KANSAS CITY, Mo. — Missouri Gov. Mike Parson announced changes Thursday in guidance for how teachers, staff and students will be classified in possible exposures to a COVID-19 case.During his weekly remarks, Parson acknowledged the recent spike in cases in the state has placed strain on schools, and after working with officials at the Missouri Department of Elementary and Secondary Education and the Missouri Department of Health and Services, released guidance that clears the way for those in close contact to a COVID-19 case can continue to report to school.The new guidance for schools states that, in schools with mask mandates, appropriately wearing a mask can now prevent individuals from being identified as a close contact and those individuals can continue going to school if they do not show symptoms of COVID-19.The governor cited low transmission seen in schools across the state when proper COVID-19 protocols are in place and advice from a leading pediatric infectious disease researcher at Washington University and St. Louis Children's Hospital, Dr. Rachel Orscheln.Orscheln said that social distancing, cohorting, hand sanitation practices and mask-wearing are helping prevent transmission of COVID-19 in schools and that the experts will continue to monitor and adapt advice.Dr. Margie Vandeven, the state education commissioner, said that the amount of students and staff having to quarantine because of being considered in close contact with COVID-19 is causing staffing issues in schools. JOSHUA TREE, Calif. (KGTV) - A San Bernardino County couple has been arrested after authorities said they kept their three children in unsanitary and unsafe conditions.Sheriff's Department deputies were conducting an area check Wednesday afternoon in the 7000 block of Sunfair Road when they located a trailer that appeared abandoned. A large rectangular box made of plywood was also located on the property.Upon inspection, deputies found there was no electricity or running water and several large holes, mounds of trash, and human feces on the property.Police said the parents, identified as Mona Kirk, 51, and Daniel Panico, 73, did not provide their three children, ages 11-, 13-, and 14-years-old, with enough food either.About 30-40 cats were also found roaming freely inside the trailer and on the property.Kirk and Panico were arrested and charged with willful cruelty to a child in lieu of 0,000 bail.The three children have been transported into the care of San Bernardino County Children and Family Services. 1061

KILLEEN, Texas - Homicide detectives in Killeen say they have arrested a Fort Hood soldier in connection to the 2019 homicide of 32-year-old Chelsea Cheatham.According to a police news report, Grafton was taken into custody on Tuesday and charged with first-degree murder.Back on June 3, 2019, the Killeen Police Department responded to the Days Inn Hotel in Killeen, where they located the victim, 32-year-old Cheatham. On September 2, 2020, the Texas Rangers informed KPD about the Sexual Assault Kit Initiative (SAKI) Program and the possibility of utilizing advanced DNA testing to help solve this case.After reviewing the investigation, the Texas Rangers and KPD identified 20-year-old Cory Grafton, a soldier from Fort Hood, as a possible suspect.Investigators interviewed Grafton about Cheatham’s death and collected a sample of his DNA. One of Grafton’s co-workers provided a statement to police that Grafton confessed to him about killing Cheatham.Investigators expedited the DNA test on Grafton’s sample, and on Nov. 3, the test results confirmed Grafton’s DNA matched the DNA found at the crime scene.
