SAN DIEGO (KGTV) — Democrats have secured control of two of the most powerful agencies in our region - the city and the county.San Diego will soon have a democratic mayor and an 8 to 1 advantage on the City Council. Couple that with Democrats flipping the County Board of Supervisors after years of Republican control, and it appears a whole new philosophy is on the way."I've been waiting 20 years,” said Nicole Capretz, who heads the Climate Action Campaign. “This is, I mean, decades in the making.”Climate Action Campaign has fought the Republican-controlled Board of Supervisors for years over how it handles the environment, prevailing in court over the county's climate plan.“They've twice had to rescind their climate plan publicly, which is unprecedented,” Capretz said.Capretz said she expects things to change in January, when the board will flip to a 3-2 Democrat advantage. That is expected to shift how the county addresses key issues like the environment, public health, and housing - in other words, no more sprawling back country developments that many times wind up challenged in a public vote.“We have wasted so much energy and so much time debating things that were not legally valid and should not have been done,” said County Supervisor Nathan Fletcher.Meanwhile, over at City hall, the Democrats will expand their veto proof advantage on the city council from 6-3 to 8-1. Republican Chris Cate is now the lone member of the G.O.P. on the council. “I think there needs to be a better job of communicating what we're about here locally as San Diegans, and getting our message out about what we feel is the best role of government in providing services to residents,” Cate said.The city has more than twice as many registered Democrats as Republicans, according to the registrar.San Diego’s new mayor and city council will be sworn in this December.The new board of supervisors will take over in January. 1932

Gavin Newsom said Tuesday he's worried about family gatherings around California ahead of the Fourth of July weekend and will announce new measures to dial back reopenings on Wednesday.Newsom said the prospect of family gatherings, not just bars or demonstrations, this weekend has health officers worried about the continued spread of the coronavirus. He added that new measures related to enforcement will also be announced on Wednesday."Tomorrow we will be making some additional announcements on efforts to use that dimmer switch we've referred to and begin to toggle back on our stay-at-home order and tighten things up," Newsom said. SAN DIEGO (KGTV) - Do you know how to survive a rip current? The common occurrence at San Diego beaches accounts for 80 percent of all rescues, the U.S. Lifesaving Association reports. Rip currents are currents of water that flow out from shore, potentially pulling swimmers and surfers away from land, according to the National Oceanic and Atmospheric Administration. 63 people in California died in rip currents between 1999 and 2013, second only to Florida in fatalities. You can greatly increase your chances of survival by swimming at a beach with lifeguards, the USLA says. The odds of drowning while swimming at a USLA-affiliated lifeguard protected beach is 1 in 18 million, the group claims.Anyone in the water - or thinking about getting into the water - should look for a gap of seemingly calm water between areas of breaking waves, a difference in water color, or a line of foam or debris moving out to sea. What to do if you’re caught in a rip current:*Don’t try to swim against the current*Swim parallel to the shoreline before trying to head back in to the beach*Float or tread water if the current circulates back toward the shore*If you can’t make it back to shore, yell and wave for helpLifeguards also encourage you to call 911 or get help from a professional. SAN DIEGO (KGTV) - Hundreds of people lost power in Liberty Station and Point Loma Friday as a result of what San Diego Gas and Electric identified as an electrical problem.A witness reported an underground explosion and smoke coming from a manhole cover about 2 p.m. at 2230 Truxtun Road at Womble Road. The location is near the Trader Joe’s and Rock Church.1,200 customers lost power about the same time as the manhole report. SDG&E said the problem was electrical but did not provide details. SDG&E restored power about 4 p.m.Students at nearby High Tech High School exited the building away from the emergency location as a precaution.The power outages led some nearby businesses to close. 10News talked with a customer of The Lot movie theater who said the power shut down during a screening of the new Avengers movie. SAN DIEGO (KGTV) -- Dozens of parents chanted "Too much, too soon," and " Protect our kids, protect our kids," before the school board meeting Tuesday evening. This is the the third time in less than one year that parents have shared their concerns about the district's Sexual Health Education Program (SHEP).  The district started teaching the program last year to students in sixth, eighth and high school following the state's passage of the California Healthy Youth Act.RELATED: Parents keep kids home to protest sex-ed programAshley Bever is a substitute teacher in the district and mom of two middle school students. She kept her kids home from school Tuesday in protest of the program that she calls too graphic. "I don't think you need to give kids more explicit content in order for them to make good choices. We just want it to be age appropriate," she said. "We don't think talking about oral, anal, and vaginal sex in the sixth grade is entirely appropriate or telling middle schoolers you can use a flavored condom."Other parents told the board the material promotes sexual experimentation and doesn't do enough to promote abstinence and pregnancy prevention. 　  "It's not about sex education, it's not about biological science, it's about promulgating and pushing a world view upon them. It's about sowing the seed of idea of gender confusion, gender dysphoria is what you're trying to promote," one parent told the board. District officials say students can opt out of the program with a note from their parent. They say less than one percent did so in 2017.The board maintains the program is state mandated, but attorney Dean Broyles with the National Center for the Law and Policy said that's not true. "There are only recommended curriculum, there are no mandated curriculum under the CA Healthy Youth Act because it's too new and a framework has not even been developed yet," said Broyles. Broyles told the board parents have been waiting almost a year for the public records that show how the curriculum was adopted. He told the board if they don't get the records soon, they'll go to court to fight for them.The board did not take any action on the issue. The item was not on the agenda. Parents say they've been asking the board to put it on the agenda for nearly a year. 2396
