PHOENIX (AP) — A federal court in Maryland has ruled that the Deferred Action for Childhood Arrivals program must be restored fully, meaning it must open up to new applicants for the first time in three years.The program helps immigrants who were brought to the U.S. as children to legally work and protects them from deportation. Police in Wisconsin have confirmed two cases of tampered Halloween candy throughout the state.In Arcadia, Wisconsin — a town located near the Wisconsin/Minnesota border — police confirmed that at least one child found needles in multiple pieces of Halloween candy.The needles were not visible until the candy was opened and broken in half. In both instances, the needles appeared to be sewing needles.Police say the incident happened sometime during trick-or-treat hours, between 3:00 and 7:00 p.m. They've warned parents in the community to check their children's candy.A few hundred miles away in Neenah, Wisconsin, police reported that nails were found in three pieces of Halloween candy.A spokesman for the Neenah Police Department said that a mother found three Kit Kat candy bars with nails protruding from them in her son's candy stash.Police suspect they can narrow down the house where the boy was given the candy, but did not say they were investigating any suspects.It's the second straight year in which a nail was found in a Neenah trick-or-treater's candy. A child found a nail hidden in a Tootsie Roll in 2016. No arrest was made in that case.Police are encouraging Neenah parents to inspect their children's candy for anything suspcious.Those reports comes just days after police in Randolph, Wisconsin — located about three hours east of Arcadia — say that a child in town received a piece of tampered candy while trick or treating on Saturday.According to police, the child received a Now and Later that appeared to have been soaked in motor oil or some other foreign substance. Parts of Hawaii are under a hurricane watch as Category 3 Hurricane Douglas has its sights set on the island state. The hurricane watch is in effect for the Big Island and Maui County.Packing top winds of 115 MPH as of 11 a.m. HT (5 p.m. ET), Douglas is moving toward Hawaii at 18 MPH. The storm was positioned 785 miles from Hilo, or 985 miles from Honolulu.Douglas is relatively small, with hurricane-force winds only extending 25 miles from the center.While the powerful hurricane is in the open ocean, it has been slowly losing strength. The National Hurricane Center projects it will weaken into a tropical storm by Sunday night. But the storm could still be a hurricane when it crosses the island chain, which would make it the first hurricane to directly hit the island in more than two decades.Category 4 Iniki of 1992. was the most recent hurricane to strike Hawaii directly. (KGTV) -- A Temecula woman who stopped to help victims of a deadly bus crash in Pala Mesa on the I-15 freeway is hoping to connect with the family of the woman she comforted until she passed. Jacqueline Hernandez says she never thought twice about stopping to help the victims of the bus crash. She says it was pouring rain, but when she noticed what happened, she pulled over to ask how she could help. Hernandez says she joined other Good Samaritans that had pulled over to help. She says, she arrived just moments after the crash. The charter bus traveling from El Monte to Tijuana on the southbound 15 when it crashed. Three women were killed, 18 people were sent to local hospitals. Hernandez tells 10News she noticed a woman ejected from the bus and says two men started alternating CPR. She says she tried to keep the woman alert, speaking to her in Spanish and holding her face. Eventually paramedics told Hernandez the woman no longer had a pulse. While Hernandez tried to help the woman, her two children passed out blankets to the other victims that were injured.Hernandez wants the woman's family to know their loved one was not alone in her final moments. The California Highway Patrol is now helping Hernandez arrange a meeting with the woman's family. Hernandez is hoping to help them financially with funeral costs. The three victims were identified as ,23-year-old Cinthya Karely Rodriguez Banda, Maria De La Luz Diaz, 67 of Riverside, and Julia Perez Cornejo, 73. 1508
