According to San Diego Gas and Electric, nearly 24,000 people, mainly in East County, are at risk of having their power shut off. Residents in Alpine say they’re gearing up for possible outages. Employees at the Alpine Beer Company told 10News when the power goes down, their protocol is to close the bar, but keep their stock nice and cool. Humidity will also plummet, reaching an average of between only 5 to 10 percent. Meanwhile, temperatures are also expected to soar. SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. SAN DIEGO (KGTV) — San Diego health officials are worried about a recent uptick in out-of-towners testing positive for coronavirus locally ahead of the holiday weekend.In San Diego, health officials have seen increases in positive COVID-19 cases diagnosed locally in people who live in nearby counties or states. Throughout the pandemic, there have been 16 Arizona residents have tested positive while in the region, seven of those were in the last week. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer, Police Chief David Nisleit, and city councilmembers announced Monday that police would stop the use of a hotly criticized use-of-force technique.Nisleit says he will direct officers in a memo Tuesday to end the use of the carotid restraint procedure, following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."According to the City of San Diego, the department joins a growing number of agencies throughout the nation that have halted the use and training of the carotid restraint. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, Tazers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis."Councilmember Monica Montgomery applauded the move as a much-needed first step in action to provide police reforms.“I am thrilled with this tangible action taken by Mayor Faulconer and Chief Nisleit to ban the use of the carotid restraint. The in-custody death of George Floyd, that sparked nationwide outrage and protest, has further underscored the need for accountability and transparency measures," Montgomery said. "Community organizations, such as the Racial Justice Coalition, the NAACP and the Coalition for Police Accountability and Transparency have long advocated for the ban on this — sometimes deadly — use of force."Mayor Kevin Faulconer has also directed three city advisory bodies to hold emergency meetings to discuss the strengthening of community and police relations. The bodies will also discuss de-escalation policies, according to the city. “We are watching the hurt and pain so many people are expressing after the tragic death of George Floyd, and are committed to taking new actions to make sure something like this doesn’t happen in San Diego,” Mayor Faulconer said.“That starts today with the police chief’s decision to immediately stop this particular restraint that has led to so much concern and frustration by many in our minority communities.
