SAN DIEGO (KGTV) — Police are investigating a shooting in the Chollas Creek area Friday that left a man with multiple gunshot wounds.San Diego Police say a 22-year-old Hispanic male was walking in the 5300 block of Lea St. when he was approached by a Hispanic male suspect sometime before 7 p.m. Friday. A brief conversation began between the two, before the suspect pulled out a handgun and fire four times at the man, police say.The man was hit three times by gunfire. He was taken to a nearby hospital where he was treated for non-life threatening injuries.The suspect fled the scene in a red sedan, heading eastbound on Lea St. He is described as being 5-foot 8-inches tall with thin build. SAN DIEGO (KGTV) - Parents at a charter school in Chollas View are sounding the alarm after learning the fate of their founder and current director is now uncertain.This past spring, Patricio Ramirez graduated from Gompers Preparatory Academy with a full scholarship to San Diego State University."My son is first generation. This is a dream come true," said his mother, Theressah Rodirugez.But Theressah and her husband Victor, who have another son in 9th grade, are suddenly worried for his future."I am heartbroken," said Victor Ramirez.He's heartbroken after learning San Diego Unified plans to end a unique agreement to loan out staff to the school, which began when the school was founded in 2004."It was one of the lowest performing schools in the district. Very violent campus and gang infected," said school alum and education advocate Ellen Nash.Nash says when the school made the switch to a charter school, the district agreed to loan out a handful of staff, including then principal Vincent Riveroll, along with college counselors and support staff."He changed the culture to a college-going campus," said Nash.Nash says Riveroll set high educational standards, recruited and trained teachers, and implemented tutoring, after-school and summer school programs.This past spring, nearly 100% of the school's senior class was college bound."In an underserved community, they have a star in that community," said Nash.She worries it will turn into a fallen star without the school district's longstanding support, and the presence of Riveroll.In a memo released by the school district, officials point out there is more legal liability in loaning out staff, as the district has ended these agreements district-wide, thus turning the schools into traditional charter schools.School district officials points out the school already reimburses the them for the staff members' salaries. They're trying to confirm how much of the benefits - including retirement benefits - are also reimbursed by the school.The school district is set to end the on-loan program in July 2021. 2086

SAN DIEGO (KGTV) — Phone and tuition scams have stole more than 0,000 from the UCSD community since July, university police warn.Police say in just two months, victims within the university community have collectively lost 2,000 to suspects claiming they were with law enforcement in their home country. The scammers would demand money or threaten the victims with detention.In the case of phone scams, scammers would call and pose as an IRA employee or officer claiming to have an open case or, for international students, law enforcement of their home country. International students should refer to their local consulate for any type of government communications.When it comes to reported tuition scams, police say scammers have been targeting students with promises of tuition reduction if they use a third-party service to pay their fees. Scammers often promise a 5% tuition discount and request the victims send the reduced tuition funds. The scammers then request the victim's university credentials to pay their tuition with fraudulent or stolen credit card info. But by the time credit card companies receive the information that the the payment was fraudulent, the scammers have already withdrawn the victims' funds.RELATED: The Venmo scam you should know aboutVictims are then left out of the money paid to scammers and still paying their own tuition.Police say students should never give out their personal information to anyone and work through UC San Diego-approved payment methods. SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts."
