SAN DIEGO (KGTV) — One person is dead after his SUV careened off Interstate 5 near Pacific Beach Tuessday.A driver was traveling on northbound I-5 near Garnet Ave. just before 2 p.m. when a witness tells 10News the white Toyota RAV 4's passenger-side wheels became caught on the freeway guardrail. As the vehicle continued it fell off I-5, traveled down an embankment, and landed on its top on Garnet Ave. below the freeway. SAN DIEGO (KGTV) — New numbers show the trash continues to pile up at San Diego landfills.San Diego County's daily waste disposal per person increased from 5.5 pounds in 2016 to 5.6 pounds in 2017, according to the research group, Equinox Project, the nonprofit institute at University of San Diego."When the economy's booming and there's more disposable income, people tend to buy more stuff. That means more packaging, and it tends to come with more waste," said Nilmini Silva-Send, a researcher with the Equinox Project.San Diego County's disposal rate is among the highest in the state.More trash means more greenhouse gasses released and less landfill space. As for the biggest trash makers, Del Mar comes in at more than 17 pounds per person, followed by Coronado and Carlsbad. The Del Mar Fairgrounds and Naval Base Coronado are among several possible factors. "The higher the socioeconomic level, the more waste they will tend to produce," said Silva-Send. The cities tossing the least amount of trash per person are Oceanside, Chula Vista, and Imperial beach. The biggest increase for trash disposal happened in Santee, while the biggest year-to-year decreases were in Imperial Beach and National City. If approved, it would allow SB 10 –signed into law in 2018—to take effect.Team 10 spoke to a San Diego mother against Proposition 25. She did not want to be identified because her daughter has an open case. She said she was recently able to get her out of jail by paying bail.“It would be devastating not to have that available,” she told Team 10 over the phone. “Unfortunately, she is caught up in a very unhealthy relationship and she actually was the victim in this.”She said her daughter has mental health issues and is worried that her daughter would have unfairly stayed in jail longer.“Not having [bail] available, I wouldn't have been able to get her out especially with this whole pandemic going on. There [are] delays in the courts. Courts are not open.”While many civil rights groups have worked to reform the current system, some do not believe this proposal is better. The No on 25 ad features the President of the California NAACP.In the ad, Alice Huffman says “Prop. 25 ends our right to put up bail for anyone, even though they may have been racially profiled. Prop. 25 replaces bail with computer algorithms.”Backers of the measure believe Proposition 25 is a fairer system. Opponents believe it is a “new discriminatory system of computer-generated profiling,” according to the argument against Prop. 25 in the official voter guide.Legal analyst Michael Crowley said while parts of the ad are factual, there are misleading statements.“It is factually correct that this proposition will replace the cash bail [and] bail bondsman with algorithms. They say algorithms like it's a dirty word, but we live with algorithms every day,” Crowley said. “In fact, they're using some algorithms in the court system as we speak.”In reference the term “black boxes” used in the ad, Crowley said that it is a “term in the industry that is just used to talk about algorithms that they keep them proprietary.”The American Bail Coalition is a major backer of the No campaign. The Legislative Analyst's Office said if approved, it could increase state and local costs by the mid hundreds of millions of dollars a year. SAN DIEGO (KGTV) — Police say they have made an arrest in connection with a deadly shooting in the Midway District during a meeting set up on social media.San Diego Police arrested 18-year-old Angel Garcia of San Diego on Wednesday and charged him in the murder of Eduardo Salguero, 18, of San Diego, on Nov. 25.Police say Salguero had arranged to purchase an item through Snapchat and met for the transaction behind several businesses in the 3600 block of Midway Dr. When he arrived, two Hispanic males entered his vehicle. During the meeting, one of the suspects pulled out a handgun and the transaction turned into an armed robbery.RELATED: Midway District shooting victim killed during Snapchat transaction, police sayMultiple gunshots were fired inside the vehicle before the two suspects fled. Salguero was taken to a nearby hospital but died of his injuries.Both suspects were described the suspects as Hispanic males, between 20-30 years old, who were wearing dark clothing at the time. SAN DIEGO (KGTV) — Poway Unified School District officials say they are going fully online for the fall school year after originally planning to give students the option for in-person instruction.In a letter to parents on Wednesday, the school district said that "stringent" standards that need to be met for in-person classes "have made it impossible for any San Diego County school district to physically reopen schools for in-person instruction before mid-September."PUSD said it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. But the requirement now requires that the county is off the watch list for 28 consecutive days, and if at any point the county exceeds the threshold for three days, it would be back on the state list and have to go through another 28-day cycle."In late Fall, we will reevaluate our plans taking into full consideration then-current public health conditions, and guidelines and restrictions from the Governor and public health department," the district said in a release. "While this information is likely to disappoint the majority of our staff and families who indicated a desire to return to on-campus learning as soon as possible, everyone should know that -- due to our extensive planning thus far -- PUSD will be ready for a prompt and safe return to in-person instruction if permitted to do so come January."The school district says its 2020-21 school year will start virtually on Sept. 2, and remain fully virtual through the December break from Dec. 21 to Jan. 1, 2021.The district adds that teachers and instructional assistants will receive additional training in virtual teaching platforms and tools in August and that the district will provide all the necessary technology for teachers and students.
