LOS ANGELES (CNS) - The Automobile Club of Southern California says it's expecting this year's Thanksgiving holiday to be the busiest in Southern California since 2005, with 4.2 million residents expected to get away for the long weekend.That's a 5.1 percent increase over last year, the AAA said in a statement. The vast majority of Southern California travelers -- 3.6 million or 86 percent of all travelers -- will drive to their destinations, a 5.1 percent increase over last year. LOS ANGELES (CNS) - A San Diego man is facing a felony charge for allegedly trying to kidnap a 6-year-old girl from her blind father after encountering them on a Metro train as they were making their way home to the Westlake area of Los Angeles, police reported Wednesday.Elijah John Lopez, 24, is charged with one count of attempted kidnapping in connection with the alleged abduction Aug. 18 near Sixth and Coronado streets.He was arrested Sept. 2 in San Diego County and subsequently returned to Los Angeles. He's being held on 5,000 bail, jail records show.RELATED: San Diego deputy detains man wanted for attempted kidnapping in LALopez -- who has pleaded not guilty -- could face up to 23 years in state prison if convicted as charged, according to the Los Angeles County District Attorney's Office.According to the Los Angeles Police Department, Lopez struck up a conversation with Cesar Palma and his daughter Selena while on a Metro train from Long Beach to Los Angeles, and asked if he could take the girl home. At that point, several people on the train stepped in to assist the father and daughter, police said."This overt action caused the commuting public that was on the train to step forward and tell Mr. Lopez to leave the family alone," LAPD Capt. Alfonso Lopez told reporters at a news conference at the LAPD's Rampart Station. "One would think that would stop his action, but it did not."When the father and child got off the train at the 7th Street Metro station downtown, Lopez followed, and bystanders again intervened, Lopez said."His overbearingness while walking to the bus line was so obvious and disturbing to additional Angelenos, that they in turn stepped forward and told Lopez to leave the family alone," he said.No one contacted police, however, and Lopez followed the victims as they boarded a bus and continued to speak to them, prompting yet another group of fellow commuters to come to their aid, the captain said.When they got off the bus and began walking home, Lopez followed, he said. At the intersection of Sixth and Coronado streets, Lopez allegedly tried to grab the girl's hand and pull her away, but the father held on to his daughter and screamed for help.A woman and a homeless man intervened, and Lopez fled before police could arrive."When he tried to grab her, that's when I turned around and started yelling at him, stay the bad-word away from us, that's when the neighbors stepped in and he started walking away," Palma said at the news conference at the Rampart Station, his daughter at his side."In my mind, I wanted to turn around and fight with him," Palma said. "But I thought, if I let my daughter go ... and he snatches her and he can run with her, how am I going to run after them? It's unsafe out there -- there's a lot of crazy people. Just hold on to your kids, don't let them wander off, because anything could happen."Investigators used surveillance video from public transportation to identify Lopez as the suspect. LOS ANGELES (AP) — When a wildfire burned across Big Sur two years ago and threatened hundreds of homes scattered on the scenic hills, thousands of firefighters responded with overwhelming force, attacking flames from the air and ground.In the first week, the blaze destroyed 57 homes and killed a bulldozer operator, then moved into remote wilderness in the Los Padres National Forest. Yet for nearly three more months the attack barely let up.The Soberanes Fire burned its way into the record books, costing 2 million as the most expensive wildland firefight in U.S. history in what a new report calls an "extreme example of excessive, unaccountable, budget-busting suppression spending."The report by Firefighters United for Safety, Ethics, and Ecology criticizes fire managers for not adapting their approach to the changing nature of the blaze. The nonprofit group, which gets funding from the Leonard DiCaprio Foundation and other environmental organizations, advocates ending "warfare on wildfires" by ecologically managing them.The report suggests the Forest Service response was the result of a "use it or lose it" attitude to spend its entire budget, which had been boosted by 0 million because of a destructive 2015 fire season. The agency managed to spend nearly all its 2016 money in a less-active fire season on about half the amount of land that burned the year before."They just kept going crazy on it," report author Timothy Ingalsbee said. "It wasn't demand-driven. It was supply-driven. They had all this extra money Congress had given them, and they had to justify that."Forest Service officials would not comment directly on the report. After asking The Associated Press to provide written questions, the agency declined to answer them and issued a short statement saying it was committed to reducing costs in similarly large fires."Protection of people first and then resources are our primary considerations," the statement said. "Every fire is evaluated to determine the appropriate strategy. We continually look for opportunities to improve outcomes and accountability and to find more cost-efficient and effective methods of managing wildfires."In addition to burning 206 square miles (534 square kilometers), the smoky fire closed signature parks in the area and put a damper on tourism in Big Sur during the peak season of its only industry. Monterey County estimated a 40 percent loss in revenue for the summer season in the area.An internal Forest Service review produced last year and obtained by the AP reached some of the same conclusions as Ingalsbee.For example, the department's review found that from Aug. 9 to Sept. 29, 2016, the number of threatened structures remained at 400 even as the fire grew by more than 90 square miles (230 square kilometers), which indicated the risk to property had abated as the flames burned into the wilderness. During that period, firefighting costs grew by 0 million.The review found forest managers didn't think they could deviate from the "overwhelming force concept" aimed at suppression. It also said the agency's protocol for managing long-term wildfires "does not sufficiently evaluate and adjust to changing risk."One challenge fire commanders faced was an outdated forest management plan for Los Padres that called for full suppression of all wildfires, Ingalsbee said.Mike Warren, a retired National Park Service firefighter who reviewed the report, questioned the wisdom of suppressing fires in remote wilderness where flames can help eliminate brush and other flammable vegetation that could fuel a later wildfire.When Warren was fire management officer at Sequoia and Kings Canyon National Parks, they would let blazes burn in the wilderness if they were confident the fire would stay in the park.The challenge in a place like the tourist-dependent Big Sur area is pressure from politicians, homeowners, businesses, loggers and ranchers to control the fire, Warren said."When is enough enough?" he said. "When do you back off say, 'This is it. We're just going to let it do its thing.' That takes some real political will."The Forest Service's internal review inspired Ingalsbee to file public records requests for other documents that led to his report.Among his findings:— About a fifth of the area burned was from fires set to clear brush and vegetation between outer perimeters and the active fire. One of these blazes jumped fire lines. These burnout operations created additional smoke and cost an estimated million.— A nearly million air campaign, including large air tankers that cost ,720 per hour, was largely ineffective. Retardant is effective at slowing flames only where ground crews can remove vegetation to create containment lines. But drops were done deep in steep, rugged wilderness where it was too dangerous to send crews, and even where flames never reached.— Bulldozers, which cost ,700 per hour, tore up wilderness, creating what Ingalsbee called "ghost roads" that will remain for years. The Forest Service spent an estimated million a day for weeks repairing damage done by dozers.The report concluded that once the blaze that broke out July 22, 2016, entered wilderness, there was little chance of stopping it before fall rains fell.Chad Hanson, an expert on fire and director of the John Muir Project, a nonprofit environmental group, said the cost was stunning, but the approach to fire was business as usual."It's sort of shocking that this massive amount of taxpayer money is being spent trying to suppress backcountry fires that are weather-driven and can't be stopped until the weather changes, rather than focusing resources on protecting communities," Hanson said. "On the other hand, I'm not surprised the Forest Service is doing this because it's been their practice for years."One beneficiary of the firefighting effort was Tom Little Bear Nason, who lives in a homestead in the national forest his family has owned for 150 years. He was also a contractor on the fire, with a team of dozer operators.Nason, chairman of the Esselen Tribe of Monterey County, credited the suppression effort with helping save his property. But he said costs shot up when managers went overboard on backfires and cut contingency lines too far from the fire.He also criticized the leadership on the fire, which changed every couple of weeks, for disregarding a pre-attack fire plan drawn up by local, state and federal agencies, tribal leaders, environmentalists and homeowners that included information on protecting historic and cultural sites.He said those plans "got chucked out the window" and led to significant losses. A homesteader cabin burned to the ground, sacred sites such as burial grounds were plowed over, and a rock where tribal members gave birth was struck by a bulldozer."Lots of efforts went to protect communities that went above and beyond" what was necessary, Nason said. LOS ANGELES (AP) — The two Southern California desert communities rocked by last week's powerful earthquakes may have sustained as little damage as they did because they have no tall buildings and many of the homes in one are fairly new and were built to stricter earthquake standards.California's Seismic Safety Commission Chairman Michael Gardner said during the agency's Thursday meeting that the tallest building he knows of in the Mojave Desert towns of Ridgecrest and Trona is the three-story Ridgecrest hospital.The region was struck by a magnitude 6.4 earthquake on July 4, followed by a 7.1 temblor the next day.Ridgecrest, whose 28,000 residents include many who work at the nearby China Lake Naval Weapons Center, is about 150 miles (241.4 kilometers) east of Los Angeles.The nearby mining town of Trona, with a population of about 2,000, was harder hit. Commissioners noted many of its buildings are older.Authorities estimated the damage to both towns at about 0 million, although that could go up as buildings continue to be evaluated.Commissioner Kit Miyamoto said that as inspectors entered some buildings they discovered serious damage to ceilings and other areas that they couldn't see from the outside."Three buildings from the exterior appeared to be fine and probably safe for entry, but upon further investigation the roofs had actually collapsed," he said, adding inspectors may find others in that condition.Gardner said commissioners are also waiting for more information from the Naval base, where security is tight.Miyamoto noted that many of Ridgecrest's homes were built in the 1980s and '90s of more earthquake-resistant materials."As we know, newer California houses hold up really well," he said.That was not so much the case in Trona, where many fireplace chimneys collapsed and other damage was recorded.Buildings flooded when water heaters toppled over and ruptured gas lines sparked fires, and roads, highways and sidewalks also buckled.Trona also lost all of its water for several days when a pipeline carrying it from Ridgecrest ruptured. It was restored Thursday, but San Bernardino County spokesman David Wert said a "boil order" remains in place while water lines are being flushed. Meanwhile, free water was being distributed to residents.Other utilities to both towns have been restored, and Gardner said a local assistance center opened in Ridgecrest on Thursday.The commission itself plans to meet in Ridgecrest next month.No one in the area was killed, although authorities believe the quake may have taken the life of a man in the small Nevada town of Pahrump, 180 miles (289.7 kilometers) away.Troy Ray, 55, of Pahrump was killed when his jack slipped as he was working underneath his car. The shaking from one of the quakes felt from Las Vegas to Los Angeles might have caused the jack to slip, although authorities noted they couldn't be sure.Separately Thursday, California Insurance Commissioner Ricardo Lara and California Earthquake Authority CEO Glenn Pomeroy urged residents statewide to consider buying earthquake insurance that they said could be tailored to meet homeowners' and renters' individual needs and pocketbooks.Contrary to some reports, they said the insurance is available everywhere in California.
