SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements. California ranked in the middle of the list overall, taking the 21st spot. According to the report, California ranks 16th in the nation for infant healthcare, 9th for baby-friendliness and 19th for family-friendliness. California also has the third lowest infant-mortality rate in the country. However, when it comes to the cost of having a baby, California places last in the nation. To rank states, WalletHub compared them against four key metrics, including: cost, health care, baby-friendliness and family-friendliness. 694

SAN DIEGO (KGTV) – Close to 100 people packed the Sherman Heights community center Friday night.Just about all of them were there to tell city officials to back off their plan to set up a homeless storage facility at Commercial and 20th Streets.The city says the plan is not finalized, but they are in negotiations with leasing the building. “We have a playground is about 15 feet from this building,” said Noel Bishop, the principal at Our Lady’s School. “The reality is it’s just an open invitation for people to come back to this community and start living on the streets again… having people in our neighborhood that might be drug users, not mentally stable.”Jonathan Herrera, senior advisor for homelessness for the city of San Diego, says the site is expected to similar to the one on 16th street. It will be a place for the homeless to store their belongings while they visit clinics, classes or go to job interviews.The city is promising to be a good neighbor, stressing the site will have security 24/7.  There will be loitering, drugs or alcohol allowed, and they will have regular waste pick-ups within a block radius.“We are currently looking at other facilities in beach communities, uptown, mid-city and southeastern San Diego to see if we can provide additional services in those areas as well,” Herrera said. He said there were a lot of concerns raised that they are taking into consideration, but the city plans to move forward in the process and bring the plan to the San Diego Housing Commission on March 9th.“The mayor highlighted that the time to develop universal consensus is over and that effort to develop consensus has caused us action, and that’s no longer tolerable,” Herrera added. 1733

SAN DIEGO (KGTV) — At age 41, Ryan Bartell had already achieved so much: He was a two-time all-state runner, served in the Coast Guard, and was helping autistic children alongside his wife. He also had a son of his own. “Ryan called me on March 1 of last year to say that he had been diagnosed with stage IV pancreatic cancer," remembers Jim Bartell, Ryan's father. The cancer was aggressive and chemotherapy wasn't working, Ryan was in a lot of pain. “They had him on morphine and fentanyl, two very serious opioids, and because of those two drugs he was asleep most of the time to deal with the pain," said Jim. Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. New York already has a similar law. “I felt something had to be done so that that didn’t happen to other people who wanted a higher quality of life near the end of their life," said Jim, who initiated the legislation. 2082

SAN DIEGO (KGTV) - As the San Diego Padres reopened training camp - this time at Petco Park - a Padres fan is hoping to share one of the only seats in town for baseball.For the past eight years, Chip Messenger has leased a unit on the 15th floor in the Legend building, overlooking Petco Park."The view never disappoints. Everyone is always amazed," said Messenger.The view is about to become even more priceless because the Padres aren't expected to open up the stadium to fans when they start the season later this month. Messenger will have one of the only seats in town to watch live baseball."Looking for forward to it. I think people have been isolated and bored. Ready for something positive to happen," said Messenger.In late June, Messenger tweeted a photo of his view of Petco Park, sparking thousands of likes and hundreds of replies."They tell me, 'I'll bring the beer. I'll bring the fish tacos. Do you remember me from first grade? Do you need a new best friend?'" said Messenger.Messenger will be making a lot of new frends. This season, he plans to share his balcony with other baseball fans."This is a unique opportunity, and I'm happy to share it with people who won't get a chance to watch baseball," said Messenger.He hasn't figured out how he'll divvy up the invites. The financial planner says he won't be accepting money, but probably won't turn down food or adult beverages. He's hoping his plans will also benefit the Padres. He counts about a hundred nearby balconies facing the stadium, which could translate into a lot of cheering."Probably going to be one of the few places in the country where we fans can actually watch our team play. Who knows, maybe the Padres could have a home field advantage. Could be pretty cool," said Messenger.Messenger is planning COVID precautions for his Padres viewing days.Only a handful of teams has similar views outside their stadium. At Wrigley Field in Chicago, the Cubs plan to open up the nearby rooftops at 25% capacity. 1998
