(AP) — Lawmakers can avoid the long lines plaguing California's Department of Motor Vehicles offices by visiting an office near the Capitol not open to the public, a decades-old practice under fresh fire as wait times surge.The office provides services for current and retired lawmakers, their staff and some other state employees, The Sacramento Bee reported Thursday. DMV spokesman Artemio Armenta said its primary purpose is to handle constituent requests that arrive on lawmakers' desks and that the two-member staff handles 10,000 requests per year.But one lawmaker said it shouldn't provide extra perks for the Capitol community as regular Californians are forced to wait up to hours in line for services at their local office.RELATED: Shorter lines? "When you are living a public life the way most private people live, you'll understand when taxes hurt and bureaucracies hurt."Patterson's colleagues rejected his request to audit the DMV on Wednesday, and lawmakers have recently approved more money for the agency to deal with its exploding wait times.DMV officials said the long lines are due to complications complying with new federally mandated security upgrades for ID cards. In late 2020, airport security checkpoints will require so-called "Real ID" compliant cards, and Californians are now beginning to get the updated cards.RELATED: California lawmakers ask DMV officials about long linesLawmakers have approved tens of millions of dollars to hire more staff and implement the roll-out of Real ID. The DMV recently announced it would open more than a dozen offices on Saturdays.Whether lawmakers and Capitol staff should get access to a private DMV has been disputed before. Some people who work in and around the Capitol downplayed the office's existence in response to the Bee article, saying it's been known about for years. A 2006 Capitol Weekly article highlighted the debate over the office, referencing a small-government activist who criticized it for years.The office has been open for decades, moving locations around the Capitol. At one point it was open to the public. Now, the office is unmarked at the end of a hallway in the Legislative Office Building, located across the street from the Capitol.RELATED: State report: California DMV worker slept thousands of hours on the jobWhen a reporter stopped by on Friday, the door was locked and a woman who answered directed all questions to the public affairs office.Armenta, the DMV spokesman, said the door is locked because the office handles cash transactions and holds people's personally identifiable information. About 90 percent of the office's work relates to requests from constituents who call their lawmakers over complicated problems the local DMV branch may not be able to solve, he said."Often times it's a conduit for constituent work," Armenta said. (AP) — A pilot ejected moments before an F-16 fighter jet crashed Thursday into a warehouse just outside March Air Reserve Base in California, military officials said.The pilot was not hurt, and there were no immediate reports of injuries on the ground, said Maj. "I turned around, and my co-worker just told me to get, so I just made a run for it."Gallegos said he believed one of his co-workers was struck by something — possibly a falling fire sprinkler — but wasn't seriously hurt.The crash happened as the pilot was landing following a routine training mission, March Air Reserve Base Deputy Fire Chief Timothy Holliday said."The pilot was having hydraulic problems," Holliday said. "He started losing control of the aircraft."The jet's cockpit canopy was on a runway, and a parachute had settled in a nearby field.Damage to the warehouse was relatively minor, and there was no major fire, which Holliday called "a miracle."The pilot, the only person on board, was taken to a hospital for examination, officials said.The F-16, assigned to the Air National Guard, was carrying standard armaments, Holliday said. SACRAMENTO, Calif. (KGTV) - A California Assemblymember wants to make horse racing safer and prevent deaths on the track.Assemblymember Ash Kalra (D-27) says it's the only way to ensure the sport's survival in the state."I think whether you're a race fan or not, everything we can do to protect the horses, while protecting the sanctity of the sport as well, is important," says Kalra.His proposal, Assembly Bill 2177, would create sweeping changes to the way horses are cared for at the tracks. Among the most notable changes, all large tracks would be required to have CT Scans on site. Kalra says this will help get more accurate diagnoses of injuries.The bill would also require tracks to have on-site pharmacies, and trainers could only give medicine from those pharmacies to the horses. Veterinarians would also be prohibited from carrying medicine to the tracks."If you mask injuries, you risk greater injury," he says. "So we want to make sure that medications are being prescribed that actually deal with specific injuries, they're not performance enhancing and they're not being used to mask an injury just to get a horse out on a track when it's not ready."The bill requires the immediate suspension of any trainer who has a horse die on the track, pending an investigation. It also gives the California Horse Racing Board the authority to suspend or revoke a trainer's license for repeat violations of medication regulations.The bill is sponsored by PETA and the animal rights group Social Compassion in Legislation. In a statement, PETA Senior Vice President Kathy Guillermo says "Horse racing shouldn't come with a death toll, and this legislation can help to make sure it doesn't."Judie Mancuso, the President of Social Compassion in Legislation told 10News that this bill can be a good compromise between the industry and people who want to see the sport eliminated."A lot of it is just common sense," says Mancuso. "If horse racing is to exist in California, there has to be zero tolerance for fatalities."Horse deaths were a major problem in California in 2019. Santa Anita saw 44 horses die at the track since December of 2018. The Del Mar race track had a handful of deaths during its Bing Crosby fall season.Kalra says Del Mar has been a leader in horse safety and the rest of the state should look to them for best practices."Del Mar is actually one of the safer tracks and that's something we want to look at," he says. "Why is it safer? We can learn a lot by what's happening at your local track and hopefully these rules and regulations will be able to encapsulate some of the good things happening in the industry as well."Officials from Del Mar declined to go on camera, but released a statement to 10News about Assembly Bill 2177. In it, they say:"The Del Mar Thoroughbred Club (DMTC) is committed to working with the legislature and equine experts to ensure the safest possible environment for California's horses and riders. In 2017, DMTC began a series of industry-leading reforms which resulted in Del Mar being ranked as the safest racetrack in North American in both 2018 and 2019. As a founding member of the national Thoroughbred Safety Coalition, DMTC continues to work with industry stakeholders to advocate for and implement the highest standards of safety and welfare for our equine and human athletes."Critics of the bill say it will ruin the industry in California, as trainers and owners who don't want to abide by the new rules will choose to race in other states instead. Kalra believes that if California adopts the new rules, the rest of the country will follow."California needs to do what's in the best interest of Californians," he says. "I think once we do that and other states see how we're doing it, they'll want to work with us and really create a standard that can be used nationally."The bill is scheduled for a hearing in the House Government Oversight Committee on March 13th. 3943

  

SACRAMENTO, Calif. -- Legislation was announced Thursday to raise the purchasing age of long guns such as rifles and shotguns from 18 to 21 in California.The legislation was introduced by Assemblymember Rob Bonta, a Democrat from Oakland.Assembly Bill 3 would mirror existing laws for purchasing handguns which state that a person must be at least 21-years-old to purchase a handgun.“California already wisely mandates that someone be at least 21 years of age to purchase a handgun,” said Assemblymember Bonta. “It’s time to extend that common-sense law to long guns in order to enhance public safety.”"We must take every reasonable measure to protect Californians from gun violence," said Assemblymember David Chiu (D-San Francisco), Joint Author of the bill.According to a 2015 report by the FBI, adults 18 to 20 represent four percent of the population but commit 17 percent of gun homicides.“Californians under age 21 can’t purchase alcohol, tobacco and other health hazardous items,” said Senator Nancy Skinner (D-Berkeley), Principal Co-Author of AB 3. ”So why should they be able to buy guns?
