SAN DIEGO (KGTV) — The County of San Diego is providing free COVID-19 testing to all school employees returning to in-person learning, a recommendation by the California Department of Public Health.There are more than 80,000 school employees across the county. “This is everybody from bus drivers, to food service workers, to teachers, to administrators,” said Music Watson, the Chief of Staff for the San Diego County Office of Education, or SDCOE.While most schools are sticking with distance learning, for now, some are preparing to return to in-person learning starting in September.The school employees that do return will be tested for COVID-19 often.“The recommendation is that in any given two month period, you’ve tested 100% of school employees, with about half being tested in any given month,” said Watson. “People who are doing distance learning and teaching in a distance format and not coming into contact with students and school staff, they’re not going to have to be tested.”The county is partnering with SDCOE to develop more testing sites specifically for school employees by late September.Testing is currently available at the more than 20 county coordinated sites at no cost to school staff.If positive tests are discovered, classrooms, schools, and districts may need to shut down for two weeks.“If 5% of a classroom tests positive, that classroom would close, and they would self-isolate. If 5% of a school tests positive, the school would close for two weeks, and if 25% of district tests positive, the entire district would close for that two week self-isolation period,” said Watson. “In a classroom, 5% is basically one student or teacher, that’s why it’s so important to have a testing protocol in place.”If a classroom or school does have to shut down, students will continue learning for the two weeks.“That doesn’t mean all of a sudden it’s 14-days of no learning, it means transitioning to virtual which might be online or packet work depending on the particulars of that situation,” said Watson.It’s not currently recommended that asymptomatic children get tested for COVID-19, but if a parent or guardian wants their child tested, they should discuss it with their pediatrician. 2222

SAN DIEGO (KGTV) - The Medical Board of California (MBC) has filed an order to revoke the license of Dr. Jeffrey Lovin, a San Diego County radiologist who’s facing charges related to prowling and peeking.ABC 10News first reported on Dr. Lovin last year after his ex-girlfriend shared home security video of a man lurking in her North County backyard while she and her fiancé were inside. She said the man in the video is Dr. Lovin.He’s been charged with multiple counts related to prowling and peeking and violating a protective order. He’s pleaded not guilty and will stand trial next March.Dr. Lovin was already on probation with the MBC for other criminal activity.The Board has now issued an order to revoke his license on Dec. 18 for mental or physical impairment and unprofessional conduct by failing to comply with the terms of his probation.“We never know if we're safe,” his ex-girlfriend told ABC 10News on Tuesday. We’re not using her name or showing her face. She said that she and her fiancé Frank Zeigler still live in fear. “I hear any noise at night and I'm out front seeing what's going on at my home,” he said and added, “We lock all our doors and keep all our blinds closed around the clock.”“We want him to lose his license so he doesn’t do this to anybody else and we feel like this is the first step toward a little justice,” Zeigler later added.On Tuesday, ABC 10News spoke to someone at the law office that has represented Dr. Lovin. She declined to connect us to with him to see if he wanted to offer any comment.On Tuesday, a spokesperson for the Board wrote to ABC 10News, “Dr. Jeffrey Lovin may practice medicine under the terms of his current probation until the revocation of his license takes effect on Dec. 18, 2020. Dr. Lovin may petition the Board for a stay and reconsideration of the decision to revoke his license or file a writ in superior court to challenge the decision before it comes effective.” 1945

SAN DIEGO (KGTV) -- The mother of a San Diego middle school student is begging for more answers from school administrators after she says other students threatened to shoot and stab her son. “I’m not willing to play Russian roulette with my kid’s life,” states Vanessa Flores. In a 10News exclusive, we interviewed her and her thirteen year-old son, Daniel, at their home on Tuesday. She says she pulled Daniel out of downtown’s KIPP Adelante charter middle school on Tuesday morning. It was two weeks ago when Daniel says he got in a fight with a couple of students. He says over their lunch break they were saying, “What are we going to do with Daniel? Are we going to jump him? Let’s jump him. Let’s bring the gun.” Daniel tells us he them heard one of them add, “The gun’s too much. Let’s bring the knife.” Vanessa showed us text messages that she says she exchanged with the school’s principal the night of the incident. She says she later met with administrators. “I just wanted the authorities to be contacted and made aware of the situation,” she adds. For days, she says her family could not get clear answers about any action the school was taking.  With tears in his eyes, Daniel described for us the anxiety he felt in the school hallways in the days following the alleged threats. “I’d think, what’s the next move? What are they going to do to me when I pass by the hallway? What do they have or what are they hiding?” “I’ve told [the school] that I’m in fear with the climate right now with all these shootings. Everybody’s talking about red flags. I’m giving [the school] the red flags on a silver platter. Please help me,” says Vanessa. On Tuesday, she says she picked Daniel up the from school after getting confirmation from school administrators that KIPP Adelante would not get the San Diego Police Department involved. She tells us she no longer felt safe keeping him on that campus. After picking him up from school, she says she took him to the San Diego Police Department to try to file a report. San Diego Police confirm with 10News that there was a misunderstanding that she was referring to a charter school and not a regular San Diego Unified School District (SDUSD) public school. She says SDPD sent her to SDUSD school police, which don’t handle investigations related to local charter schools. The SDUSD school police apparently sent her back to SDPD. SDPD confirms its officers took a report on Tuesday afternoon and now the juvenile service team is investigating the reported threats. On Tuesday afternoon, KIPP Adelante charter school principal Monique McKeown sent us the following statement. “Two weeks ago, we had an 8th grade student report that two of his classmates threatened to harm him with a weapon. We fully investigated the matter and found no credible evidence that the students in question threatened to use a weapon against their classmate. San Diego Unified Police Services confirmed that we handled the investigation appropriately. At KIPP we respond swiftly to all potential threats to student safety.” The referenced "San Diego Unified Police Services" is also known as SDUSD school police. A spokesperson for KIPP Adelante later clarified that SDUSD school police did not conduct its own investigation. Rather, it apparently reviewed and approved the school’s own investigation. The spokesperson for KIPP Adelante also reported that the teens who made the apparent threats are still students at the school. 3559

SAN DIEGO (KGTV) - Surveillance video caught on team of thieves targeting a home in Point Loma. The home sits on a street just off Catalina boulevard. Last Thursday, just before 8 p.m., an SUV is seen driving up and then driving away. 12 minutes later, it's back. This time, it parks. As the camera switches to night vision, three figures emerge. On the side of the home, they are seen hunting for a way in. The dual-pane sliding door in the kitchen is later found shattered. The next time they are seen, the three burglars wearing hoodies are scrambling out of the home, two of them carrying safes. Once they reach the SUV, they toss the safes into the back and take off. Inside the safes: a partial coin collection and dozens of pieces of jewelry, many of them family heirlooms. "I'm angry amd there is a feeling of being empty," said David, who asked 10news not to identify him. One of the stolen pieces is an opal-and-diamond necklace belonging to David's 90-year-old mother, who is living with dementia. She helped design the piece to celebrate her journey from file clerk to business owner at the same business. "Something missing you can't replace ... My mother became a success in a man's world. SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle.
