CHULA VISTA, Calif. (KGTV) -- Police are searching for a suspect after two women discovered the body of a homeless man in Chula Vista Tuesday morning. According to police, two sisters were walking on the 1400 block of Broadway around 1:20 a.m. when they discovered a man who wasn’t breathing.Officers tried to save the man, later identified as 56-year-old Ivan Velez, but he was pronounced dead at the scene. Investigators later found signs of trauma and are currently searching for a suspect. No description of the suspect was given. CHULA VISTA, Calif. (KGTV) -- The man seen in a viral video being arrested by San Diego Police pleaded not guilty to theft charges Thursday. Trenelle Cannon will be in court again on Friday for reportedly resisting arrest. He is currently being held on ,000 bail. A 12-second-long video that surfaced on social media showed Cannon being struck by police officers. Video later released by police showed what happened in the moments leading up the incident. In the bodycam and helicopter video, Cannon can be seen tackling a police officer before other officers get involved. RELATED: Watch: San Diego Police respond to violent arrest videoCannon was arrested on warrants in Chula Vista Tuesday at about 6 p.m., according to his mother. He was booked into jail and charged with carrying a loaded firearm in a public place, robbery, and identity theft, according to SDPD."A 12 second video of this arrest was shared on social media without any context or details provided," police said in a news release.According to police, undercover officers had been conducting surveillance of Cannon on the 600 block of E Street in Chula Vista when they requested uniform officers to arrest him. SDPD Chief David Nisleit said Cannon then fled from officers, forcing police to give chase. At some point during the chase, a weapon was recovered where a witness last saw Cannon.Nisleit said Cannon was located once again in the area of 1100 4th Ave., where he got into a car with four others. The vehicle then proceeded to get onto Interstate 5, where officers conducted a traffic stop.During the traffic stop, Nisleit said Cannon tackled an officer to the ground, prompting multiple officers to assist in an arrest. Nisleit said officers feared Cannon had another weapon and used a "combination of physical force and distraction strikes" to restrain him."This is a very important key to note, once restrained and no longer a threat to officers no additional force was used on Cannon," Nisleit said.Nisleit said Cannon and the officers involved were not injured, aside from slight abrasions.Internal Affairs detectives were notified of the arrest and will evaluate officers' use of force and whether they followed policy. Based on the social media video and body-camera video, Nisleit said that he believed the appropriate amount of force was used by officers.Shakira Smith, who identifies herself as Cannon’s girlfriend, as well as Cannon’s mother spoke at a news conference Wednesday.Smith said she and Cannon were in a car with several friends when they were pulled over. She claims Cannon was pulled out of the car before being thrown to the ground. She then says officers piled on top of him.Smith made no mention of what happened before the couple got into the car, when police say Cannon led them on a chase, allegedly dropping a gun along the way.After screaming at police, Smith says she started recording the arrest. As she was recording, Smith says police told her: “put your phone away, you can’t do that.”The family and others said they wouldn't answer any questions following the news conference. 3103

(KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079

  

CHULA VISTA, Calif. (KGTV) — An upset truck owner is making a plea for tips after a man was recorded dousing his Toyota Tacoma with a destructive substance.On Falcon Peak Street in Otay Ranch, Marc Galvez stumbled upon a very odd sight when he went to his truck Monday night: A liquid he thought was a milkshake. "When I hosed it down, I could see the paint coming down. I knew it wasn't a milkshake. I got angry and pissed off," said Galvez.MAP: Track crime happening in your neighborhoodA check of his Ring camera footage revealed the culprit. Just before 10 p.m., a man with "USA" written on the back of his shirt was recorded walking in the driveway, before walking away. A half hour later, the same man is back. With a bottle in his hand, he douses the truck with something, before walking off.  "I don't know that man. I've never seen him," said Galvez.RELATED: Escondido car vandalized with paint thinnerWhen Galvez looked over his truck, he found paint eaten away, everywhere. Police took a look and told him it was likely car paint thinner. Galvez is insured. He believes the repairs will total more than ,000. After viewing the report on 10News, another victim down the street walked outside to look at her truck. CHULA VISTA, Calif. (KGTV) --  Thursday was a big day for Norbert Stein. The Holocaust survivor and war veteran, got married and turned 105-years-old. 10News Photojournalist Zach Wonderlie was there for his big day. "He's been in and out of hospitals so many times that I thought I was planning a memorial...and then I was planning a wedding!" said Norbert's daughter, Livia Gail, "It's such a miracle." Norbert escaped Nazi Germany in 1935, Gail said.Norbert married the love of his life Thursday - his girlfriend of 45 years, Edlemira Velasquez. The happy couple enjoyed the ceremony, a little cake and all of their loved ones on their milestone day. Gail left us with a few words of wisdom from her father: "Nothing too big, nothing too small.
