SAN DIEGO (KGTV) -- Some San Diego salon owners say the regulations released by the state may not be enough to help save their businesses.Like other business owners around San Diego and across California, salon owner Season McKesson has been trying to navigate through the many changes brought on by the coronavirus pandemic.Through the pandemic, she and other business owners have had to deal with closures, implementing safety precautions, and obtaining personal protective equipment.RELATED: New guidance issued for hair/nail salons, barbershops to move outdoorsOn Monday, the state announced updated guidelines for hair salons and barbershops to operate outdoors.McKesson was prepared to reopen her salon to operate outside until she read the regulations thoroughly. According to the state’s guidelines, salons can reopen but they cannot offer any chemical-related treatments and cannot shampoo customers.“At first, I was trying to be optimistic; you know, giving our industry a way out to come back … but after they dropped the bomb that it’s only haircuts. Reality sets in, and there’s absolutely no way people are going to make ends meet,” she said.McKesson told ABC 10News the guidelines cuts what she believes are essential to the salon experience.She added, “You go to a salon for a certain experience and you’re going to sit and get sprayed down in 100-degree weather. There’s no way.”McKesson is also concerned about the space to operate outdoors, saying not many salons have patios and would have to move into parking spaces. She is similarly worried about the cleanliness of working outside.“It’s not sanitary. It’s not a controlled environment; sitting behind a chair is a controlled environment. I know it’s being cleaned and I know what’s being touched,” McKesson said.Several other salon owners around San Diego County told ABC 10News they are leaning towards not reopening because of the rules, which puts them in an already tough financial situation as they try to keep their businesses alive. 2021
SAN DIEGO (KGTV) - Starting in September, Marine Corps Air Station Miramar will become a "living lab" for brand new technology, helping shape how tech can benefit our military and cities in the future.The base is one of 12 Naval X "Tech Bridges" in the nation, partnering the Marine Corps, Navy, academia, and private businesses to test and develop leading-edge tech.To prepare the base, Verizon installed a brand new 5G network in July, making the base the first in the nation with this capability.Lt. Col. Brandon Newell, Director of Naval X Southern California Tech Bridge, said Miramar was ideal because of its location, size, and layout."We’ve been building toward this for three years," Lt. Col. Newell said.One of the four projects that will be happening this fall is creating a "digital fortress." Lt. Col. Newell said that means self-learning technology will replace traditional fences and enhance gate security.He painted a picture of what it would look like with extra tech at MCAS Miramar's gate. "[A Marine] is scrutinizing your ID and your face the moment they have with you before they allow you on. While you're cued up in the line waiting, the power of computer vision and machine learning could help us assist in knowing who’s new to the base, who hasn’t come with that vehicle before," Lt. Col. Newell said.Perimeter surveillance will get a boost from Orange County-based defense tech startup, Anduril.The company created Sentry Towers, a compact, self-powered, learning surveillance tool already set up at MCAS Yuma.They plan to set up three towers at MCAS Miramar along the perimeter in the next two to three weeks. The towers will monitor the landscape through video and sensors that map the area."It learns the tipping factors of what is something of interest and what is something not of interest in locations where we don’t have a lot of visibility sometimes," Lt. Col. Newell said.This tech gives Marines physical space and therefore protection during the pandemic, "allows Marines and law enforcement officials to not be in the operations center and be out doing other mission-essential requirements," Declan Lynch, head of strategy and growth, Force Protection, at Anduril said.Lynch said the tech tested at Miramar will translate to protect our service members on the battlefield."I'm really excited about taking the same technology and working with war-fighters in combat and contested environments ... SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. SAN DIEGO (KGTV) -- State lawmakers are considering an overhaul to the CRV recycling program on bottles and cans that would make drink-makers responsible for setting up a system to collect the containers they produce.Redemption centers that sort cans and bottles are the best form of recycling for the environment, yielding more high-quality usable materials than curbside recycling in blue bins. But across the state, more than half of the redemption centers have closed over the last six years. With fewer locations to drop off recyclables, only two-thirds of the 5 and 10-cent bottle deposits actually get redeemed, according to Consumer Watchdog.“This old model has cratered. It’s actually on the verge of collapse,” said consumer advocate Liza Tucker. Part of the industry’s struggles has to do with China’s decision to limit the recycled materials it purchases from the U.S. Before that policy, the City of San Diego earned about million a year in revenue from its recycling program. Under a contract signed last year, the city now pays outside companies about million a year to collect those recyclables.A bill debated by state lawmakers Wednesday would create a new bottle deposit system similar to one in Oregon. Beverage makers would become responsible for helping consumers recycle, with oversight by the state.“When you put it on industry to take responsibility, and you set a redemption goal and have strong state oversight, they then have an incentive to run it right,” said Tucker.In Oregon, almost all stores are required to take back containers and issue 10 cents per item. There are also “BottleDrop Express” kiosks where customers can leave bags full of mixed recyclables and instantly receive money in an electronic account.Some groups have opposed the bill, saying it could hurt the already struggling neighborhood recycling centers.William Dermody, a spokesman for the American Beverage Association, said industry is ready to work with California lawmakers on a system to recycle, reclaim and reuse plastic, according to the Associated Press."America's beverage companies and local California bottlers share the goal of improving the recycling and reuse of plastic in California," he said.The bill would also add CRV onto wine and hard liquor bottles in 2024.RECYCLING TIPSRegardless of the outcome of SB 372, residents in San Diego have several recycling options. SAN DIEGO (KGTV) -- SeaWorld’s rescue team is in full swing, rescuing more than 150 animals and birds so far this year. More than 80 marine mammals and over 75 birds have so far been rescued in 2019, with the goal of rehabilitating and returning them to their homes, SeaWorld says. On April 2, the team rescued a 10-month-old sea lion pup with a two-inch cut on its flipper from a coastal rock in Ocean Beach. After being treated, the team hopes to return him to the wild in six to eight weeks. Wednesday, the team also returned 13 rehabilitated sea lions to the ocean. SeaWorld San Diego has rescued more than 20,000 animals over the last 55 years, according to a news release. 687
