SAN DIEGO (CNS) - NASA astronaut and UC San Diego graduate Kate Rubins arrived aboard the International Space Station Wednesday, where she and two Russian cosmonauts will conduct research over the next six months.Rubins, Sergey Ryzhikov and Sergey Kud-Sverchkov launched from Kazakhstan in the Soyuz MS-17 spacecraft and arrived at the station's Rassvet module at 1:48 a.m. PST following a two-orbit, three-hour flight, according to NASA.The trio joined Expedition 63 Commander Chris Cassidy of NASA and Roscosmos cosmonauts Anatoly Ivanishin and Ivan Vagner, who have been aboard the complex since April. Ryzhikov will become the commander when Expedition 64 begins Oct. 21 and Cassidy, Vagner and Ivanishin will depart for Earth.The spaceflight marks the second for Rubins and Ryzhikov and the first for Kud-Sverchkov, who will live and work aboard the outpost for six months, conducting research in technology development, Earth science, biology, human research and more. SAN DIEGO (CNS) - A man who wounded an off-duty sheriff's deputy and a bystander by opening fire in the Gaslamp District two years ago was convicted of assault with a firearm Thursday in his third trial in the case. Ray Pitoau, 39, was convicted of two counts of assault with a firearm for the Aug. 7, 2017 shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention. Pitoau was also convicted of a lesser charge of assault on Philpot's younger sibling, Joshua, who Pitoau initially got into an argument with on Island Avenue near Sixth Avenue just after 1 a.m. RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffSentencing is scheduled for Dec. 11. Pitoau was convicted in a prior trial of three felony firearm possession counts and was sentenced to 27-years-to-life for those convictions. Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm. A second round also passed through his right arm. One of the rounds ricocheted off the sidewalk and struck Shvets. Pitoau testified that he grabbed a gun in self-defense because a group of men, including Philpot, were advancing on him. SAN DIEGO (CNS) - Mayor Kevin Faulconer today signed an emergency executive order that allows restaurants throughout the city to operate outside effective immediately.Notable parts of the order include allowing restaurants to establish sidewalk cafes and use private parking lots for dining.Restaurants must still comply with county and state ordinances, including following ADA requirements for sidewalk cafes. SAN DIEGO (CNS) - County environmental health officials issued a water contact closure Friday along the Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated water. The San Diego County Department of Environmental Health issued the closure Friday afternoon following rainfall this week that caused contaminated water in the Tijuana River to flow into U.S. waterways. County officials regularly issue beach closures after rainstorms due to contaminated flows from the river. The closure extends along the shoreline from the U.S.-Mexico border to the southern end of Seacoast Drive. County officials have placed water contact closure signs to alert beachgoers of the water's contamination. The signs will remain in place until water sampling meets state health standards.
