VISTA, Calif. (KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070

  

VISTA, Calif. (KGTV) — A SWAT team with the San Diego Sheriff's Department arrested a former high school speech therapist on Friday morning.Arturo Avina, 33, was taken into custody on the 1000 block of Shadoridge Drive in Vista.He had been working as a speech therapist at Rancho Buena Vista High School from August of 2017 until January of 2019, according to Lisa Contreras, a spokesperson for Vista Unified School District.In February, investigators allege, he began sending menacing messages to former colleagues. The sheriff’s department called him a “disgruntled employee” but did not describe the nature of the threats.Contreras said the threats were only made against staff, adding “at no time were there any students who were in danger.”Avina was booked on charges of criminal threats as well as burglary and vandalism.He is being held at the Vista Detention Facility on 0,000 bail. WASHINGTON (AP) — Newly ascendant Democrats are promising congressional action on gun control amid a rash of mass shootings, including a late-night assault at a California bar that killed 12 people.Measures including expanded background checks and a ban on assault-style weapons are likely to reach the House floor when Democrats retake control after eight years of Republican rule."The American people deserve real action to end the daily epidemic of gun violence that is stealing the lives of our children on campuses, in places of worship and on our streets," said Rep. Nancy Pelosi of California, the Democratic leader who is running for a second stint as House speaker.Pelosi vowed to push for a range of actions to stem gun violence, including restrictions on high-capacity magazines and a measure allowing temporary removal of guns from people deemed an imminent risk to themselves or others.The measures could win approval in the Democratic-controlled House next year but will face opposition from the Republican-controlled Senate and the White House, where President Donald Trump has promised to "protect the Second Amendment."Still, gun control advocates believe they have the political momentum to make guns a central issue next year.The political calculus on guns is changing, said Democratic Rep.
