SAN DIEGO (CNS) - The city of San Diego announced a partnership with county officials Monday to address staffing and capacity concerns for a program that assists frequent 911 callers and reduces the strain on the county's emergency response centers.The San Diego Fire-Rescue Department's Resource Access Program launched as a pilot program in 2008 and has both contracted and expanded since.The program connects frequent 911 callers, many of whom deal with homelessness, mental illness, substance abuse and other medical issues, to local health and housing services.According to the city, roughly 90% of people in the RAP who call 911 more than 30 times annually are homeless. Although the program's members make up fewer than 1% of the city's population, they generate roughly 20% of its 911 calls.``Using a data-driven approach, we are identifying those San Diegans who need specialized care and connecting them with the help they need so they don't have to call 911,'' Faulconer said. ``It's a shining example of how the city and county can work together to find solutions to our region's mental health crisis.''The program reduced its size in 2017 due to a lack of funding, according to the city. As a result, the number of patients with more than 50 911 calls per year increased from one in 2016 to 26 in 2018. Last month, the program added six new positions as the city and county aim to restore its effectiveness to a level similar to earlier in the decade.``Our region needs action tackling the challenges of providing mental health services and this city-county collaboration is critical to helping meet that need,'' Fletcher said. ``Teams of trained medical and mental health professionals from the county and city through the Resource Access Program can quickly take action to help people experiencing a behavioral health emergency. SAN DIEGO (CNS) - San Diego County supervisors voted Tuesday for Dianne Jacob to serve as board chairwoman, and approved Greg Cox as vice chairman.By a 5-0 vote, the board also voted in Jim Desmond as the chair pro tem. Desmond, who succeeds Bill Horn as District 5 representative, made a motion for the leadership change based on the board rotation policy.The vote came after outgoing board Chairwoman Kristin Gaspar made a short speech on her time in the leadership role.She cited numerous board accomplishments, including the formation of working groups on the regional homeless problem and county road policies."This year has been incredible," Gaspar said. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 4-1 today to request guidance from the state on allowing resumption of several activities, including private planned events, wedding receptions, hotel conferences, street fairs and team competitions.In a letter to be sent to Gov. Gavin Newsom, the county will also seek guidance on reopening playgrounds.Supervisor Jim Desmond made the proposal after the board was updated on the county's efforts to contain the spread of the coronavirus.Any reopening of those industries, he and other board members said, would only happen with the blessing of Dr. Wilma Wooten, the county's public health officer.He added that while the county must take note of an uptick in community outbreaks, it ``can't have a blanket stop on the economy.''``Maybe, by the time Newsom responds, there will be more time to review this. I want to be prepared with this next group of businesses,'' Desmond said.Because it takes months to plan certain events, such as weddings, planners ``will lose this entire season otherwise,'' Desmond said. ``We have one (board) meeting scheduled for July, and I'm trying to be ready if the numbers look good.''The supervisors also heard from numerous people employed in the private events industry, who urged the board to let them resume. Many said they have safety protocols in place, and would be able to provide lists for contact tracing if necessary.Wooten told the board that as of now, ``we couldn't recommend any opening in the next week or next couple of weeks, in terms of opening up broad industries, if (community) outbreaks continue.''``If we're above seven community outbreaks, it would be ill-fated'' to make such recommendations, she said.Another three community outbreaks were reported Monday by county health officials, raising the number reported in the last week to 10 -- the most in any week's span since the pandemic began in early March.Supervisor Nathan Fletcher cast the dissenting vote on the motion. The county ``has hit the community outbreak `trigger' for six consecutive days and recent days have generated not only the highest reporting of new COVID cases but also a doubling of the percentage of total tests being positive,'' Fletcher said after the vote. ``Given these facts, it is reckless and irresponsible to propose expedited reopening of additional in-door close contact group gatherings without any restrictions on the number of attendees.'' 2460

  

SAN DIEGO (CNS) - San Diego City Councilman Chris Cate will unveil 190 new parking spaces in the congested Convoy District in Kearny Mesa Tuesday before the City Council reviews that neighborhood's community plan."If you've been to the Convoy District, you know that finding a parking space can be extremely challenging," Cate said."My office has unwaveringly supported the small businesses in this hub for Asian cuisine and culture. To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Angled parking is the tip of the iceberg for the entire Kearny Mesa Community Plan process."Kearny Mesa was founded in 1937. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. For the past two years, the San Diego's Planning Department has led the Kearny Mesa Community Plan update to determine how Kearny Mesa will develop in the future. The City Council will consider updating the plan at its Tuesday meeting. 1678

  

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted Tuesday to extend a moratorium on evictions for both residents and small businesses for another month, in response to the ongoing coronavirus pandemic.Supervisor Nathan Fletcher, along with board Chairman Greg Cox, made the request, which was unanimously approved. The board first approved an eviction moratorium in late March."By extending the moratorium, we are giving families and business owners another tool to assist in their recovery from the pandemic," Fletcher said. "The Board of Supervisors did the right thing today."Cox said: "This is not an effort to provide free rent. It's really an encouragement for tenants, landlords, to work together on a payment plan."Fletcher added that people who qualify for the moratorium have to prove economic hardship caused by the pandemic.Supervisor Kristin Gaspar said the San Diego Association of Realtors recently sent letter to the county and city of San Diego in support of a rental assistance program.Gaspar asked Chief Administrative Officer Helen Robbins-Meyer if the county can create its own rental assistance program, saying property owners use the rental payments they receive to meet their own bills and employ others."I don't think any of us imaged this pandemic would go on so long," she said. "I think ignoring one entire population and favoring the other isn't exactly the right thing to do at this point."It could be months, she added, before property owners could receive any rent payments.During the public comment period, David Garcias, president of the Service Employees International Union Local 221, said the pandemic-related economic crisis "shows no signs of coming to an end, (and) we believe you should extend protections to citizens." 1784
