ASHGABAT, Nov. 26 (Xinhua) -- China and Turkmenistan have agreed to continue expanding and deepening cooperation so as to push forward their relations of friendship and cooperation in an all-round way.Both sides made the commitment Thursday at the first meeting of the Sino-Turkmen cooperation committee, which was co-chaired by visiting Chinese Vice Premier Wang Qishan and Turkmen Deputy Prime Minister Baymyrat Hojamuhammedov.Wang said that the meeting marked the beginning of a new phase in Sino-Turkmen cooperation, and that the committee's functions of planning, guiding and coordinating cooperative matters should be given full play in a bid to continue to promote cooperation and friendly cooperative ties between the two countries.Chinese Vice Premier Wang Qishan (C, front) speaks at the first meeting of the Sino-Turkmen cooperation committee in Ashgabat, capital of Turkmenistan, Nov. 25, 2010.Wang hailed the close high-level exchanges and the ever deepening political mutual trust between the two nations in recent years, as well as their smooth cooperation, particularly in the energy sector.The China-Central Asia gas pipeline has become a landmark of the two countries' friendly cooperation, he said.Wang, meanwhile, spoke highly of the two countries' exchanges in culture and education fields, and their firm mutual support on major issues concerning each other's core interests such as sovereignty, security and territorial integrity.China and Turkmenistan should deepen collaboration in natural gas and oil areas, ensure the long-term, stable, efficient and safe operation of the China-Central Asia gas pipeline, carry out the exploring projects of oil fields, Wang noted.He added that they should also promote cooperation in the sectors of transportation, telecommunication, infrastructure building, high-tech, textile and agriculture.The two sides should also enhance exchanges in culture, security and law enforcement, crack down on the three evil forces of terrorism, separatism and extremism, in order to maintain the safety and stability in the two countries and the entire region at large, Wang said.Hojamuhammedov, for his part, said the launching of the cooperation committee is a big event for bilateral ties.He noted that China, as an important neighbor, always respects the independence and sovereignty of Turkmenistan. He called China an intimate friend and reliable partner.Turkmenistan sees China as a strategic partner and will support as always China's stance on issues like safeguarding national reunification and territorial integrity and combating the three evil forces, the Turkmen leader said.He also pledged continuous efforts in promoting cooperation with China in such fields as energy, education, art, tourism and security.The two sides will hold the second meeting of the cooperation committee in China in 2012.Before arriving in Turkmenistan, Wang had already visited Russia, where he attended the 14th meeting of the Joint Commission for the Regular Meetings of Heads of Government of China and Russia, and the meeting of the China-Russia Energy Negotiation representatives.

BEIJING, Nov. 30 (Xinhua) -- Chinese Premier Wen Jiabao on Tuesday urged Israel and Palestine to stay on the path of peace talks and take constructive moves to advance their stalled peace talks.Wen made the appeal in a message to the Conference in Commemoration of the International Day of Solidarity with the Palestinian People, which was held Monday at the United Nations headquarters in New York.Offering warm congratulations for the event on behalf of the Chinese government, Wen stressed that the Palestinian issue is at the core of the Middle East issue.The Chinese government has all along firmly supported the Palestinian people's just cause of restoring their legitimate national rights, and the efforts to continuously push the Middle East peace process forward, Wen said.The talks between Israel and Palestine have now reached a pivotal stage, he said, voicing the hope that both sides will stay on the track,take positive and constructive efforts, avoid any disturbance of the talks, cooperate with international mediation efforts, and constantly promote the negotiation process.He expressed the hope that on the basis of related UN resolutions and the "land-for-peace" principle, an independent Palestinian State with full sovereignty will be established and the peaceful coexistence of Israel and the Palestinian State will be achieved.An early settlement of the Palestinian issue is the expectation shared by all Middle East countries and peoples and the international community, Wen said.As a permanent member of the UN Security Council, China will as always support the United Nations in playing a vital role on the Middle East issue, he said.He added that China, along with the international community, will continue to make unremitting efforts to seek a just solution to the Palestinian issue and promote peace, stability and development in the Middle East.The UN General Assembly adopted a resolution in 1977 designating Nov. 29 as the International Day of Solidarity with the Palestinian People. On that day in 1947, the assembly passed a resolution on the partition of Palestine.Each year, the assembly's Committee on the Exercise of Inalienable Rights of the Palestinian People holds a special meeting in observance of the Day of Solidarity.

LUANDA, Jan. 13 (Xinhua) -- Visiting Chinese Vice Minister of Commerce Zhong Shan said here on Thursday that China would help Angola in diversifying its exports to China as part of the efforts to boost trade relations between the two countries.Zhong made the pledge during his meeting with Angolan Minister of Trade Maria Idalina Valente to explore ways of further expanding trade and economic ties between the two countries.Zhong said China has attached importance to developing ties with Angola, the largest trading partner of China in Africa, and the 2010 visit to Angola by Chinese Vice President Xi Jinping brought Sino-Angolan ties to new highs.The Chinese official said crude oil was almost the sole product of Angola which ended up in Chinese markets despite the fact that trade volume between the two countries amounted to some 25 billion U.S. dollars in 2010, and the Chinese government has decided to reduce or waive tariffs on Angolan exports to China from January 1, 2011 to encourage Angolan businessmen to export more products to China, including agricultural produces, fish and other marine products and diamonds.Zhong said China and Angola have made substantial progress in bilateral cooperation in the fields of energy, basic infrastructures and agriculture, and the Chinese government has encouraged Chinese enterprises to invest in Angola and make technological transfers to the African country as well.For her part, Maria Idalina Valente said Angola welcomed China's proposal to expand bilateral trade and economic cooperation on the basis of the strategic partnerships hammered out during Xi Jinping's visit to Angola.The Angolan minister said the biggest challenge faced by her government is to diversify its oil-dependent economy and to build up industrial and manufacturing capabilities in the national economy.She said Angola is trying to improve its investment conditions and hopes to reach an agreement with China on the protection of investments by the year 2012.The minister said her country is also keen on learning from China's development experiences in setting up special economic zones and zones of processing products for exports.Zhong arrived in Luanda earlier in the day for a two-day work visit to the African country.

  

QINGDAO, Jan. 6 (Xinhua) -- Chinese maritime authorities Thursday added two large sea surveillance ships to its fleet in a bid to better protect the country's maritime rights and interests.The two patrol ships, in the 1,000- and 1,500-tonne classes, respectively, were added to the North Sea fleet of the China Maritime Surveillance Force in the eastern coastal city of Qingdao.They will be used to crack down on violations of China's maritime interests, illegal use of Chinese seawaters and damages to its sea environment, resources and infrastructures, said Fang Jianmeng, head of the North Sea branch of the State Oceanic AdministrationThe ships will also patrol China's waters to monitor polluting incidents, said Fang.This is part of a 1.6-billion-yuan (241-million U.S. dollar) plan the State Council, or China's cabinet, unveiled in 1999 to add 13 1,000-tonne-plus sea patrol ships and five patrol helicopters to patrol the nation's waters.The first group of six large patrol ships and two helicopters joined the China Maritime Surveillance Force under the State Oceanic Administration in November 2005.A senior official of the China Maritime Surveillance Force, who declined to give his full name, told Xinhua that the agency has finished building the second group of three patrol ships and has purchased three helicopters."The remaining four vessels will be put into use before June this year," said the official, surnamed Wu.The fleet expansion came as China is facing an increasingly heavier burden of safeguarding its seas rights and interests, said Wu.China's Ocean Development Report 2010 released last May said the country's maritime rights and interests faced complicated situations and safety threats.These include sovereignty over islands, sea delimitation, sea resources disputes, protecting the sea environment and new challenges such as delimitation of the continental shelf, safe passage on the seas and terrorism, it stated.China has a coastline of 32,000 km and 350,000 square km of territorial seawaters and internal waters. It also has 3 million square km of its exclusive economic zone as recognized under the United Nations Convention on the Law of the Sea."Given the large sea territory, China's maritime surveillance force remains weak, even after all 13 patrol ships join the fleet," said Wu. "They're far from meeting all of our demands."Even following the expansion, the fleet would have only 47 patrol ships, with 26 in the 1,000-tonne-plus class, Wu added.Apart from the three fleets under the China Maritime Surveillance Force that cover the Bohai Sea, the Yellow Sea, the East Sea and the South Sea, the coastal provinces and municipalities also have their own regional sea patrol forces.The regional forces planned to start building 36 sea patrol vessels this year to expand the county's sea surveillance fleet, Wu added.The expansion is among the key measures that help protect China's maritime interests and promote a sustainable ocean economy, said Zhang Hongsheng, deputy director of the State Oceanic Administration.
