(AP) -- A California prosecutor says someone has filed an unemployment claim in the name of convicted murderer Scott Peterson.Sacramento County District Attorney Anne Marie Schubert said it is one of at least 35,000 unemployment claims made on behalf of prison inmates between March and August.Schubert said the state has paid out at least 0 million in benefits.At least 158 claims have been filed for 133 inmates on death row.Schubert called it perhaps the biggest fraud of taxpayer dollars in California history.Prosecutors say the scam involves people outside of prison filing claims on behalf of the inmates. 642
RIPON, Wisconsin — An assistant professor at a Wisconsin college is getting national attention for the research she just published about a dog's empathy for its owner.The idea came to Ripon College's Julia Meyers-Manor when her collie tried to save her mom from a pile of pillows when she was just playing with her children.In her study, Meyers-Manor observed whether dogs would open a door if their "trapped" owner was on the other side crying or humming, and if so, how much of an effort they would make to "rescue" the person. She also recorded the dogs' heart rate variability.Meyers-Manor said dogs can "feel" your emotions. One dog named Molly rammed through the door and leaped into her owner's arms."If we're distressed they become distressed," Meyers-Manor said.The animals, however, had a hard time deciphering whether the human was being truthful."In the crying condition the dogs basically ran in, and if they did, they did it within 20 seconds," said the assistant professor.About 50 percent of the dogs rammed through the door. Meyers-Manor said the other half did not because they were too stressed over what they saw and heard."Dogs were pacing, whining, showing all types of stress behaviors by their owner's distress," said Meyers-Manor. SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom and state legislative leaders have reached an agreement on a bill to temporarily protect people from evictions. Newsom announced the agreement on Friday. The bill would ban evictions for tenants who have not been able to pay their rent because of the coronavirus between the months of March and August. Tenants would have to sign a document saying they have a financial hardship because of the virus. The protections would continue beyond August if tenants can pay at least 25% of their cumulatively owed rent between Sept. 1 and Jan. 31. Evictions could resume on Feb. 1. 635

(AP) -- California's earthquake early warnings will be a standard feature on all Android phones, bypassing the need for users to download the state's MyShake app in order to receive alerts.The Governor's Office of Emergency Services worked with Google, the maker of Android, to build the quake alerts into all phones that run the operating system.The technology does not predict earthquakes. It is designed to take data from seismic sensors and send warnings to potentially affected areas if projected shaking is at a certain level of intensity.The MyShake technology was developed by the University of California, Berkeley, and released in 2019. 673
