SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932

SAN DIEGO (KGTV) — With COVID-19 cases spiking in parts of the country, some of the largest testing providers are struggling to keep up with the demand, complicating efforts to isolate infected individuals and trace their contacts.Quest Diagnostics announced Monday its turnaround time for most test results had expanded to four to six days, back to where it was in the beginning of April. Quest said its turnaround time for priority tests -- those for hospitalized patients and symptomatic healthcare workers -- remained at one day.San Diego County operates 33 free testing sites for COVID-19, but ABC 10News found turnaround times can vary.Have you waited more than 7 days for COVID-19 test results? Email our reporter.Team10’s Adam Racusin got his negative test results from the site in Lakeside back in three days.The county’s goal is to report all test results within three days, although the current average is between three and five days for non-priority tests, according to County Health and Human Services Agency Director Nick Macchione.The county typically reports priority tests within 24 to 48 hours for vulnerable populations like individuals at skilled nursing facilities and first responders, he said.I visited the testing site in the SDCCU Stadium parking lot and got my negative test results back in seven days, after I placed a call to the County Nurse Line inquiring about them.“It’s about resources,” said County Public Health Officer Dr. Wilma Wooten.Wooten suggested that the recent spike in demand could be playing a role in increased wait times for results.The county uses its own lab to test samples, but when the lab gets backed up it sends samples to private labs that have been inundated with demand.In addition to Quest, Lab Corp and CVS Minute Clinic have reported long waits linked to high demand in recent days.In hard-hit Arizona, ABC News reported that some people are waiting up to 10 days for results."When we tell them, go home, self-isolate, quarantine yourself until we get back to you and that period of time is a week to 10 days, people start to kind of diverge from those suggestions within a few days,” said Dr. Tyler Smith, a professor and epidemiologist at National University.He said not only can testing delays lead to more infections if people waiting for results venture out in public, the added time makes contact tracing more difficult.There are already signs of strain on the county’s ability to do contact tracing: as of Monday, the county was able to launch just 57 percent of its case investigations within 24 hours, setting off one of its warning triggers.The county says it is taking steps to speed up testing in its lab, including adding staff and securing new testing equipment that has yet to arrive. The county has also added shifts at the lab, going with up to three shifts a day to process specimens.As the number of cases grows in San Diego County, there could be future delays in turnaround time at the county lab, “but likely not beyond where it is today,” said spokesman Tim McClain.“Everyone should be practicing social distancing, good handwashing and wearing of a face covering,” he said via email. “Individuals who felt symptomatic or otherwise had a strong belief they had the virus should isolate themselves and follow other public health precautions until the results come back.” 3362

SAN DIEGO (KGTV)- A plan to permanently remove the traffic along Normal Street in Hillcrest and replace it with a promenade will be voted on Tuesday. If approved, the westside traffic lanes would become a pedestrian walkway with dedicated bike lanes. It would also make room for the weekly Hillcrest farmers market and other events. “They call it a promenade but where are people promenading to,” says Linda Hanna, owner of Salon Antoine. Hanna has owned the business near the corner of Normal Street and University Avenue for almost 20 years. “We are in favor of something like this, but we need to think it through.”Other business owners are worried because the project would eliminate a driveway to a nearby shopping center.“If you don’t close that driveway, you have a driveway going right to the park, and that’s a real problem,” says Benjamin Nicholls, Executive Director of the Hillcrest Business Association. To add space to the east side lanes, some parking spaces will be moved. The Hillcrest Business Association says there are plans to add dozens of parking spaces near Lincoln Avenue. SAN DIEGO (KGTV) - With the March 2020 Presidential Primary approaching, the San Diego Registrar of Voters is urging everyone to make sure they are registered properly."This one election is the most complex elections for administrators like ourselves and voters that are out there," says Registrar Michael Vu.With six political parties holding presidential primaries, plus the dozens of overlapping state and local district elections, Vu expects to create more than 12,000 unique versions of the ballot. Rules on who can vote in each party make it even more complicated.In December, Vu's office sent out more than 500,000 mailers to voters to make sure they know the options.Anyone registered with a specific party will only be allowed to vote in that party's primary. Republicans will vote for the Republican candidates, Democrats for Democrats and so on.But, right now more then 30 percent of registered voters in San Diego are listed as "No-Party Preference."For those people, they can choose to vote in the primary for American Independent, Democrat, or Libertarian parties. They cannot vote in the Republican, Green, or Peace and Freedom parties."It makes it a little more confusing," says Vu. "Something that voters need to know what political party status they are in. And if it’s different from the presidential candidates they want to vote for, they need to register or re-register now."To help voters navigate their options, the Registrar has set up a website where people can get all the information they need.The deadline to choose a party, or to choose which primary you want to vote in, is January 6."If you’re a non-partisan voter, now is the time to act," says Vu. SAN DIEGO (KGTV) — Two weeks ago, the county warned San Diegans to continue practicing social distancing, washing of hands, and wearing facial coverings over the Labor Day weekend to thwart the spread of COVID-19.County public health officials had been clear that they did not want to see the same case spikes that followed July 4th and Memorial Day.Now that Labor Day has passed, local doctors say they have yet to see the same spike in coronavirus cases seen after holidays earlier this summer."We have not seen a sustained rate of 30, 40, 60 positives like we did around July 4. We're not seeing it yet," said Dr. David Pride, an infectious disease specialist at UC San Diego.Pride says the difference may be due to residents being more educated about the virus and how to best slow the spread. For the other two holidays, schools were also still closed.According to the county, 10 days after July 4 the region's positivity rate was 6.3%. Currently, the county's positivity rate is 4.4%."We're 10 days out, no big jump so far, our positivity rates suggest that something is different this time and hopefully that will continue for a week or two," Pride said.While San Diego County's positivity rate is low, it's the region's case rate (cases per 100,000 residents) that continues to be an issue. And now, it's the county's case rate that threatens to push the region's into a stricter reopening tier."This time around they're not sitting home, they're not socially distancing, so we're gonna see spikes that are largely unrelated to the Labor Day weekend," says Pride.And with more fall holidays approaching, Pride says residents will need to continue their vigilance through the holidays as spikes in cases are more likely. 1735
