SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside.Police say Rodney Cole left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon on the 200 block of Euclid Avenue.After he went into a business, a witness reported seeing a woman, later identified as Leslie Saenz, get into the car and drive away with the children inside.Monday night Cole explained the terrifying ordeal to 10News.His 8-year-old daughter, Malaiha, told police she was able to call the police and tell dispatchers that she and her brother Jackson had been kidnapped. "They said, '911 whats your emergency?' and I said, 'me and my little brother got kidnapped,'" Malaiha said. "and (police) said, 'where are you and what can you see?' and I said, 'signs for the Mexico border.'""(The woman) tried to take the phone away from me but I moved away from her, and she said, 'give it to me, or I’m going to drive in circles and take this car and crash into the freeway wall.'"That's when she gave the phone to the woman, but the police acted quickly.  Roughly 30 minutes later after the car was stolen, Border Patrol detained the woman as she was trying to cross the border into Mexico.  Police have since taken Saenz into custody.Cole told 10News he bought the phone for the kids a few months ago, but it's not an activated line. He taught Malaiha how to call 911 on the phone, in case of emergencies. "I'm very proud of her," he said. 1616

SAN DIEGO (KGTV) — Witness video shows the moment San Diego Police opened fire on a pursuit suspect in Logan Heights Monday.The video starts with the suspect, identified Tuesday as 30-year-old Enrique Aguilar, walking in the middle of the street, it appears toward the direction of police. Yells of "drop the gun" could be heard as Aguilar continues walking down the street.As Aguilar proceeds toward officers, police say he pointed a weapon at officers. A hail of gunfire rings out and Aguilar falls to the ground.RELATED: Foot pursuit ends in officer-involved shooting in Logan HeightsTwo officers then approach Aguilar and place him in under arrest.Aguilar was taken to a nearby hospital with non-life threatening injuries.Two officers involved in the exchange of gunfire were not injured. 800

SAN DIEGO (KGTV) — Two weeks ago, the county warned San Diegans to continue practicing social distancing, washing of hands, and wearing facial coverings over the Labor Day weekend to thwart the spread of COVID-19.County public health officials had been clear that they did not want to see the same case spikes that followed July 4th and Memorial Day.Now that Labor Day has passed, local doctors say they have yet to see the same spike in coronavirus cases seen after holidays earlier this summer."We have not seen a sustained rate of 30, 40, 60 positives like we did around July 4. We're not seeing it yet," said Dr. David Pride, an infectious disease specialist at UC San Diego.Pride says the difference may be due to residents being more educated about the virus and how to best slow the spread. For the other two holidays, schools were also still closed.According to the county, 10 days after July 4 the region's positivity rate was 6.3%. Currently, the county's positivity rate is 4.4%."We're 10 days out, no big jump so far, our positivity rates suggest that something is different this time and hopefully that will continue for a week or two," Pride said.While San Diego County's positivity rate is low, it's the region's case rate (cases per 100,000 residents) that continues to be an issue. And now, it's the county's case rate that threatens to push the region's into a stricter reopening tier."This time around they're not sitting home, they're not socially distancing, so we're gonna see spikes that are largely unrelated to the Labor Day weekend," says Pride.And with more fall holidays approaching, Pride says residents will need to continue their vigilance through the holidays as spikes in cases are more likely. 1735

SAN DIEGO (KGTV)-- A San Diego-based genetics company received the FDA's Emergency Use Authorization for its revolutionary type of COVID-19 testing. The new test not only provides a positive or negative reading, but it also provides vital genetic information that can help create a vaccine.From concept to the FDA's emergency use authorization, the San Diego-based team at Illumina worked at warp speed."The idea came 58 days ago," Susan Tousi, Sr. VP. of Production and Development at Illumina said. "It took a village of all of us in San Diego to make that happen."There are already many different types of COVID-19 tests on the market.But the scientists and engineers at Illumina came up with a test that reveals a lot more."Our test not only gives you a yes or no answer for the presence of the virus, but it also gives you the genetic sequence of the virus," Tousi said.On Tuesday, the FDA approved the Emergency use of the world's first COVID-19 test that also shows the biological makeup of the virus.The results can help researchers track and trace the virus and study different mutations over time and in different regions."Knowing this is really critical, not only to the development of effective vaccines but also for us to detect its presence, recurrence, and whether there is a mutated form that we need to be prepared for," Tousi said.The sample is collected via nose or throat swab and sent to the lab.A sequencing machine can run up 43,000 samples a week. From swab to results, it takes only 24 hours."This was the culmination of an incredible amount of work. And I'm confident we're going to make a big difference in the fight against COVID," Tousi said. "The understanding of this virus at the genetic level is going to make all of the difference in the world in fighting this and future disease."The company has already started to ship its tests to large labs across the world. 1904

SAN DIEGO (KGTV) -- Underwater robots showcased difficult tasks and the teams in charge of the technology are hoping to take the crown for the 21st International Robosub Competition in Point Loma.A total of 47 teams from 10 different countries came together with one mission, navigate their robots through a tricky underwater course."We have mechanical, electrical, and computer science, and it's all coming together to make one cohesive vehicle,” said David Garcia, one of the team members from Cal State.Students were able to check out each other’s models to learn what sinks and what swims. For those who think the competition is all fun and games, meet Chinoros Nakthewan from Kasetsart University in Bangkok.His team was part of the Thai cave rescue effort. At the time, they determined that his robot wouldn’t be able to reach the survivors, so they resorted to using their other equipment."We made a decision to bring sonar and drone to observe the high level of the cave,” said Nakthewan.
