SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) — After a bitter primary, voters are getting a clearer picture of who will move on in the race to replace Congressman Duncan Hunter in East County's 50th Congressional District. Democrat Ammar Campa-Najjar and Republican Darrell Issa, a former Congressman, are leading the field. With 100 percent of precincts reporting, Campa-Najjar had 34 percent of the vote; Issa had 25 percent, former San Diego City Councilman Carl DeMaio had 21 percent, and State Senator Brian Jones had 11 percent. There are still about 350,000 provisional and mail-in ballots to be counted. It is unclear how many of those would include district voters. RELATED: Campa-Najjar, Issa hold leads in 50th Congressional DistrictHunter resigned in January after pleading guilty to one felony count of campaign fraud. The seat has remained vacant since. On Wednesday, Campa-Najjar and Issa began taking at aim at one another in anticipation of facing off in the November runoff. Campa-Najjar pointed out at that Issa does not live in the 50th Congressional District, and said he was part of an older political establishment. RELATED: Check election resultsIssa represented the neighboring 49th District until 2018, when he decided not to seek re-election. It then went to Mike Levin, a Democrat. "He's been going around the county trying to find a seat for himself. He fled his own seat and now wants to run in this district. It's not up for grabs, it's not for sale. We're going to vote for someone who is from the district," Campa-Najjar said. Meanwhile, Issa said he is very connected to the 50th District, and has represented swaths of it in the past. "At the end of the day, I can't take him as seriously, as long as he isn't voting for a Republican speaker that's going to, in fact, move a conservative, positive agenda, which I will," Issa said. Campa-Najjar is pitching a moderate agenda that he says can bring together those who are both pro-choice and pro-life, and those who are pro-and anti-gun rights. RELATED: Early votes reject Measure B, narrowly approve Measure AWhile Campa-Najjar took in the most votes Tuesday, he did so as the only active Democrat in the race (Marisa Calderon, a Democrat, got about 5 percent of the vote but had dropped out earlier). Add up the Republican votes, and Campa-Najjar loses. That does not bode well when he faces one Republican in November."That would say, 'Hey, politics is going to go back to normal, if that's what we see in a month (when final votes are counted),'" said Thad Kousser, who chairs the political science department at U.C. San Diego. The primary ends a bitter campaign period in which Issa and DeMaio took out blistering ads against each other over who was more loyal to President Trump. Issa said Wednesday he does not expect that level of vitriol against Campa-Najjar, and complimented his enthusiasm and vigor as a candidate. SAN DIEGO (KGTV) — An East County man suspected of posting graphic videos and plotting a downtown mass shooting was arrested Thursday.Steve Andrew Homoki, 30, was arrested and charged with multiple felony assault weapons charges, possession of a high capacity magazine, and child endangerment. San Diego Police say Homoki posted graphic videos online depicting assault weapons being pointed at unknowing pedestrians outside The Sofia Hotel in downtown San Diego.RELATED: FBI searching for terrorist from San Diego; million reward offered by State DepartmentSDPD served a search warrant at Homoki's Spring Valley home and seized several firearms from his residence. According to the warrant, Homoki has 14 firearms registered in California purchased between February 2018 and May 2019.According to the warrant, Homoki booked a room at the Sofia Hotel on March 22 and checked out the next day. On Sept. 17, a video was posted to a "Steven Anderson" Youtube channel, believed to belong to Homoki. The video showed the interior of a Sofia Hotel room from what appears to be a camera mounted to a man's body.The videographer is not seen as the video continues to show two assault-style rifles on a couch, along with a female mannequin head, a Department of Homeland Security license plate, an envelope, and ammunition scattered on the room's floor, documents stated.RELATED: FBI seeks men wanted for takeover bank robbery in EscondidoThe video then shows a semi-automatic handgun being loaded and pointed at people walking outside in the area of Front Street and Broadway, as the subject is heard saying "jams, boom," documents said. The ammunition then jams the gun and the subject unloads the round.The subject continues, picking up an assault-style rifle from the couch and pointing it out the window at pedestrians again and pulling the trigger while the firearm's chamber is empty, or "dry firing." The subject can be heard saying "one down, more to go," the warrant said.Another video posted to the same Youtube channel on Sept. 18 appears to be taken from inside the same hotel showing similar images play out, the warrant continued. The subject once again points weapons out a hotel room window at pedestrians and dry fires.RELATED: FBI searching for man who reportedly robbed San Diego grocery store bankOn Nov. 30, an anonymous report to the FBI believed a online chat user with a Youtube channel under the same "Steven Anderson" name had "gone off the deep end." The unknown person said they feared he was planning to do something, adding they can "almost guarantee if he is confronted while at home, he will open fire on Federal Agents or police."The unknown person said they watched the user "slowly become less stable over the period of almost an entire year" and post a goodbye message about five or six months prior.Authorities said they believe Homoki was rehearsing a domestic terrorist attack in the videos. SDPD has also filed a gun violence restraining order against Homoki.Homoki is scheduled to be arraigned on Monday. 3047
