NEW YORK — David Dinkins, the first Black mayor of New York City, died Monday at the age of 93.Dinkins was elected in 1989 and served as mayor from 1990 to 1993, making him the first and only Black man to serve as the city's mayor.He was born in 1927 in Trenton, New Jersey. He was drafted, served as a Marine and later graduated from Howard University and Brooklyn Law School. He served in the state assembly before later becoming president of the board of elections, a city clerk and Manhattan borough president.Dinkins defeated longtime incumbent Mayor Ed Koch in the Democratic primary in 1989 and later beat Rudy Giuliani on his path to City Hall.In his inaugural address, he vowed to be "mayor of all the people of New York" and declared, "we are all foot soldiers on the march to freedom."Dinkins was known for his reserved public demeanor and civility.He was an American voice in favor of anti-apartheid sanctions, and his policies as mayor reflected his support for South Africa.He also created the office of Special Commissioner of Investigations for schools, built a system of after hour youth centers called Beacon Schools, and worked to create an all civilian police complaint review board.According to a city biography, Dinkins was sharply criticized for his handling of racial strife in Crown Heights, a boycott of Korean Grocers in Brooklyn and civil unrest in Washington Heights. He also dealt with sluggish economic growth.Giuliani succeeded Dinkins in 1993 after one term in office.After leaving City Hall, Dinkins remained active in city politics and taught public affairs at Columbia University.The NYPD said initial indications were that he died of natural causes.Dinkins was married to his wife Joyce for more than 65 years, and together they had two children.Joyce Dinkins died in October. NEW YORK, N.Y. -- A man was found decapitated and dismembered in his Lower East Side apartment Tuesday afternoon, according to the New York Police Department.The man's body was found shortly after 3:30 p.m. in the East Houston Street building, officials said.Police identified the victim as 33-year-old Fahim Saleh, a globe-trotting tech entrepreneur, according to his LinkedIn page.According to a police source, it was the victim's own sister who made the grisly discovery in his luxury apartment.Investigators told WPIX that Saleh's sister found an electric saw, still plugged into the outlet, and her brother's limbs placed in bags.Mitchel Glixon was walking his dog past 265 East Houston around 3 p.m. Wednesday when the woman burst out of the lobby, screaming and crying."She just says 'he has no head' and pointed to her arms and kind of making an arm motion as she went back to the lobby. People kind of surrounded her at that point," Glixon said.Officers said the victim was last seen on surveillance video entering the apartment Monday afternoon; 24 hours later, police dogs searched the surrounding area for clues.Police sources said the surveillance video shows Saleh and a well-dressed man all in black following him into the elevator that goes right to his apartment. It is believed this is when he was attacked.Neighbor Jason Gabriel tried to process the news. "It's a scary time right now. People have pent up anger. NORTH PORT, Fla. —Scripps station WFTS in Tampa has confirmed that John Ludwick, who claimed to have helped Joran van Der Sloot dispose of Natalee Holloway’s body, was stabbed to death by Emily Heistand.There are multiple videos on YouTube, posted by Gabriel Madrigal, that show Heistand discussing information she obtained from Ludwick on the Holloway case.
