(KGTV) - Family and friends are preparing to say goodbye to a Poway teen, killed while driving home from college for Christmas break."She always brings a positive vibe wherever she goes. Her smile can really brighten up the room," said friend Brandon Kim.For the friends of Kim Huynh, smiles for them are hard to muster."To me it was just shock," said Kim.Last Thursday night, the 18-year-old Huynh was driving back home to Poway with her older sister after finishing her first quarter at UC Riverside, when the car spun out on a Murietta highway, slamming into a tree and killing her. Her sister suffered minor injuries. The cause of the crash remains under investigation."She was one of my closest friends," said Kim. Kim met Huynh in grade school."Super smart. Ten times smarter than me," said Kim.Kim said his friend also had a joyful side and loved having fun. Huynh danced for one of Rancho Bernardo High's dance teams. After graduating, she enrolled at UC Riverside on scholarship. The pre-med student also hoped to help her immigrant parents."She said she wanted to become a doctor to give back to them for taking such good care of her," said Kim.After her death, friends gathered this weekend to remember a promising life cut short."Everybody broke down ... I want to grow up with everyone. The fact I have to leave someone behind breaks my heart," said Kim.The funeral is planned for Thursday. POTRERO, Calif. (KGTV) - A man died in a house fire in the rural East County community of Potrero early Monday morning.Cal Fire, San Diego County Fire, the Sheriff's Department Bomb Arson unit and ATF agents were called to the home at Coyote Holler Road and Round Potrero Road about 7:15 a.m.First responders tried CPR, but couldn't save the man. Cal Fire officials said they were working to identify the victim, who was found unconscious just outside the home. The fire did not spread to any other buildings, including a trailer home that was under construction next to the house that burned. The same area burned in the Harris Fire in 2007. 651

Now, in addition to listing those side effects, you could soon be hearing about the costs.A new proposal from the Trump administration would force manufacturers to state a drug's list price in any TV advertisement.It was a goal first laid out by Human and Health Services Secretary Alex Azar back in May."If we wanna have a real market for drugs, why not have them disclose their prices in the ads too?” asked Azar. “Consumers would have more balanced info and companies would have incentives for setting their prices…"Experts on drug pricing, like John Hopkins University's Gerard Anderson, say it’s about time."If you’re buying a TV, they'll tell you what a TV costs. If the grocery store’s having a sale, they’ll say how much oranges cost. This is something that should be and is just long overdue in the pharma industry,” Anderson says.Pharmaceutical companies have pushed back via their trade group, which said that posting prices on TV could be "misleading or confusing.” Their proposal was to, instead, tell consumers that pricing information could be found on the drug's website."The problem is that most of us would never go to their website to look up that information,” Anderson explains. “And the FDA would have to monitor closely the info on their site and that could change daily. So, it’s really not a viable option."The proposal will be open for public comment for 60 days, and even if it goes into effect after that, industry experts say they're likely to face many legal challenges from the pharmaceutical industry. 1676

President Donald Trump plans to announce his Supreme Court nominee on Saturday. He has said it will be a woman and she will be conservative.If the nominee goes through, it would give conservative justices a 6-3 majority over their more liberal counterparts.That sets up talk about abortion, but the Roe v. Wade debate isn't all about the Supreme Court.“Enough lower courts have not decided what they think about this,” said Carol Sanger, a professor at the Columbia law school. “We, the Supreme Court, doesn't like to lead on a particular issue until the lower courts who have trials and so on have thought about it.”Under a conservative majority, the Supreme Court has ruled on an abortion case. Conservative Chief Justice John Roberts sided with a ruling that kept abortion clinics open by not requiring abortion doctors to have nearby hospital admitting privileges.The high court already ruled on a similar case out of Texas.“There is a special doctrine called stare decisis, which means when you have a case and it’s like a previous case, look to that previous case and say how did that come out,” said Sanger. “And unless there is a very, very strong reason to change that decision, you follow precedent, you follow what happened the last time this issue came up.”Sanger says enough lower courts have to rule and be split on the decision to make it to the Supreme Court.The Supreme Court would need to decide it wants to take up Roe v. Wade before courts before them. Sanger believes that's unlikely to happen.“It seems pretty clear that he doesn't want to be known as the guy who had Roe knocked out under his chief justice-ship,” said Sanger.Both Justices Kavanaugh and Gorsuch said they accepted Roe v. Wade as the law of the land during their nomination hearings.Sanger says just because the justices on the court change, it doesn't mean they change laws all over again. 1887

President Donald Trump has nominated Amy Coney Barrett as his choice to become the next Associate Justice to the Supreme Court. This is the third vacancy while Trump has been president.Trump’s announcement Saturday is eight days after the death of Justice Ruth Bader Ginsburg. Trump reflected on Ginsburg's passing, saying the country “mourned the loss of a true American legend. She was a legal giant and a pioneer for women.”Barrett also spoke about Ginsburg and her legacy for women in the legal profession and all Americans. She clerked for Supreme Court Justice Antonin Scalia in 1998 and 1999. Scalia and Ginsburg had a close friendship, despite their strong legal disagreements. Barrett talked about their relationship as a role model for being able to disagree on matters of law, while not attacking colleagues or getting personal.Like Scalia, she is a committed Roman Catholic as well as a firm devotee of his favored interpretation of the Constitution known as originalism.“Amy Coney Barrett will decide cases based on the constitution as written," President Trump said of his nominee. “A judge must apply the law as written. Judges are not policy makers," Barrett said during Saturday's nomination event.Her legal writings and speeches show a commitment to originalism, a concept that involves justices endeavoring to decipher original meanings of texts in assessing whether someone’s rights have been violated. Many liberals say that approach is too rigid and doesn’t allow the Constitution’s consequences to adjust to vastly changing times.President Trump called on lawmakers to begin hearings to confirm Barrett, saying it should be a "straightforward and prompt" process. He called Barrett a "woman of unparalleled achievement” and "very eminently qualified for the job."Senate Majority Leader Mitch McConnell says the Senate will vote "in the weeks ahead" on Barrett's nomination, according to the Associated Press. Meanwhile, former vice president and Democratic presidential nominee Joe Biden released a statement Saturday calling on senators to wait until after the election to vote on the nomination of a new Supreme Court justice. "The Senate should not act on this vacancy until after the American people select their next president and the next Congress," Biden's statement reads. Barrett was previously confirmed to the Seventh Circuit Court of Appeals in 2017, and at the time, her confirmation was supported by three democrats: Joe Donnelly, Tim Kaine and Joe Manchin.Barrett has seven children, including two adopted from Haiti.
