SAN DIEGO (KGTV) — From the street, Point Loma's Blonde Voyage Salon looks like yet another establishment lost to the coronavirus economy. Its windows are completely covered by brown paper, and the door is shut.But on the other side of those coverings, it's very much business as usual."I have the right to at least fight for my business," said owner Meagan Crowell.Crowell said she could not stomach another closure. She said she only got a ,000 federal Paycheck Protection Program loan, and no other stimulus benefits to help get through."I have two kids," she said. "They are two and four years old and I'm not going to sit back and allow them not to eat."Crowell says she takes the virus very seriously - and that she dipped into her savings to make her salon COVID safe and keep the lights on. But those efforts are still not enough for the governor's new shutdown order, which says salons must close as ICU capacity continues to decrease.And other than two clients rescheduling, Crowell says she's completely booked."I want you to always love the person you see in the mirror, and I think mental health is a huge, huge issue," she said.Meanwhile, the county has served nearly 30 restaurants, bars, gyms and religious organizations with cease and desist orders since the shutdown took effect Monday. SAN DIEGO (KGTV) – Homicide detectives are investigating after a man died in Hillcrest early Sunday morning. According to Lieutenant Anthony Dupree, a passerby was walking near Albert Street and Upas Street around 5:30 a.m. when he saw a man with trauma to his body and called police. The passerby performed life-saving efforts on the man before paramedics arrived, but the man was pronounced dead at the scene, Dupree said. According to police, the man was between the ages of 25 and 30, but his identity is unknown at this time. Dupree said detectives are going door-to-door in the area to find out if anyone heard anything. 635

SAN DIEGO (KGTV) - Every home in the city of San Diego could soon have a smart water meter, eliminating the human error that led to thousands of erroneous water bills reaching homes.On Monday, the San Diego City Council authorized up to million to buy more than 250,000 smart water meters from company Itron Inc.The move comes after an audit earlier this year found nearly 3,000 erroneous water bills reached households, some spiking to upwards of ,000. SAN DIEGO (KGTV) - Filipino World War II veterans who fought under the American flag were honored at a luncheon in Lincoln Park on Sunday. The event took place at the Jacobs Center for Neighborhood Innovation on Euclid Avenue.More than 260,000 Filipino and Filipino American soldiers served the United States during the war, but their service was unrecognized for decades.That changed when the Filipino Veterans of World War II Congressional Gold Medal Act of 2015 was passed and then signed into law by President Obama in 2016.The veterans were honored with a bronze replica of the Congressional Gold Medal (CGM) for their service and sacrifice during World War II. A CGM is the highest civilian honor that Congress can bestow.A total of 61 veterans were honored, with many family members accepting the honor for vets who have passed away. Ten living veterans were present to receive their medals.10News reporter Melissa Mecija emceed the event.  1020

SAN DIEGO (KGTV) -- Gas prices continue to soar in Southern California, rising nearly two cents more Monday. According to figures from AAA, the price for a gallon of gas gone up more than 50 cents in less than a month. AAA also says that the price has risen for 21 consecutive days and 27 of the last 28 days in San Diego County. California's gas tax is also set to increase by 5.6 cents on July 1, 2019. Meanwhile, the national average for a gallon of gas Monday was .74.AAA says a series of refinery issues reduced gas supplies.Bloomberg Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants all experienced shut downs and stalls in oil production due to various problems.
