HONOLULU (AP) — Hawaii's governor says that starting Oct. 15, travelers arriving from out of state may bypass a 14-day quarantine requirement if they test negative for COVID-19.Travelers will have to take the test within 72 hours before their flight arrives in the islands.The governor, David Ige, says drug store operator CVS and healthcare provider Kaiser Permanente will conduct the tests as part of an agreement with the state.Travelers will need to be able to show proof of their negative test results from a CLIA certified laboratory. Those who can’t will be required to quarantine for two weeks or until they can provide proof of their test results.Ige said in a press release that the new pre-travel testing program “is an important step toward reviving our economy while continuing to protect public health.”Earlier this year, Hawaii had plans to start a pre-travel testing program on Aug. 1 but had to postpone them as COVID-19 cases spiked on the U.S. mainland and in Hawaii. GRAND COUNTY, Colo. — In the span of just over 12 hours, a wildfire burning west of Denver grew in size sixfold, reaching nearly 200,000 acres and forcing evacuations in Grand County and the total closure of Rocky Mountain National Park.Between Wednesday evening and Thursday afternoon, the East Troublesome fire exploded from a size of 19,086 to about 170,000 acres — making it the second-largest wildifre in state history. The top four largest wildfires in state history have all occurred this year."We planned for the worst," Grand County Sheriff Brett Schroetlin said Thursday. "This is the worst of the worst of the worst."Much of the fire growth is due to the weather, terrain and beetle-kill lodgepole pine, according to the incident management team. An incident commander for the fire said Thursday morning that the fire expanded 20 miles north of Granby and Grant Lake into Rocky Mountain National Park.A Red Flag Warning is in effect until 6 p.m., and winds are expected make the fire extremely active Thursday, according to the incident management team.Just before 9 a.m. Thursday, a spokesperson from Rocky Mountain National Park announced the entire park had closed to visitors due to the fires west of the Continental Divide. Air quality is hazardous within the park.The entire town of Grand Lake was evacuated Wednesday, along with all residents north, west and along Highway 34. Evacuees were told to go south on Highway 34, if possible.Around 1 a.m. on Thursday in a Facebook video, Schroetlin explained just how difficult the day had been."I have a message," he said. "I'm not even sure what those words are. Today (Wednesday) has been an extremely, extremely challenging day for our community. We knew this fire was here. We knew the impacts of it. We looked at every possible potential for this fire. We never, ever expected 6,000 acres per hour to come upon our community."He said the winds were strong and as a result, the fire's behavior was strong. They've never experienced challenges like Wednesday, he said. However, the community stepped up."As we drive around this northern part of Grand County, I don't know what we'll see in the morning, to be honest," he said. "But you know what? Together, as a community, we're going to get through this."Schroetlin said authorities made "some incredible rescues" on Wednesday, including an incident where deputies were able to rescue four loggers whose vehicle had caught fire on a county road.High winds followed by a cold front are expected Thursday. Georgia's Republican Secretary of State says that despite voting for President Donald Trump and donating to his campaign, Trump threw him "under the bus" by attempting to overturn the results of the presidential election in the state.In an opinion piece for USA Today, Georgia Sec. of State Brad Raffensperger criticized Trump for refusing to "accept the facts" in narrowly losing the state to President-elect Joe Biden.In his opinion piece, Raffensperger noted that despite the circumstance, Georgia's elections went fairly smoothly, noting record numbers of mail-in and early voting and "minuscule" wait times on election day. But he said that all changed when Trump began publicly undermining trust in Georgia's elections."Elections are the bedrock of our democracy," Raffensperger wrote. "They need to be run fairly and, perhaps more important, impartially. That's not partisan. That's just American. Yet some don't seem to see it that way."As the head of elections in Georgia, Raffensperger has found himself at the center of attention since election day. Days after the polls closed, Raffensperger called for an unprecedented statewide audit of the presidential election in the state, which required a hand recount of election results.While the audit did find a few thousand votes for Trump that had not been previously counted, the new votes only represented a small change in the final tally. Georgia has certified its election, though the Trump campaign has filed for a machine recount of votes, which is unlikely to change the final tally.All the while, Trump has continued to cast doubt on the electoral process in the state — and Raffensperger says he's been personally pressured by fellow Republicans to find ways to exclude legally-cast ballots. He also says both he and his family have faced threats in the face of the recounts.In his piece, Raffensperger skewered both Republicans and Democrats who attempted to discredit the election process in the state."An onslaught of fake news and unrepentant disinformation threatened to tear the fabric of our country apart," he wrote. "People on both sides of the aisle generated controversies out of nowhere to stir up trouble."In particular, Raffensperger criticized Trump for "adopting the playbook" of Stacey Abrams, a Democratic gubernatorial candidate who lost out to Gov. Brian Kemp in 2018. Abrams never conceded to Kemp and only suspended her campaign after the state certified the results of the election.Raffensperger also went after Rep. Doug Collins, calling him a "failed sente candidate." Hawaiian authorities are urging sightseers to stay away as Leilani Estates residents return to check on their neighborhood, which is threatened by lava and toxic gases emerging from fissures in the subdivision.Big Island's Kilauea volcano erupted Thursday, spewing molten rock and high levels of sulfur dioxide.Cracks emerged in the volcano's East Rift Zone — an area of fissures miles away from the volcano's summit. All residents of Leilani Estates, a community of about 1,700 people near Big Island's eastern edge, and nearby Lanipuna Gardens were ordered to evacuate.The eruption was followed by a 6.9-magnitude earthquake Friday.As of Sunday, 10 fissures had opened and 26 homes had been destroyed.
