BEIJING, March 29 (Xinhua) -- Chinese Vice Premier Wang Qishan has called on the international community to "act together" at the upcoming London summit to get through the global financial crisis, in an article published by the British newspaper The Times on Friday.     In the article entitled "G20 must look beyond the needs of the top 20," with a subtitle "China believes the developing world should have a stronger say in how the international financial system is run," Wang urged all heads of states to be present at the G20 London summit to "act together to get through the time of hardship."     After the financial crisis broke out, China was quick to put in place a decisive plan to boost domestic demand, advance economic restructuring and improve people's well-being, which have started to produce results, said the vice premier.     However, the Chinese economy still faces severe challenges, including to meet the demanding goal of maintaining economic growth by boosting domestic demand, ensuring employment and readjusting the economic structure. China also has to cope with shrinking external demand caused by the global economic downturn and trade and investment protectionism, Wang said.     "China will continue to take forceful measures to maintain steady and fast economic growth and contribute its share to an early recovery of the world economy," Wang pledged in the article.     Since the G20 summit in Washington last year, said Wang, China has provided a lot of assistance and support through a variety of means to a number of countries and regions, and played a part in the creation of significant Asian and global economic and trade initiatives.     The Chinese leader stressed the significance of the international community to enhance coordination and cooperation to overcome the current difficulties.     "Efforts should be made to expand trade and investment cooperation to bolster economic growth, step up cooperation among small and medium-size businesses to ensure employment stability, and strengthen cooperation in energy conservation and emissions' reduction, environmental protection and development of new energy technologies to nurture growth points for the world economy," Wang suggested.     He firmly rejected trade and investment protectionism of all kind. "The international community should recognize that the trend towards economic globalization is irreversible and should take credible steps to reject all forms of trade and investment protectionism," he said.     Wang also called on the international financial system to be reformed, "with the focus on readjusting the governance structure of international financial institutions and increasing the representation and voice of developing countries." He asked the London summit to set a clear goal, timetable and road-map for such reform.     To prevent similar crisis from happening again, Wang, also a Chinese economic expert, suggested prudent regulation of all financial markets and institutions involved to be tightened and regulatory coordination and cooperation at both the regional and international levels to be increased.     On the hot topic of increasing financial resources for the International Monetary Fund (IMF), he said China supports the increase as far as the fund is safe and reasonable returns can be ensured.     "China is ready to play an active part in exploring ways to raise resources and will contribute to this effort within its ability," Wang said. He asked the IMF to mobilize resources through the "quota-based" system as well as voluntary contributions, striking a balance between the rights and obligations of the contributing countries.     As a return, said the Chinese vice premier, the IMF must enhance capacity-building, reform governance structure and ensure that the resources play a significant role in easing the international financial crisis and countering the global economic downturn. BEIJING, April 5 (Xinhua) -- China will strengthen oversight of listed securities companies by promoting information transparency.     On Saturday, China Securities Regulatory Commission (CSRC) introduced a regulation which said securities companies should remind investors about potential risks when shareholders decide to launch a new business or introduce an innovative business.     The annual report and half-year report by listed securities companies should include risk assessment conditions, as well as reasons for risk and probable effects. BEIJING, April 8 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that "supervision" is one of the key missions in 2009 for government organizations to tackle corruption amid the economic crisis, according to Wen's speech script released Wednesday by the State Council.     "The impact of the global economic crisis was still amplifying. Companies' profits shrinking, financial income reducing, job situation worsening... Under such circumstances, it's of great importance for government organizations to reform and tackle any kind of corruption," Wen said.     Wen said this year supervision would be focused on whether government officials' work was quick and effective, policies and regulations practised properly, projects carried out scientifically, funds used reasonably among others.     He said any kind of fund misappropriation, unqualified buildings and other problems which closely affected people's livelihood should be strictly prevented.     Also, Wen stressed supervision in food and drug industry to avoid any safety issues involving unapproved food additives and fake and unqualified medicines.     Wen initially made those remarks at a conference on clean governance here on March 24. The highlights for his speech on that day were released Wednesday by the State Council.     Wen ordered at the conference that Party and government organizations at all levels should reduce reception expenditures this year by 10 percent over 2008, cut car purchase and maintenance fees by 15 percent on the basis of the average amount in the recent three years, and reduce expenditure for business trips abroad by 20 percent based on the average amount over the past three years.     Wen said, this year efforts will be focused on investigation and handling of corruption cases involving government organs and officials, and hard strikes will be made in cases of "collusion between officials and businesses, power-for-money deals and commercial bribery cases."     He urged tougher scrutiny over funds and projects that were closely related to people's livelihoods, such as medical insurance in rural areas, pensions, payment in arrears for migrant workers, water conservation, railroads and other forms of transportation, and urban construction.     Individuals or groups should be severely punished for making defective or harmful farm products or imposing unreasonable charges on farmers, students and patients, he said.     Wen praised the anti-corruption progress made by various government officials last year, especially in supervising and managing relief funds for the May 12 earthquake and the post-quake construction.     "Only by building a clean and efficient government can we unite everyone as an entire force to cope with the crisis and get over it," he added.     Last year, China investigated 2,687 government officials for graft, malfeasance and infringement of people's rights. Those included four people at the province or ministry level, according to a report delivered by Prosecutor-General Cao Jianming in earlier March.     Also, the government investigated 10,315 cases of commercial bribery cases committed by government workers, involving a total sum of more than 2.1 billion yuan (309 million U.S. dollars).

The Communists soon decided that democratic reform should be carried out immediately to demolish the entire old system led by the ** Lama.     The Preparatory Committee of Tibet Autonomous Region replaced the Gaxag government and set out to lead the reform.     From 1959 to until 1966, 1 million slaves were granted land, houses and their freedom.     The ** Lama, who fled to India, has maintained a government-in-exile since 1959, and China has charged that this group was behind the riot in Lhasa on March 14 last year and other Tibetan areas of China.     Earlier on Sunday, Legqog, chairman of the Standing Committee of the Tibet Autonomous Region People's Congress, said the ** clique has increased its secessionist and sabotage activities in Tibet this year.     "They made attempts to make trouble through collusion with those inside or even sending in their people," he said.     "Although Tibet is currently very stable, our troops are ready to handle any infiltration and sabotage activities by the ** Lama clique and other hostile forces," Kang Jinzhong, political commissar of armed police corps in Tibet, told Xinhua Monday.     "All the armed police forces across Tibet are on routine duty. The armed police force has the ability to handle any emergencies an any time," he said.     Tibetan people are "very simple and kind" and their heart stood with the Party, according to Kang, who has been working in Tibet for more than three year.     "If there were really disturbance, it must be caused by a few people instigated under the disguise of religious cause," he said, adding up to now armed police in Tibet had not found any "abnormal situation."     Kang said some hostile forces or "a handful of people" might be making preparations for making trouble, but their conspiracy would not succeed.     Some overseas media have reported that conflict might arise at any time in Tibet, but Kang said that was "purely talking nonsense."     "I am completely relaxed. To be frankly, if Tibet were in a tense situation, I would not have come here for the parliamentary session or talk to you," he told Xinhua, adding, "I'm confident so I'm here for the session."     Kang said Tibet did not experience any instability after the March 14 riot in Lhasa.     The riot, occurring in Lhasa during last year's parliamentary session, caused 18 deaths and huge economic losses.     BORDER CONTROL TIGHTENED     In the riot last year, innocent civilians suffered the most.     Tibetan businessman Losang still keeps photos of the damage to his souvenir store near Lhasa's Jokhang Temple. "Tightened security is a good thing for business people and all residents."     "Who cares what other people think of the tightened security in Lhasa?" said a Tibetan woman who was taking her preschool daughter for a walk in a park near the Potala Palace.     "It's always easy to point a finger at others, but we are the ones who actually went through the tragic experience last year," she said. "If not for the police and PLA, I wouldn't have dared to take my daughter out to the streets now."     Expecting possible sabotage activities by the ** Lama clique, a senior police officer said here Monday that border control has been tightened in Tibet.     "We have made due deployment and tightened controls at border ports, and key areas and passages along the border in Tibet," Fu Hongyu, Political Commissar of the Ministry of Public Security Border Control Department.     "We will firmly crackdown on criminal activities in Tibet's border area that pose a threat to China's sovereignty and government," said Fu, a deputy to the NPC session.     "We will go all out to maintain the security and stability of border and coastal areas," said Fu.     Tibet, a plateau region in China, has a lengthy border with Myanmar, India, Bhutan and Nepal.
