XINING, Aug. 16 (Xinhua) -- A senior anti-corruption official of the Communist Party of China (CPC) Monday urged strict supervision and inspection of relief and reconstruction work in Zhouqu County, which was devastated by a massive mudslide on Aug. 8.A supervision and inspection system must be established to ensure thorough implementation of the central authorities' instructions on disaster relief and reconstruction, said He Yong, deputy secretary of the CPC's Central Commission for Discipline Inspection.He made the remarks at a conference on supervision and inspection of relief funds and supplies.He instructed intensified supervision and inspection of medical, mud-clearing, infrastructure rebuilding, resident relocation and epidemic prevention operations.He also ordered stepped-up supervision of the use of disaster relief funds, supplies and donations, and asked local officials to make public how they were utilizing the funds in a timely manner.He said the principle of openness and transparency must be applied throughout the period of disaster relief work and reconstruction, and vowed to punish any misuse of relief funds and supplies.The mudslide has killed 1,254 while 490 people remain missing as of Monday.

HARARE, June 15 (Xinhua) -- Common Market for Eastern and Southern Africa (COMESA) Secretary-General Sindiso Ngwenya on Tuesday urged China to enter into joint ventures with Africa's largest regional trading and economic grouping to capitalize on the customs union that was launched last year.The Common Market for Eastern and Southern Africa, boasting 19 member states and a population of more than 450 million, is endowed with vast natural and human resources that make it a fertile investment destination, Ngwenya said."With a combined population of 456 million and a combined Gross Domestic Product of 450 billion U.S. dollars, this region is very rich in natural resources, rich in human resources and land for agriculture."This region will therefore become the region of first choice for investment and has the potential to feed the whole world," Ngwenya told Xinhua in an interview.He said China should take COMESA as its preferred investment destination and increase trade with Africa's largest trading and economic grouping.Ngwenya has previously urged more Chinese investment in the manufacturing sector so that Africa can move up the value chain and increase the incomes of its people while ensuring that less wealth is exported abroad.Trade between COMESA countries and China has also been growing by between 50 percent and 100 percent depending on the country, but on average by more than 50 percent annually and by the end of 2008 China-Africa trade was approaching the 100 billion U.S. dollars, according to Ngwenya.Ngwenya said the COMESA Customs Union presented immense opportunities for the Asian giant to deepen and consolidate economic cooperation with member states, most of whom it had strong bilateral, economic and political ties with. China has diplomatic relations with nearly all African countries.

BEIJING, June 14 (Xinhua) -- Chinese Premier Wen Jiabao has called for improving the urban living conditions for migrant workers who left their rural hometowns and are significantly contributing to the country's urbanization.Wen made the his remarks at the start of the three-day holiday for the Chinese traditional Dragon Boat Festival on Monday during his visit to a local community and a construction site on Beijing's line 6 subway.Wen noted that government officials, as well as all members of society, should treat young migrant workers as their own children, adding that the migrant workers' contribution to the growth of the country's wealth and the building of urban skyscrapers should be respected, Wen said when meeting migrant workers at the subway construction site.Additionally, Wen said that the government should work to resolve problems for migrant workers, such as marriage, housing and taking care of their children, and help them adapt to living in the cities where they are working.Wen also proposed that local government and subway construction companies should increase recreational activities, such as sports games and Karaoke, for migrant workers to enjoy during their free time in the city.At the same time, he encouraged young migrant workers to learn more practical skills and read more books so their leisure time would not be boring.Further, the premier vowed to improve construction in rural areas by building more hospitals, schools and other public facilities so that migrant workers would have fewer worries in their hometowns.Wen also visited a local children's welfare home where he met some 558 orphans. BEIJING, June 10 (Xinhua) -- China's foreign exchange regulator said Thursday it will strengthen monitoring of cross-border capital flows to reduce risk.The regulator will keep a close watch on the economic and financial situation home and abroad this year, the State Administration of Foreign Exchange (SAFE) said in its annual report on management of foreign exchange posted on its website.It will also enhance its monitoring of abnormal cross-border capital flows by cracking down on illegal private banks and internet-based speculation in foreign exchange.The SAFE will maintain a prudent approach to managing foreign currency reserves and will continue to improve its diversification strategy.China's balance of payments continue to expand, albeit slowly, despite the impact of the global financial crisis.At the end of 2009, China's foreign exchange reserves hit 2.4 trillion U.S. dollars, a 453 billion U.S. dollar increase from the end of 2008.China had gold reserves of 1,054 tonnes at the end of last year, the fifth largest in the world.Although gold has commodity and monetary properties, the global gold market is relatively small and illiquid, the report noted, adding that because of its volatile price and high cost of holding and trading, gold has limited utility in asset allocation.

CHANGSHA, July 31 (Xinhua) -- Death toll from a Friday explosion in Changsha City, capital of central China's Hunan Province, has risen to four with 19 people injured, local police said.The explosion went off on the third floor of a branch of Furong District's taxation office on Hengda Road near a downtown residential block at about 4:15 p.m., according to a statement from the city's police.Initial investigations show the explosion was a planned attack, the police said.The police sealed off the building and blocked nearby roads for investigation. All the workers in the building had already evacuated before the police came.Windows of the third floor were all shattered. Large blood stains could been seen on the stairs.The injured have been sent to the hospital.In a separate case in northeast China's Jilin Province, one people was killed and 20 were injured Friday in a series of explosions in a barber's shop in provincial capital Changchun.Four fire fighters were among the injured of the explosions which first blasted at 4:46 p.m, according to a statement from the municipal government.Witnesses say four explosions hit the shop.Fire fighters and workers from a local gas supply company are working at the site. Pieces of shattered windows can be seen forty meters away.The police are investigating the cause of the explosion.
