ESCONDIDO, Calif. (KGTV) - The Old Palomar Hospital on the eastern edge of downtown Escondido could be redeveloped into hundreds of new homes and thousands of square feet of commercial, recreational and office space.In a letter to the city, developer Integral Communities says it wants to turn the site into a 450 homes, and 5,500 square feet of commercial spaces. The project could serve as a new gateway to downtown and add some much needed foot-traffic to Grand Avenue. Some businesses were closed Wednesday despite this being the midst of holiday shopping season. Beth Stevens, who owns the Vinklectic boutique on Grand Avenue, said she would welcome the project and the crowds it could bring. "I think new development is a good thing for everyone," Stevens said. Other business owners, however, said they are concerned about the project's increased traffic. But Rorie Johnston, who heads the Escondido Chamber of Commerce, said downtown needs to become more walkable. "The more you can slow people down, the more you can keep people in an area longer, the more possibility you have to engage with them," she said. Integral reached a deal with Palomar in February to buy the site for million. Palomar moved most of its services to its new hospital in west Escondido in 2012, making the older hospital available. It still offers cancer treatments, mental health services, and has office facilities at the downtown site. A hospital spokesman says it expects to stay in the downtown location through March 2020. Escondido city officials say they expect Integral to submit formal plans to the city in the next week. A call to Integral's project manager was not immediately returned. 1694

(KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. They don't want to straighten out curves in the road, believing it will lead to more speeding. 1705

Experts say the United States is going through a maternity and child health crisis.“We know that every 12 hours, around the clock, a mother dies as a consequence of childbirth, and if you are a Black woman, those numbers are three-fold higher,” said Dr. Rahul Gupta, Chief Medical and Health Officer at the March of Dimes. “If you're an American Alaskan woman, its two and a half times higher.”The March of Dimes is highlighting the areas of the country that are considered maternity care deserts, meaning places where there are no hospitals providing obstetric care.They say a third of counties are affected and it’s not just a rural American problem. It’s urban counties too.Dr. Rahul Gupta touched on some of the consequences, such as mothers dying unnecessarily, 22,000 infants dying before their first birthday, and the pre-term birth rate rising for a fifth year in a row.The numbers and problems are amplified in maternity care deserts, which have a higher poverty rate and lower household income. That’s something that's escalated during the pandemic.“The COVID-19 pandemic has unveiled the underlying challenges as well as ugliness within our systems of care as well as communities in terms of institutional racism and bias as well as the socioeconomic conditions that lead to some of these outcomes,” said Gupta.A report touches on many different policy-based solutions that could improve access to maternity care, including expanding access to Medicaid for new moms from 60 days to 1 year after childbirth, allowing better access to midwives, reimbursement for doula care, and expansion of telehealth services. 1629

  

ESCONDIDO, Calif. (KGTV) - Surveillance video shows a thief going shopping overnight at a trailer company in Escondido."It's heartbreaking," said Alea Barreto, manager at Norco Trailers.Barreto says on Saturday night, video shows a pickup truck parked outside their fence. Nearby, a man appears to be scoping things out. The next night, just before midnight, he's back. He retrieves something from the truck and uses it to cut a hole in the fence. Once that happens, he backs his truck through the hole and onto the property, before he begins hauling away trailers. On the video, a man in a hoodie is seen browsing the lot. He hitches a landscaping trailer, but before he can get it out, the trailer becomes detached. He attaches it and drives off."Every time I watch it, it's more painful," said Barreto.The pain is felt over and over. Not long after the truck is seen leaving, the truck is back and hauling away another trailer. Within a few hours, four trailers are stolen. Three of the thefts are caught on video. The total loss is about ,000. The company is insured, but a possible hike in insurance rates is not worth it. They've decided to eat the cost. The business is a family-owned shop. "Just trying to put food on the family table, and nope, someone else feels like they deserve it instead," said Barreto.The truck is believed to be a silver GMC or Chevy pickup.
