ENCINITAS, Calif. (KGTV) -- The identity of the third victim in the Encinitas bluff collapse has been identified. According to the San Diego County Medical Examiner, 62-year-old Elizabeth Charles also died in the collapse. Her sister, Julie Davis and niece Anne Clave were also killed when the bluff gave way. A 30-foot by 25-foot slab of rock came crashing down onto Grandview Beach at about 3 p.m. Friday.Moments after the collapse, beachgoers and lifeguards began sifting through the rubble to save those caught in the rocks' path."The lifeguard was there, adjacent to the incident, felt it, heard it. It just happened to take place outside of his peripheral, as he was watching the water it happened behind him," Encinitas Lifeguard Captain Larry Giles said. "He immediately got out of the lifeguard tower, called it in, sized it up, started requesting resources and engaged in doing rescue work. Though, lifeguards can only warn visitors and not forcibly remove them from being too close.The city recommends beachgoers stay 25 to 40 feet away from bluffs and exercise caution due to the cliffs' natural instability."This is a naturally eroding coastline so it does happen from time to time. This is an isolated incident ... at this location," Giles said. ESCONDIDO, Calif. (KGTV) -- Graffiti referencing the New Zealand mass shooting that left 50 people dead was discovered at the scene of a possible arson at an Escondido mosque early Sunday morning. According to police, the fire started around 3:30 a.m. at the Islamic Center of Escondido located near the intersection of 6th Avenue and Escondido Boulevard. Police believe members of the mosque were able to extinguish the flames before firefighters arrived. Seven people were inside when the fire was reportedly set. No one was injured and minimal damage was done to the building, according to police. "Our message to community is to make sure they keep a watchful eye out,'' Escondido Police Lt. Chris Lick said. "If they see something suspicious, especially around a house of worship, they should call police.''According to police, graffiti left behind by the suspect made reference to the mass shooting in New Zealand, though details on the graffiti weren't available. Police tell 10News they are investigating the incident as attempted arson and a possible hate crime. No suspects have been identified at this time. Following the fire, members of the mosque scheduled an interfaith prayer vigil. The event will be held at 8 p.m. Sunday at the Islamic Center of Escondido. "Once again, we will stand together in love and prayer as we show our unified support for the members of this local Mosque and for the Muslim community at large. (KGTV) - People who own chickens in the North County are taking extra precautions to protect their flocks, as a deadly bird disease creeps closer to San Diego County.The California Department of Food and Agriculture issued aquarantine for birds in Los Angeles, Riverside and San Bernardino Counties after reports of the disease. With all three counties surrounding San Diego, officials here have issued warnings to chicken owners to look out for symptoms.According to the San Diego County Department of Agriculture, Weights and Measures, symptoms include:Sudden death and increased death loss in flock.Sneezing, gasping for air, nasal discharge, coughing.Greenish, watery diarrhea.Decreased activity, tremors, drooping wings, twisting of head and neck, circling, complete stiffness.Swelling around the eyes and neck.They say anyone who sees these symptoms in their birds should contact the CDFA Bird Hotline at at 866-922-BIRD. 953

  

Families in 17 states will receive nearly 15,000 devices and 7,500 Lego Education Solutions as part of a new partnership aimed at supporting 45 school districts that serve students who are in critical need and who were hit hard by the pandemic.“We often get kids who are under educated and under served from our community, 90% on free and reduced lunch,” Rose Norman, chief operations and grant officer of Southwest Schools in Houston.It's a district that struggles to meet the needs of their students. COVID-19 hit them hard and the abrupt switch to e-learning was problematic for many reasons.“We found out that our high school students were turning in assignments but when we looked closely, we realized they were doing those assignments off of a cellphone,” Norman said.One day, Norman was reading a newsletter, and saw a way for schools to apply for a new initiative that would help with connectivity, devices and educational materials. Norman says, she wrote from her heart, describing what life was like for her students. Less than 10% had a device at home. Some parents lost their jobs and needed help with rent and food, and the district didn't have enough computers for virtual instruction.“What we’ve learned from the COVID was that for a student to have a laptop is a must, not a privilege. It’s a must. But because our kids are not privileged, we have to make that must come to fruition,” Norman said.Southwest Schools was among more than 40 other school districts selected for a program aimed at providing technology for low-income students. Working off a survey from First Book stating that 40% of children in need in the U.S. do not have reliable internet access and another 40% are without access to devices, Intel and CDW-G, a tech solutions provider, joined forces with First Book to give students a fighting change as they head into the fall. It's call the "Creating Learning Connections Grant."“Technology if it's properly implemented especially in the context of COVID, it can save lives in the context of education it can change lives,” says Brian Gonzalez, senior director for global partnerships and initiatives at Intel.A big part of Gonzalez’s job is to bring technology into education.“This has now become the challenge of our lifetime, certainly my lifetime but to really understand how technology can take that next step and improve student outcomes and it’s not about devices, it’s about connectivity and content and that has to come together in a way that we’ve not done before,” Gonzalez says.He added you can’t just hand out computers without educational advice, support and training without it being successful. ESCONDIDO, Calif. (KGTV) - The North County finally has its own comedy club. The Grand Comedy Club opened on Grand Avenue in Escondido late in 2019 and reports growing crowds over its first 10 weeks. "I think people need a good laugh, nowadays. It's really great to see people leaving here happy and telling their friends, and their friends refer their friends. It's great to bring something back to my hometown that the locals really dig and have fun at," said owner Adam Wasserman.Wasserman is a property manager who has performed as a part-time stand up comedian for 11 years. He began thinking of starting his own club, and wanted it to be in Escondido. "You had to go downtown or La Jolla to go to shows. It's a long way to go and and parking and everything. I always thought 'Why was there never a club here in North County?'" Wasserman said.The headliners are typically brought in from Los Angeles, while many of the supporting acts are comedians from San Diego. Wasserman says they're seeing ticket sales from across North County. "We have several nice restaurants, but after you have dinner, that's it. There's nowhere to go," said Escondido resident Jacqueline Lawhorn. "At least now you can come here and enjoy a night of comedy."The opening of the Grand Comedy Club is just the latest step in Escondido's attempt to revitalize its downtown area and make it into more of destination spot. The hope is to give locals an option to spend their money closer to home, and to draw people from neighboring cities into Escondido businesses."You'd have to go to La Jolla or Orange County or whatever," said attendee Gary Arant, who has already gone to several shows at the club. "This is so amazing we have something so local and it's really good." 1758
