SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. She said the signature-gathering campaign was impressive, adding that while out in some locations, ``I could barely get a leg out of my vehicle door before encountering signature gatherers, although some were not as well-informed.'' Rita Brandin, senior vice president and development director of Newland Communities, told the supervisors the company is confident that voters ``will embrace the plan when they hear the truth and many benefits.'' SAN DIEGO (KGTV) – A bobcat severely injured in a Southern California wildfire is on the road to recovery thanks to the San Diego Humane Society’s Project Wildlife team.The female bobcat, believed to be 6-8 months old, was brought to the Humane Society’s Ramona Wildlife Center on Oct. 13 after suffering severe burns in the El Dorado Fire in Yucaipa, San Bernardino County.An area resident out with her dogs saw the injured bobcat and notified authorities.According to the Humane Society, the cat’s ears and whiskers “were singed, consistent with fire exposure, and later confirmed that she was a victim of the El Dorado Fire.”Christine Barton, director of Operations & Wildlife Rehabilitation at the Ramona Wildlife Center, said, “Typically, encounters with dogs do not end well, but in this case, it probably saved her life. You could see that she was emaciated and clearly had singed whiskers and ears, but her full exam revealed the true extent of her injuries, which included burns to all four of her paws. We collaborate with CADFW (California Department of Fish and Wildlife) and a burn specialist with UC Davis on burn cases, and we all agreed that this little girl is a fighter and has a good chance of making a full recovery.”The Humane Society said the cat is healing well and could be returned to the wild next month. 1342

SAN DIEGO (KGTV) - A Father’s Day boat trip off the San Diego coast led to a rare wakeboarding encounter with dozens of dolphins for a Pacific Beach boy and his family. “It was a quick little boat ride and we saw paradise up there,” said Emiliano Gallego of Crown Point. Gallego and his three children decided to take a boat ride about 7:30 a.m. on a gloomy Sunday. They were about a mile off Pacific Beach when they realized their 24-foot Yamaha ski boat was surrounded by dolphins. “It was impressive,” said Gallego, who believes there were thousands of dolphins swimming with the pod. Gallego’s 9-year-old son Demi, an avid wakeboarder, grabbed his gear and jumped in the water. Gallego recorded the incredible scene. “At first, he was scared. He eventually just started enjoying the ride with the dolphins,” Gallego said. Gallego’s younger son and daughter didn’t want to jump in. “Too many dolphins,” said Gallego. After the spectacular ride, the family went out to breakfast, amazed at what they saw. “That was the best gift ever,” said Gallego. 1059

SAN DIEGO (KGTV and CNS) -- A San Diego County deputy facing charges that he groped 13 women was arrested again Thursday on five new charges, including forcible oral copulation.Richard Fischer, 32, is being held on million bail and is scheduled to be arraigned Friday morning in a Vista courtroom.Fischer faces more than 10 years if convicted on the new charges, according to the District Attorney. SAN DIEGO (KGTV) - A college student from San Diego is in custody Monday, accused of threatening to open fire on a school campus. Last week, a person posted a screenshot of what investigators believe is a text conversation with Trevor Faison in which he sent a message threatening to “shoot up the school.” Exactly which school he was referring to was initially unclear. According to Chief Joseph Ramos at the San Diego Community College District, Faison had been a student at Mesa College last semester but was no longer enrolled. Ramos said Faison is currently attending Saddleback College in Orange County. According to Gerry Braun, a spokesperson for the San Diego City Attorney's Office, police eventually "determined the criminal threat was made against an individual at La Jolla High School."RELATED: Team 10: The City Attorney's office effort to obtain gun violence restraining ordersBraun added, "there is another pending case in Orange County with similar circumstances."
