SAN DIEGO (KGTV) -- The California Highway Patrol is investigating following a crash involving a military Humvee Thursday night.The crash happened on eastbound Interstate 8 just west of Dunbar Lane. Five vehicles were involved in the crash.As a result of the incident, traffic was backed up on the interstate for miles. SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. A provisional ballot is just a ballot that’s placed in an extra envelope with a little more information from the voter so election workers do an added layer of verification before the ballot is counted. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender. In some cases, poll workers can electronically view the status of your mail-in ballot without the need to surrender it, but in other cases the voter may have to vote provisionally.With conditional voters, election officials will first verify that the person is eligible to vote, then they’ll make sure that person hasn’t voted already before adding their ballot to the tally.Voters who successfully complete a conditional registration will automatically be considered registered for future elections. 2860

SAN DIEGO (KGTV) — The explosions that shook a La Jolla neighborhood late last week revealed the surface of a much deeper, bitter fight. The detonations happened behind the home of the late Alex Jvirblis, who died in August at the age of 82. Neighbors describe him as a quiet but pleasant individual, and recalled few interactions. Jvirblis had no spouse or children. What he did have, however, was a business called Curtis Technology. It's tucked away in an industrial part of Sorrento Valley. Curtis Technology offers metal forming, cutting and finishing operations, which requires the use of chemicals. A woman named Daksha Dave is listed as its business contact online, and as treasurer with the Environmental Protection Agency. His will gives the state to the full authority to sell, lease, or hold all of his assets. That's where the fight starts. In October, Robert Hockenbrought and Amber Shuey, Jvirblis’ nephew and niece, filed a legal challenge to the Jvirblis Trust. "Except as provided in this will, I have intentionally omitted to provide for my heirs."RELATED: La Jolla party house scene of violent attack, mother saysIn court documents, they accuse Dave of cooking Curtis Technology’s books to increase bonuses, destroying or hiding Jvirblis’ true estate documents, and going into Jvirblis’ filing cabinet when he was hospitalized and stealing gold. A woman who identified herself as Dave declined comment Tuesday at the Curtis Technology headquarters. Her attorneys did not immediately respond to a request for comment. Hockenbrought is also the one who alerted authorities to the illegally stored chemicals, according to federal search warrants. Then, upon Jvirblis’s death, that employee informed Dave and the alternate executor — also at Curtis Technology — of the chemicals stored at the homes. The warrant says the employee was then told not to worry about it and that he was no longer allowed to go those locations. Hockenbrought said the family would have no comment, citing an ongoing FBI investigation into the chemicals. 2623

SAN DIEGO (KGTV) – The Friar Faithful won’t be able to attend games in Texas to cheer on their San Diego Padres, but fans can support the squad in this week’s National League Division Series games at Petco Park while in their cars.The Padres’ drive-in watch events will take place at Petco Park’s Tailgate Lot at 1301 K Street.The first game of the best-of-five series against the NL West rival Los Angeles Dodgers is set for Tuesday, Oct. 6. First pitch is scheduled for 6:30 p.m., and the series will be played at Globe Life Field in Arlington, Texas.Games will be shown on three separate large LED video screens, and fans who attend are encouraged to decorate their vehicles and don brown and gold in support of the team.Part of the drive-in experience includes dining options for four, a reusable bag with four rally towels, a car flag, and four hats.The team is reminding those who attend that health and safety measures will be in place, such as guests remaining in their vehicles unless they are visiting a retailer onsite or using a restroom.Face masks are required for all fans; the team says all staff members at the event will be wearing masks and conducting routine cleaning.There will be 20 feet of space between vehicles to promote more social distancing.Jaclyn Lash, the Padres’ Vice President of Special Events, said, “We’re still in a pandemic, we did everything we did that people stayed in their car or wore a mask.
