NEW YORK CITY — New York City Deputy Sheriffs shut down an event with more than 200 people at a Queens banquet hall early Saturday.Authorities were called to an event at the Queens Luxe Banquet Hall at Rockaway Boulevard in Ozone Park around 1:30 a.m. on Saturday morning.There were about 215 people inside the venue in violation of the state's and city's COVID-19 emergency orders.The hall was also operating without a liquor license, according to authorities.The owner and an employee of the venue were issued summonses for violation of emergency orders, unlicensed sale of alcohol and unlicensed warehousing of alcohol. Two other staffers were issued summonses for violation of emergency orders.New York City currently allows indoor entertainment locations to operate at a 25% capacity if they do not fall under one of the city's restriction zones. Nearly two dozen schools in metro Detroit were closed on Thursday due to threats. Detroit Police Chief James Craig said since the Florida school shooting on Feb. 14, DPD received a total of 40 threats, consisting of two bombing threats, 34 shooting threats, and two bombing and shooting threats.At one of the targeted schools, John R. King Academy, class was already in session when the bomb squad arrived at the school on the report of a suspicious package. The kids were dismissed for the day after it was found to be safe.Anyone arrested could potentially face charges of terrorism and making threats online. If convicted, those charges carry a 20-year penalty.Craig said in the last 24 hours, DPD has received 23 threats. Three juveniles and one adult have already been arrested for numerous threats. Craig says more people will be in custody soon."It's going to end," he said. NEW YORK (AP) — The credit card companies Visa and Mastercard say they will no longer allow their customers to use the cards to charge for services on the pornographic website Pornhub. The website, which claimed 42 billion visits last year, has been accused of showing videos that depict rape, underage and nonconsensual sex — most prominently in an investigation published last weekend in The New York Times. Mastercard says it has terminated its relationship with Pornhub after its own investigation confirmed violations of standards. Visa says it is still investigating, but suspended use of the card on the site. It's a doctrine implemented by the U.S. Supreme Court that makes it difficult to sue police, even if one's constitutional rights are violated.The doctrine protects officers who can defend their actions because they didn't know their conduct was unconstitutional. That's because it wasn't “clearly established” in a prior court ruling.In practice, courts have dismissed civil rights lawsuits because there wasn't a previous case in the same location with the same circumstances. So, there's also no precedent for future cases. That's why the doctrine is criticized as a "catch 22."“That kind of ‘does this officer get the benefit of the doubt?’ type of inquiry gives judges just lots of room based on their interpretation, their view of whether this seems like a bad case or not, and it means that the judge is taking cases away from the jury based on their own views of the facts,” said Brandon Garrett, professor of law at Duke University.“The way to truly understand it is to look at in the context, as a lot of people are suddenly looking at it when police uses force, and particularly when it's deadly force,” said Aderson Francois, professor of law at Georgetown UniversityThe officers involved in a wrongful death lawsuit in Washington D.C. are expected to claim qualified immunity.
