SAN DIEGO (KGTV) - Home sales in San Diego County accelerated in July after declining on an annual basis for more than a year.New data from real-estate tracker CoreLogic shows 3,988 home sales in July, up 10.1 percent from July 2018. That marks the first time since April 2018 that home sales in the county did not decline on an annual basis, when seasonal factors do not impact the data. Meanwhile, the median price for a home sold in the county remained flat over the year at 0,000. In June, the average rate for a 30-year-fixed mortgage fell to 3.8 percent, according to Freddie Mac. That was the first time the rate was below 4 percent since Dec. 2017. It ticked down even lower in July to 3.77 percent. Mark Goldman, a loan officer with C2 Financial, said the lower rates likely helped people increase their buying power by 2 to 3 percent. "That same house is going to cost a little bit less, and help you afford more," he said. "A lot of times when market gives you something like lower rates, the market takes it back in the form of higher prices, and we’re not really seeing that."Goldman said there is less speculation in the market due to concerns that it has leveled off. SAN DIEGO (KGTV) -- Fire crews battled several spot fires that popped up near Interstate 8 in Alpine Thursday afternoon.The vegetation fire, called the Victoria Fire, started near I-8 and Victoria Drive around 4 p.m., heavily impacting traffic in the area.Crews from Cal Fire San Diego and other fire agencies attacked the flames from the ground and air and were able to get a handle on the blaze by 5:30 p.m.All eastbound lanes of I-8 at Willows Road were shut down for a few hours as fire crews worked. The lanes reopened before 8 p.m.While the Victoria Fire only grew to two acres, it left some families on edge as the heat continues throughout the week.An excessive heat warning goes into effect Friday through Monday for the inland areas to the deserts. A spokesperson for Cal Fire San Diego said they are fully staffed to handle any fires that may happen.The cause of the Victoria Fire is still under investigation. 929

SAN DIEGO (KGTV) - Hate crime charges were filed Monday against the Little Italy man accused of attacking three Muslim women wearing hijabs. Kyle Allen, 50, pleaded not guilty to battery in a San Diego courtroom following the Oct. 6 incident. The women were walking on Columbia Street when Allen approached them from the other direction. Witnesses said Allen lunged his shoulder into them, tried to remove one woman's hijab, then hit one of the women. RELATED: San Diego Police: Alleged attack on 3 women in hijabs a possible hate crime "As I got closer I heard him calling her names and telling them to go back to where they came from," a witness who only wanted to be identified as Amy told 10News. Passersby trailed Allen back to his high-rise apartment in Little Italy and called police. San Diego Police said Allen answered his front door while holding a handgun with a silencer. A total of 10 guns were found in Allen's home and seized, investigators said. Allen was arrested without incident.Protection orders are in place for the three women, keeping Allen from contacting them or coming within 100 yards.Allen will return to court Dec. 19 for a preliminary hearing. He faces up to four years, four months in prison if tried and convicted, according to the District Attorney's office. 1300
