SAN DIEGO (KGTV) - The Tierrasanta woman whose toddler died after being discovered in a car was arrested Thursday, San Diego Police said. Police said they waited this long to make the arrest to build evidence for a trial.Twenty-month-old Scarlett was found unresponsive outside the home at 10304 Leary St. on Aug. 5. Paramedics tried to resuscitate the child but were unsuccessful. Police said the girl’s mother, Pricilla Marquez Harris, called them at 12:45 p.m. that day to say she could not find her daughter. Harris later called back to say the girl was in her Nissan Altima and not breathing. RELATED: San Diego police: Child found inside parked vehicle in Tierrasanta dies Two days after the girl died, Harris’ cousin and the cousin’s boyfriend suffered possible drug overdoses at the Tierrasanta home. Harris was taken to a hospital for a psychiatric evaluation the same day, officials confirmed to 10News.Harris is charged with child endangerment, inflicting great bodily injury on a child under the age of five years, and personal infliction likely to produce great bodily injury or the death of a child. SAN DIEGO (KGTV) - Three animal rights activists have been banned from SeaWorld San Diego following a demonstration at an orca show this year.A San Diego Superior Court order issued Thursday banned three protestors affiliated with People for the Ethical Treatment of Animals (PETA) from entering SeaWorld San Diego and Aquatica San Diego, SeaWorld said in a statement.Included in that ban were Ricky Rodriguez, Lyanne Fernandez, and Lisa Lange, PETA's senior vice president of communications. "We said from the beginning of this case that a safe environment for our employees, guests, and animals is and will always be our top priority, and we will not tolerate this type of behavior in our parks."The three protestors are also legally prohibited from harassing, threatening, or committing violence against 10 SeaWorld employees named in the court documents.The court order stems from a July 24 incident in which the protestors disrupted an "Orca Encounter" presentation. SAN DIEGO (KGTV) - The San Diego County migrant shelter is stepping up protocols Friday after officials announced the number of cases of migrants with flu-like symptoms doubled in 24 hours.A plane full of migrants landed at Lindbergh Field Friday around 1:15 p.m. The concern Friday is the flight may have more sick migrants.Border Patrol officials stated migrants are given a health screening in Texas before they travel to San Diego, and are screened again once they land.County Health officials say when they screened 47 migrants at their downtown shelter, they found 13 migrants with flu-like symptoms. A total of 29 migrants have been diagnosed with the flu since May 19, officials say. Twenty-four migrants are currently quarantined.RELATED: County responds to flu outbreak at shelter, linked to Texas migrants flown to San Diego"This is a new situation to us and I'm told it could get much worse," County Supervisor Dianne Jacob said.Once off the plane, the migrants who crossed illegally in Texas and flown to San Diego are taken to a Border Patrol Facility to be processed by ICE.Eventually, they end up at the shelter. There they get another health screening and starting Thursday, everyone gets a mask and Tamiflu pill as a precaution to keep the sickness from spreading.As of Friday, extra nurses are coming into the shelter to check on the group and ensure no one else has come down with the flu.Those who are diagnosed go with their families to a hotel that has individual air units, so they don't spread the virus. They are educated on why they should stay in the room and, if they leave, what precautions to take so they don't infect others.Migrants in the shelter can come and go as they wish.Border Patrol stated migrants who exhibit flu-like symptoms are not allowed to fly and instead are given medical treatment in Texas. SAN DIEGO (KGTV) - The United States Postal Service is handling nearly 16 billion deliveries this holiday season, a record number.Warren Burton, a program manager at the USPS, says it is a 12 percent increase from last year.“There’s a lot of online shopping,” he said, “a lot more than last year.” As a result, the USPS processing and distribution center at Carmel Mountain Ranch in San Diego added more seasonal workers. About 1,100 people are working around the clock up from the normal staffing of close to 900.“We gear up all year for this time of the year, we know it’s going to be non-stop, high volume-high demand,” Burton added.The White House declared Christmas Eve a federal holiday this year, but Burton says that USPS will remain open on Christmas Eve.“We greatly appreciate the gesture, but we’re going to keep working so we can keep the mail going,” Burton said.He says Dec. 20 is the last day to mail out a package or holiday card to make sure it is delivered by Christmas Day using regular shipping. SAN DIEGO (KGTV) -- The San Diego Blood Bank is asking for convalescent plasma donations from patients that have recovered from COVID-19. The plasma is used at local hospitals to help fight COVID-19. Although not a cure for the virus, the plasma has proved to be effective for some patients. The blood bank says they are running low on convalescent plasma because requests from hospitals have gone up. The process of donating takes a little more than an hour, including the check-in process. To donate plasma you must have had a positive COVID-19 test, recovered from the virus and be symptom free for 28 days. Donations are by appointment only.
