SAN DIEGO (CNS) - A Baja California resident pleaded guilty today in San Diego to operating an unlicensed money transmitting business in connection with the sale of hundreds of thousands of dollars in Bitcoin to more than 1,000 customers throughout the United States from January 2015 to April 2016.According to his plea agreement, Jacob Burrell-Campos, 21, admitted to operating a Bitcoin exchange without registering with the Financial Crimes Enforcement Network of the U.S. Treasury Department, and without implementing the required anti-money laundering safeguards.Burrell advertised his business on Localbitcoins.com, and communicated with his customers through email and text messages, often using encrypted applications, according to the plea agreement.Burrell negotiated a commission of 5 percent above the prevailing exchange rate, and accepted cash in person, through nationwide ATMs, and through MoneyGram. Burrell admitted that he had no anti-money laundering or "know your customer" program, and performed no due diligence on the source of his customers' money, according to the U.S. Attorney's Office.The defendant initially purchased his supply of Bitcoin through a U.S.-based, regulated exchange, but his account was soon closed because of a large number of suspicious transactions. He then resorted to a cryptocurrency exchange in Hong Kong, where he purchased a total of .29 million in Bitcoin, in hundreds of separate transactions, between March 2015 and April 2017, according to federal prosecutors. Burrell also admitted that he exchanged his U.S. currency, which he kept in Mexico, with Joseph Castillo, a San Diego-based precious metals dealer.Between late 2016 and early 2018, Burrell and others imported more than million in U.S. currency on almost a daily basis. The poll, released Tuesday, has a margin of error of 5.7 points. It comes after the two prior polls showed the candidates in a virtual tie for the 50th Congressional District, which comprises most of East County and stretches into southern Riverside County. The shift came because independents moved to support Issa. Last month, the poll showed Campa-Najjar leading Issa in independents by 13 points. Tuesday's poll showed a major swing, with Issa leading among independents by 14 points. That's a 27-point swing. "In the end, independents in red-leaning area tend to be more red leaning, vice versa for blue-leaning areas, and so it's not surprising that Darrell Issa, as we get closer to the election, is bringing home these independents out in East County, San Diego," said Thad Kousser, political scientist at UC San Diego.The 50th District is the county's last in which Republicans outnumber Democrats in registration, giving Issa the advantage.In an interview Tuesday, Issa said he was traveling the district from Temecula to Jamul, meeting voters with social distancing. Saguache County, Colorado is larger than the states of Delaware and Rhode Island combined.It is a valley surrounded by mountain peaks that draws people who are looking for the secluded lifestyle that rural America can offer.“Everybody knows everybody,” said Doug Peeples, who owns a grocery market in the county seat of Saguache.The town of Saguache is small, having never boasted more than 700 full-time residents in the last 30 years. The county is even more dispersed as the population density is less than two people per square mile.Then, in 2014, all of that changed once Colorado became the first state in the country to legalize recreational marijuana.“I would venture to guess we saw 2,000 to 3,000 people in overnight,” said Saguache County Sheriff Dan Warwick.“All of a sudden we had an influx of people that were out-of-towners,” added Peeples.Located in the southern part of Colorado, the county became a destination for people from neighboring states who wanted to use the weed recreationally, but particularly those who wanted to start grow operations before returning the product back to their home state-- something that is illegal.“With only six deputies, how do you try and catch these bad actors?” said Warwick. “You just hope to come across it.”The influx led to squalor and crime as sheds laid abandoned after people would use them for growing marijuana before skipping town once they harvested.“You’d see people come in and they would grow on a piece of property that they leased for a short period of time,” said Warwick. “They would leave all their trash and junk everywhere and then just pack up and leave.”It became a divisive issue in the county as full-time residents would be left to deal with the mess.“For a while, this place was the Wild Wild West,” said county commissioner Jason Anderson.Anderson, along with the rest of the county commissioners, worked to find a solution by passing an excise tax in 2016 that would give them 5 percent of the profits when legal growers would sell to retailers.In theory, the legislation would allow the county to benefit from something that had caused so much turbulence as the commissioners allocated money to go towards schools, enforcement, and other areas that needed improvement, but it started off slow.“The first year [of the tax] we only saw ,000, again, because the legal operations weren’t up and running yet,” said Anderson.Gradually, however, that tax money started to increase.
