San Diego (KGTV)- Tenants in Oak Park say they soon won't be able to pay their rent if it continues to go up. Some have seen two increases this year, and they're already living on a fixed income. Tenants held a rally Thursday morning and are pushing for a rent control bill to be signed into law. Assembly bill 1482 would put a cap on rent for tenants in apartments and single-family homes. "My sense of security is pretty much gone," says Sara McTimmonds. "We don't know if we're going to be in or out." McTimmonds has been living at the Olive Wood Gardens Apartment complex for 12 years. It's a low-income housing complex for seniors and those who are disabled. McTimmonds says she's already had her rent increased twice. "In February, and then in July my rent was going to go up from 550 to 900."Renters are hoping for rent protection. Assembly Bill 1482 would do just that. The bill would make it illegal for property owners to raise rents more than 7 percent in one year. Not everyone is in favor of the bill. The California Apartment Association and the California Association of Realtors say they state underbuilt housing for so many years, and that's why rent is so high. "The five percent, plus the CPI may be enough if you don't have significant operational costs if you don't need a new roof, but that's not a certainty," says Molly Kirkland with the Southern California Rental Housing Association. The Senate Appropriations Committee will hear Assembly Bill 1482 Friday and decide whether or not to move it out of suspense file status for the rest of 2019. SAN DIEGO, Calif. (KGTV) - The City of San Diego has a new challenge that promotes bike riding, exploring the community and supporting local businesses. The Better by Bike blog is website that features everything from bike routes, to bike repair tips, to features on local bike riders.Part of the new program is a scavenger hunt that takes riders through the mid-city area. It ends Aug. 30 and is a competition to see who can get the most points after visiting local businesses and answering questions. The challenges range from taking pictures of specific spots to describing murals painted by local artists. It uses the Scavify application. Winners will then be awarded prizes, including gift cards to local restaurants.Anisha Gianchandani is the Climate Advisor for the City of San Diego and said this is part of a bigger-picture project to decrease greenhouse gas emissions and make San Diego more livable.“So it’s really just a fun way to get outside safely, enjoy your neighborhood and support small local businesses,” she said, later adding that “when you slow down, you get to see so many parts of your neighborhood that you normally wouldn’t see in a car.”It also helps local businesses. Stores and restaurants had the chance to submit their locations to be part of the scavenger hunt, which brings foot traffic to the area.Juan Pablo Sanchez’s family owns Super Cocina, one of the stops on the scavenger hunt. They had a local artist paint a mural on their wall outside, and their question pertains to that art.“We want to encourage you to use these streets, to go through us, to see our culture, to see the people that live here,” said Sanchez.Rudy Vargas, a native to the City Heights area, has embraced the challenge, heading up the leaderboard. He said even though he is familiar with his home, he’s still learned new facts about his neighborhood.“It was a good way to revisit some of my favorite places in City Heights but also visit some places I didn’t even know existed,” said Vargas.Vargas said he first picked up a passion for riding bikes when commuting to SDSU as a student, and has since kept up the passion.“My hope is that we continue this culture change and we step away from our vehicles because like I said there’s no other feeling like it,” he said. 2286

SAN DIEGO, Calif. (KGTV) - Five years since it was last open to the public, the iconic "Plunge" swimming pool is finally set to welcome San Diegans at Belmont Park."Oh, we're so excited. It's highly anticipated," said Belmont Park spokesperson Michelle McKee.The pool was one of the original attractions when the amusement park opened in 1925. However, it had run into hard times in recent years and has been closed for much of the last decade. One management company went bankrupt. The next came up with a renovation plan, only to discover dangerous, corroding conditions inside, leading to the pool's closure in 2014. Work finally began in earnest in 2017, tearing out much of the Plunge infrastructure, while trying to maintain a link to its historic nature."It was a wonderful pool," McKee said. "We wanted to maintain the structure of some of those elements, so that remains here in the pool."A signature element, a large mural by the renowned artist Wyland, had to be removed. In its place is a new, bright, open look. Windows surround the pool, giving swimmers a view of the ocean. A retractable roof will help control the climate inside the glass space.The high-end gym company "Fit" is building a club on the upper floors. Fit will manage the pool.
