SACRAMENTO, Calif. (AP) — Those body-length receipts from retail stores are here to stay. The California Legislature had been considering banning paper receipts unless requested by a customer. But a legislative committee voted Friday not to send the legislation to the Senate floor for a vote. The move means the bill is unlikely to pass this year.RELATED: Solana Beach moves closer to banning single-use plastic items within city limitsDemocratic Assemblyman Phil Ting had criticized the receipts for harming the environment. An aide dressed as a giant receipt stood beside Ting as he announced the bill at a news conference earlier this year, emphasizing the often absurd lengths of modern receipts.Senate Appropriations Committee chairman Anthony Portantino said the bill did not get out of committee because it had some problems. He said paper receipts have other uses, such as offering coupons to consumers. 918

Russia's Foreign Ministry ordered the expulsion of 23 British diplomats from Russia on Saturday in a tit-for-tat response to Britain's decision to expel Russian envoys in connection with the poisoning of a former Russian double agent and his daughter on British soil. The ministry also declared it was closing the British Consulate General in St. Petersburg and the British Council in Russia, in a step beyond the measures taken by Britain. The British Council is a cultural institute with artistic, language and educational programs. 541

SACRAMENTO, Calif. (AP) — California and 16 other states have filed a lawsuit against the Trump administration over its plans to scrap gas mileage standards and how much greenhouse gases vehicles can emit, Gov. Jerry Brown and Attorney General Xavier Becerra announced Tuesday. The suit takes aim at a plan by the Environmental Protection Agency to eliminate standards for vehicles manufactured between 2022 and 2025. The standards would have required vehicles to get 36 miles per gallon (58 kilometers per gallon) by 2025, about 10 miles (16 kilometers) over the existing standard.EPA administrator Scott Pruitt says the standards are not appropriate and need revision. They were set in 2012 when California and the Obama administration agreed to single nationwide fuel economy standard.RELATED: President Trump, California clash over key issuesCalifornia officials say the standards are achievable and the EPA's effort to roll them back is not based on any new research. They argue the plan violates the Clean Air Act and didn't follow the agency's own regulations.California has a unique waiver that allows it to set its own tailpipe emissions standards for vehicles, which it has used to combat smog and more recently global warming. Twelve other states have adopted the California standards as their own.Automakers have argued that the current requirements would have cost the industry billions of dollars and raised vehicle prices due to the cost of developing the necessary technology.RELATED: Nearly every governor with ocean coastline opposes Trump's drilling proposalThe lawsuit was filed in the U.S. Circuit Court of Appeals for the District of Columbia. Joining California are Connecticut, Delaware, Illinois, Iowa, Maine, Maryland, Minnesota, New Jersey, New York, Oregon, Rhode Island, Vermont, Washington, Massachusetts, Pennsylvania, Virginia and the District of Columbia. 1905

Robot janitors are already at Walmart, so they are now making their way to Sam's Club.According to a press release by Brain Corp, which is the company making the robot floor scrubbers, Sam's Club will put 372 of them into its stores by this fall.In 2018, Walmart placed the Auto-C – Autonomous Cleaner into 78 Walmart stores.Walmart, which owns Sam's, announced last year it would bring autonomous floor scrubbers to more than 1,800 of its stores by next February, CNN reported. The company says that's so employees can help customers instead of mopping floors."After an associate preps the area, this machine can be programmed to travel throughout the open parts of the store, leaving behind a clean, polished floor," Walmart said in a press release. "Auto-C provides a cleaner shopping experience for our customers, and it frees up our associates to serve them better." 878

SACRAMENTO, Calif. (AP) — California's nation-leading gas prices are set to climb even higher Monday, when the state gas tax increases 5.6 cents a gallon. It's the latest increase from a 2017 law designed to raise about billion a year for road and mass transit programs. It's among several changes taking effect at mid-year.RELATED: California will have the highest gas tax in the US starting July 1A 12 cent-per-gallon boost came that November, and voters last year rejected a Republican-led effort to repeal the law. But Southern California voters recalled one Democratic lawmaker who helped pass the measure. The money is split between state and local governments, with much of going to fix potholes and rebuild crumbling roads, bridges and public transportation.Republicans note that the tax is increasing even as Gov. Gavin Newsom and fellow Democrats complained about high gas prices. 898
