year-old Cristos and destroyed his condominium. Lopez’ attorney said a defective cell phone was the likely ignition source. Lopez woke up to find his home on fire and tried to escape but passed out from smoke, investigators said. Firefighters later found him and took him to the hospital. Deputy District Attorney Kyle Sutterley said Cristos died of burns to more than 80 percent of his body and Isabella died of smoke inhalation. "A parent has a responsibility to care for their children, a responsibility to protect their children, and if need be, to sacrifice themselves for their children. And Henry Lopez, on Oct. 28, 2017, he failed his children, and as a result, one of them burned to death, and one of them went to sleep and never woke up,'' Sutterley said in his closing argument.
