SAN FRANCISCO (AP) — University of California President Janet Napolitano, who oversaw historic expansions of the 10-campus system and championed immigrant students, but whose management structure faced criticism and embarrassing scrutiny, said Wednesday she will step down in August 2020.Napolitano, a former homeland security secretary and Democratic governor of Arizona, made the announcement at a meeting of the university system's Board of Regents in Los Angeles."My time at UC has been deeply gratifying and rewarding. I have been honored and inspired every day to serve this institution alongside incredibly dedicated, passionate people," Napolitano said in a statement. "The decision was tough — and this moment, bittersweet — but the time is right."Napolitano, 61, has battled a recurrence of breast cancer but said her health is good and did not play a role in her decision to step down."All of my tests are clear. So that was not a factor in my decision," Napolitano told reporters in a conference call, saying she will complete her seventh year in the job before stepping down."It seemed like a good time to have some fresh blood at the University of California," she said.During her tenure, Napolitano has overseen an expansion of the public university system, enrolling historic numbers of students and making it easier for in-state students to transfer from community colleges to the university system.She oversaw reforms of policies on sexual misconduct and was a staunch supporter of the rights of immigrant students.In 2017, the university joined a lawsuit challenging the Trump administration's decision to rescind the Deferred Action for Childhood Arrivals program, an action that led to injunctions that allowed hundreds of thousands of DACA recipients to extend their authorization to legally live and work in the U.S., including students in the UC system.But Napolitano also was criticized by state lawmakers after a state audit found problems with her office's financial management. A report from State Auditor Elaine Howle in 2016 found that Napolitano's office failed to disclose millions of dollars in reserve funds.It also said Napolitano's top aides had sought to suppress campus criticism of her office in surveys that were supposed to be confidential and sent directly to the state auditor.The investigators found that Napolitano had approved of the plan to review the survey responses. The audit said there was "insufficient evidence" to conclude that she knew of the full range of what her staff was up to or that she directly approved of any interference. But the investigation and subsequent oversight prompted a rare public rebuke by the UC's governing Board of Regents.Napolitano had a distinguished career before coming to California. As a partner in a prominent Phoenix law firm, she represented Anita Hill during the Senate Judiciary Committee's confirmation hearings for Supreme Court Justice Clarence Thomas in 1991. Hill accused Thomas of sexual harassment, which he denied.She was a popular Democratic leader in Republican-controlled Arizona, easily winning re-election by more than 25 points in 2006. She stepped down in 2009 to join President Barack Obama's cabinet as secretary of homeland security, overseeing border security, ramped-up immigration enforcement and efforts to prevent terrorism. SAN MARCOS, Calif (KGTV) - A San Marcos family is warning pet owners of the consequences that can come when a dog runs away.They say their 11-year-old dog has gotten away twice in the past six months due to problems with their gate - both times he ended up with the San Diego Humane Society.After the most recent incident an animal officer told the family if it happens again they'd be facing a misdemeanor charge and serious fine.The Humane Society says they try to give owners warnings first but that they must put public safety first.Humane officers can issue a citation and then charges and fines are up to a judge. Fines can be hundreds of dollars.    674

SANTA ANA (CNS) - Orange County health officials reported a record number of coronavirus cases for the second consecutive day Sunday, announcing 434 newly confirmed cases of COVID-19 and two additional deaths.The numbers bring the county's totals to 10,422 cases and 269 deaths, and follow Saturday's reporting of 413 newly confirmed cases and 10 deaths.The Orange County Health Care Agency said last week was the county's deadliest since the pandemic began, with 55 COVID-19 deaths reported between June 13-19.The number of people hospitalized with the coronavirus rose from 321 to 332, with the number of patients in intensive care dropping from 135 to 133.A total of 212,113 people have been tested for the virus, with 789 tests reported Sunday.There have been 4,953 documented recoveries, according to the OCHCA.The total number of Orange County cases break down to 50% men and 50% women, but men account for 57% of the deaths.Santa Ana leads all county cities with 2,189 cases, followed by Anaheim with 2,007. Their high numbers are attributed to large populations and the presence of multiple nursing homes in both cities. Santa Ana and Anaheim are Orange County's two largest cities in population.Dr. Clayton Chau, the Health Care Agency director and interim chief health officer, said the "hot spots" of Santa Ana and Anaheim "keep me up at night" with concern. He said about two weeks ago, a task force was formed among officials with the county and both cities to discuss ways to tackle the rising case counts. 1528

Sears Holdings will close another 63 Kmart and Sears stores following the 2017 holiday shopping season.On Thursday, the company made the announcement to employees at the affected stores, which span 26 states.The closings affect 45 Kmart stores and 18 Sears stores. Seattle Mariners second baseman Robinson Cano was suspended for 80 games on Tuesday by MLB after he tested positive for a banned substance as part of MLB's screening for performance-enhancing drugs. In a statement released by Cano, he claimed he took furosemide, which Cano said he took for a legitimate medical purpose. But the drug allegedly is commonly used as a masking agent. The drug could be used for high blood pressure, or to reduce extra fluid in the body caused by liver disease, heart failure or kidney disease, WebMD says. "Recently I learned that I tested positive for a substance called furosemide, which is not a performance-enhancing substance," Cano said in a statement issued by the MLB Players Association. "Furosemide is used to treat various medical conditions in the United States and the Dominican Republic. This substance was given to me by a licensed doctor in the Dominican Republic to treat a medical ailment."While I did not realize at the time that I was given a medication that was banned, I obviously now wish that I had been more careful."Cano is an eight-time MLB All-Star.
