City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year.   In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. "If there's an issue we're going to own it, and we're going to be held accountable because it's the ratepayers and the taxpayers of San Diego who we work for, and we cannot forget that."  2439

COLLEGE AREA (KGTV) - A former San Diego State University student was arrested for arson on Saturday, according to university police.Madelyn Delarosa is reportedly connected to a string of fires within the College Area. Campus police arrested Delarosa on Saturday morning after, they say, she started a fire in a parking garage. The fire reignited Saturday night. Students were evacuated from the Granada on Hardy Apartments both times. Police say Delarosa's crimes started on Thursday, March 14th, around 11 a.m., when a university police officer spotted a parked vehicle on fire near the 5500 block of Hardy Avenue. The officer successfully extinguished the fire, police said. There were no injuries.Officers were then notified of another fire involving the exterior door of an apartment in the 5600 block of Hardy Avenue, according to a police press release. That fire was extinguished before crews arrived and no one was injured.On Friday, March 15th, at around 8:30 a.m., community members notified police of another fire involving an apartment near the 5500 block of Montezuma Road. There were no injuries, and the fire went out on its own. Delarosa was arrested for possession of arson materials, arson of an inhabited structure, and arson to property. CORONADO, Calif. (KGTV) -- Warmer ocean temperatures are being blamed after 10 to 15 people were stung by stingrays along the beach in Coronado Tuesday afternoon. According to lifeguards, 10 to 15 people were stung by the creatures after 4 p.m. Lifeguards say ocean temperatures, which reached the mid 60s Tuesday, were to blame for the increase in stingray activity. Lifeguards added that, when ocean waters warm up, it’s common to see an increase in stingray activity, but it’s unusual to see so many stings in a single day. Crews placed purple flags along the shores of Coronado Tuesday to warn of the increase, but say tourists may not know about the dangers the rays pose. The flags can also be used to warn about other creatures, such as jellyfish in the water. The California round ray is known to feed in the shallows off the California coast. Officials say the stingrays lay partially buried in the sand while hunting, making them difficult to spot for unsuspecting beachgoers. The stingray’s barb is covered in venom and mucus that causes severe pain if it breaks the skin. To avoid stepping on the rays, lifeguards recommend shuffling your feet. If you do happen to be stung, below is a list of what you should do to treat the sting: 1. Stop the bleeding.2. Go to the nearest lifeguard.3. Soak foot in hot water to deactivate venom.4.
