(KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California.This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office.He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. (KGTV) – U.S. Customs and Border Protection paid a staffing consultant million that has so far yielded two rank-and-file employees, a new federal watchdog report says.The Office of Inspector General says CBP signed a nearly 0 million contract with Accenture in November 2017, meant to hire 7,500 new workers across departments.But a year later, Accenture has hired two workers. “Accenture is nowhere near satisfying its 7,500-person hiring goal over the next five years,” the report says. “Further, CBP has used significant staffing and resources to help Accenture do the job for which it was contracted.”Accenture said in a statement it remains focused on fulfilling CBP’s exceptions. A CBP spokesperson says the agency takes issue with some of the reports findings, but acknowledged the contract has been a challenge. CBP says the .6 million to Accenture has gone to creating a hiring structure, an applicant care center, marketing and conducting various steps in the hiring process.“CBP is constantly working to strengthen its hiring capabilities to ensure staffing for critical frontline operations, while maintaining our high personnel standards,” the CBP said in a statement. (KGTV) - A Paradise family is thanking the San Diego community, after donations began pouring in for them following the deadly Camp Fire.The Harrisons are currently staying with family in Santee after the fire destroyed their homes. With nothing to return to, the family said they may make San Diego their permanent home and have already started looking at schools for their teenage son."I don't think Thanksgiving could have come at a better time," said Emily Keith, who evaded flames while carrying the family's three pets and caring for her brother."I had to go up on sidewalks and into front yards and in between trees, and try to maneuver my way out of town," Keith said.RELATED: Light rain falling on Camp Fire zone could hurt search effortDuring the evacuation, the children were separated from their parents. At one point, their car caught fire and they were forced to run from the flames."It was a life or death situation, honestly," Haley Harrison said. "I was running down the road hoping that someone would stop."The family made it safely to Chico nearly seven hours later. While they haven't been able to go back to Paradise, they've seen photos of their homes burned to the ground."My kids are safe. 18 years of stuff and memories we had in the house are gone but I don't care about that," Haley and Emily's dad Tyler said. "You hit the reset button. (KGTV) - Customs and Border Protection officials tweeted thermal camera video Friday of men climbing the U.S.-Mexico border fence and damaging the concertina wire.The video was recorded by U.S. Border Patrol cameras placed near Border Field State Park in Imperial Beach, opposite from where migrants have been gathering as more members of the Central American caravan arrive in Tijuana.There was no word on whether the incident captured on video led to an arrest.The Department of Defense confirmed with 10News that military troops are at Ream Field in Imperial Beach to assist in Border enforcement. The Special Purpose Marine Air Ground Task Force members here, consist of 400 Marines out of Camp Pendelton, as well as an Army Military Police Battalion. The Marines will be unarmed, focusing primarily on logistical support. The Army Police will help with security.“All seeking to enter the U.S. are urged to do so at one of more than 320 official U.S. Ports of Entry,” Customs and Border Protection officials wrote in the tweet.  1069

Saipov crashed the rented truck into a school bus, left the vehicle brandishing imitation firearms and was shot by police, officials said.
