ORLANDO, Fla. - A baby born at 22 weeks and weighing just 12 ounces is going home after spending six months at the Orlando Health Winnie Palmer Hospital for Women & Babies.Doctors said in a press release that baby Diana Peguero is the tiniest baby to ever survive and graduate from the hospital's NICU. Today, she weighs over 7 pounds and is currently thriving at home.According to the Orlando Sentinel, Diana's mother, Jomary Tavarez, was starting to dilate when she went in for a routine checkup in April at 20 weeks pregnant.Doctors then admitted Jomary to Winnie Palmer, and on Mother's Day, Diana was born weighing 12 ounces and was nine inches long.However, after examining her size and development, doctors believe Diana was younger than 22 weeks since gestational age is just an estimate.From May 10 to Nov. 6, Diana spent her first six months of her life in the hospital's NICU, but doctors said she never needed any life-saving surgeries.A few days after giving birth to Diana, doctors discharged Tavarez from the hospital, the newspaper reported. For six months, the couple traveled from their home in Ocala, Florida, to the hospital to see their daughter.According to the newspaper, doctors initially told Tavarez and her husband Federico that most babies, Diana's size, didn't survive the first three days, which Diana did.Diana's medical team continued to set more goals for Diana, which she continued to pass, the newspaper reported.By the end of June, her parents could carry her for the first time. In July, they got to hold her, the paper reported.Diana's parents are thrilled to finally take their first and only child home, especially for Federico, with her coming home a day after his birthday."It's a bittersweet day for us in the NICU," said Dr. Thais Queliz, a neonatologist at Orlando Health Winnie Palmer. "We're sad to see Diana leave since she and her parents have been with us for so long. But we're so proud of how far she's come and are happy for them to start their lives at home as a family of three."Diana is one of only 10 babies in the world recorded to have survived at her size and gestational age. 2148

Oceanside Police say the 31-year-old man from Victorville was on a trip with his family when he went swimming and never returned to shore. According to police, he was later found by some people walking on the beach. After he was located, lifeguards tried to revive him using CPR, but the man died, authorities say. The drowning happened the day after a 73-year-old woman died in Mission Bay. Lifeguards say she appeared not to be swimming in a straight line when they swam out and brought her to shore. Lifeguards performed CPR on the 73-year-old, but she later died. According to the Oceanside Police Department, the crash happened around 4:18 on State Route 76 at Old Grove. When officers arrived, they found the man lying in the street. He was taken to the hospital with a serious head injury. On the streets of Houston, Texas, the darkside of the sex industry can be seen during broad daylight.”I ain’t gonna lie,” said a woman who did not want to be identified, but did say she’s been working as a prostitute since she was 12 years old. “I saw a kid out here before; I told her to take her a** home.”Now at the age of 20, this woman carries a taser to protect herself from aggressive clients.“People try to hurt me, I can hurt them before they hurt me,” she said.She claims to often work out of hotels and motels in the area. Those businesses declined to comment. Houston city leaders, however, are speaking up.“Labor traffickers, sex traffickers, they all use hotels as part of their business model,” said Minal Patel Davis, Special Advisor on Human Trafficking to the Mayor of Houston.Davis is helping lead a new city ordinance, which requires all 524 Houston hotels and motels to train employees on how to spot and report victims of sex and labor trafficking.“We knew that we had to require it and we wanted to help increase victim identification as well and this is in line with our sort of proactive response to trafficking,” she said.Davis says Houston is the second city in the country to try this approach with the first being Baltimore.Industry leaders say though many hotels already require this kind of training, this new ordinance could help crack down on a nationwide problem.“It was about time the city worked with all of us and got something done to where education is brought to all of our members,” said Jin Laxmidas, the vice president of Houston’s Small Independent Motel Association.He believes this ordinance can open up opportunities for victims to escape an industry where there’s often no escape.“The city helps us when they make this mandatory across all hotels,” Laxmidas said. “And this is what this ordinance is about: making it mandatory for everybody.”From one-hour motels to five-star luxury hotels, experts say sex trafficking can be found everywhere.“Where people buy Louis Vuitton, Yves Saint Laurent is right here next to dozens and dozens of places where women are being sold for sex,” said Sam Hernandez of Elijah Rising, a nonprofit fighting sex trafficking.She believes this ordinance is overdue but it’s right on time for starting conversations.“I think the next battle for sex trafficking is for the greater public to listen to the stories of survivors.”Stories from the streets, some that are hard to hear, but could save someone’s life.“There ain’t nothing out here for you but death,” the self-described prostitute said of working in the sex industry. “Death and jail.” 2629

  

OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674
