(KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. CAMPO, Calif. (KGTV) -- A homeowner was injured in a house fire that tore through a home in Campo Thursday afternoon. Cal Fire says the man received burns on his feet and shoulder. The injuries are considered minor. According to Cal Fire, the blaze started around 5 p.m. on the 33000 block of Highway 94. Video from Sky10 shows the home completely engulfed in flames. The fire in rural Campo quickly spread to nearby brush as it burned through the home, leaving nothing by the fireplace standing. Cal Fire says the fire burned less than half an acre. At this time, it’s unclear what started the fire. 609

CALIPATRIA, Calif. (KGTV) — Six prison guards were injured during an attack by an inmate this week, leading to the use of deadly force.Calipatria State Prison inmate Douglas Compton refused to leave an "out-of-bounds" area in the prison's yard on Thursday after three officers ordered him to do so, according to the state's Department of Correction and Rehabilitation (CDCR).Compton then stabbed one of the officers in the head and face, CDCR says. Responding officers used batons, pepper spray, and other use-of-force options to try and subdue Compton.During the struggle, Compton punched another two officers.An officer in an observation tower discharged one lethal round from a rifle to stop the attack. No one was injured by the use of lethal force, CDCR says.Six officers were injured and taken to an outside hospital for treatment and released.Compton was injured and treated, before being transferred to another prison.CDCR added that two inmate-made weapons were recovered at the scene. CDCR investigators are investigating the weapons as well as the use of deadly force.Compton was sentenced to 112 years to life in prison following a 2013 conviction of second-degree murder, voluntary manslaughter with the use of a firearm and possession of a firearm by an ex-felon with the use of an altered ID. 1315

CARLSBAD, Calif. (KGTV) -- A California Highway Patrol Officer who lost family members in a DUI crash is sharing his story with local students.Tuesday, students saw a graphic and emotional scene play out right before their eyes. Authorities hope it might make them think twice before drinking and driving.The mock DUI crash played out on the field at Sage Creek High School and it all looked very real. The aftermath of a drunk driving crash, fellow classmates injured or dead and one of their own eventually arrested for getting behind the wheel.For CHP Officer Mark Latulippe, the program, called Every 15 Minutes, takes on an ever greater meaning this year.A few months ago, his cousin Scott Latulippe, Scott’s wife and son were hit and killed by a suspected drunk driver in Austin, Texas. Scott was a well-known teacher at Valley Center High School.The message at the event Tuesday was lives forever changed because of drinking and driving. The sentiment was echoed by Officer Latulippe who says his family’s story, although tragic, is all too common.The program will continue at Sage Creek High School Wednesday with a mock funeral and presentation from Officer Latulippe. 1190
