CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

Chicago’s west side gets a reputation, so there are many in the community working to change that.“I believe where we are sitting right now is seven miles from downtown, but the lives of people who live here are so much different,” said resident Jamyle Cannon. "The west side of Chicago is often labeled as more dangerous, is often labeled as one of the areas that people try to avoid.”“A lot of people have misconceptions about the west side of Chicago,” said boxer Tyler Matthews.But on the corner of Karlov and Kamerling, there is a sanctuary, known as The Bloc.“When you step into a boxing gym, you think you’re gonna learn how to knock people out and fight other people,” Cannon explained. “But you really end up learning how to fight the things that are holding you back internally, so you can maximize your potential in all areas of your life.”For the youth that come to this former church turned boxing gym, Cannon is in their corner.“We offer boxing as a gateway to build relationships with young people, to connect them to resources that are often missing in our community's resources,” Cannon said.He knows the fight many of these students face. He is a former teacher, who started this boxing club in his classroom in 2016.“You grow up in a community where you’re hearing shootings every weekend. We can't expect you to walk into a school building and act like everything is fine, but that’s what we do in this city,” Cannon said.Dozens of students every week now come to The Bloc to take on the opponent that can be life.“Every punch I throw, every jab I throw in the ring has been the product of tons of people working on that jab with me,” said Corey Rowland.Two years ago, Rowland needed someone in his corner.“I started playing around in the streets a little bit,” Rowland said. “Getting into things I shouldn’t have been getting into. Drugs, crime and stuff like that."He says The Bloc helped him with rent, helped land him a job, and helped him channel a fighting spirit.“The work I do and the hard sweat, punching a bag, I’ve been doing that all by myself but the whole time I have that team behind me,” Rowland said.This year, the Bloc has helped in ways beyond just the ring. They’ve organized a food pantry to help members of the community in need.As the school year begins, Cannon is establishing an academic support center to make sure all students can connect to virtual learning and get their school work done.“It takes like hope and optimism because that's what a lot of kids in the west side community need,” said boxer Tyler Matthews.Stats may say Chicago’s west side has poverty, health issues, and violence, but The Bloc will tell you the stats aren’t looking at the people of this part of Chicago close enough.“If you’re a kid who maybe you’ve come up poor, maybe you don’t know where your next meal is coming from, maybe your parents are incarcerated, you’ve had challenges to overcome when you walk through these doors, you’re not at risk, you’re determined,” Cannon said. 3014

(KGTV) -- Police arrested a 33-year-old transient in connection with a series of fires set in a river bottom area of Chula Vista since early summer.Chula Vista police said Alejandro Gonzalez was taken into custody Sunday after officers responded to a reported brush fire near the 1700 block of Fourth Avenue.According to police, Gonzalez was spotted by officers “walking quickly away from the scene of the fire.” Officers made contact with him and during questioning they found Gonzalez “in possession of several lighters.”Gonzalez was described as a transient known to frequent Chula Vista’s river bottom area.In a news release, police said: “During questioning by officers, Gonzalez admitted to intentionally setting several brush fires in the river bottom area over the past 5 months. Gonzalez claimed he was setting the fires due to hearing voices. CHULA VISTA, Calif. (KGTV) -- Several Chula Vista elementary schools are working to give students hands-on engineering experience the district says they can take into the job market. On August 1, 2016, a new type of learning burst into being with the start of the Innovation and Energy Station in the Chula Vista Elementary School District. The station helps teach students STEM. The station serves sixth grade students as well as serving as a community lab. In 2018, the lab grew again to include the Energy Station at Saburo Muraoka Elementary School. In August of this year, the program grew yet again to include the Hydro Station, which teaches students about the water industry. The lab begins by helping students identify which careers align with their interests while highlighting jobs in San Diego’s priority sectors. “It was designed to give students the opportunity to learn about their own strengths," Michael Bruder, District engineering teacher told 10News. “The students’ eyes light up when they see the lab space. You get the ‘Wow’ effect. You literally hear the students say ‘Wow!’ as they enter,” Bruder continued. At the Energy Station, students use Minecraft to create an energy efficient home and/or landscape. Students exploring other themes could be testing wind turbines or building circuits. The program also offers students a connection with local employers, giving them the chance to connect their hands-on experience and the region’s in-demand skills. Qualcomm, Microsoft, SDG&E, the International Brotherhood of Electrical Workers and the National Electrical Contractors Association all partner with the program. “I want employers to realize that career education must start before high school,” says Matthew Tessier, assistant superintendent of innovation and instruction at CVESD. “We’d love to partner with more people and expand to every single priority sector.”Click here to learn more about the program. 1950
