TOKYO, June 7 (Xinhua) -- Japan and China vowed to promote cooperation on the topics of environment protection, technology trade and intellectual property rights (IPR) protection during their second high-level economic dialogue held here on Sunday. "China attaches great importance on saving the energy and protecting the ecology, while Japan has broad experience and advanced technologies on these areas," said Zhang Ping, chairman of China's National Development and Reform Commission, "So the two countries can achieve win-win results through close cooperation." They should have huge potential for cooperation to tap into the vast market both inside and outside China," according to Chinese Commerce Minister Chen Deming.     Chen said China will continue to promote overseas business of SMEs and hoped Japan can help facilitate the process by measures such as easing visa controls.     Chen and his Japanese counterpart, Toshihiro Nikai, minister of economy, trade and industry, also talked on strengthening 3G telecommunications network building, opening up source code software and software and IT service outsourcing, as well as the compulsory certification system for information security products that Chinese government planned to introduce.     They signed a memorandum and established for the first time a working group to protect intellectual property rights (IPR).     "The working group will focus on information sharing of laws and regulations with regards to IPR, as well as the experience in the law enforcement," Chen said.     "Japan is a very advanced country in terms of IPR protection and we believe there are many experiences that China can learn," he added.     He said through efforts in recent years China has established its own IPR protection system. Nikai asked that the working group convene its first meeting by the end of the year.     The one-day dialogue, co-chaired by Wang and Japanese Foreign Minister Hirofumi Nakasone, was attended by senior officials from the two countries.     The dialogue mechanism, first held in Beijing in December 2007, was jointly launched by Chinese Premier Wen Jiabao and then Japanese Prime Minister Shinzo Abe during Wen's trip to Japan in April 2007.

BEIJING, May 22 (Xinhua) -- Twenty-nine large and medium-sized Chinese steel producers reported 5.18 billion yuan (762.46 million U.S. dollars) in aggregate losses in the first four months, the China Iron and Steel Association (CISA) said here Friday.     The 29 producers were among 72 surveyed by CISA, the association's vice chairman, Luo Bingsheng, said.     The 72 companies reported 575.59 billion yuan in revenue, down 18.9 percent year on year, Luo said. They paid 15.42 billion yuan in taxes, down 85.07 percent year on year, Luo said.     Losses were mainly caused by slumping domestic steel prices, Luo said.     Many producers have cut costs, and the production cost of steel dropped 13.75 percent in the first quarter, Luo said.

BEIJING, July 13 (Xinhua) -- China's Ministry of Finance announced Monday that the country's fiscal revenue in June rose 19.6 percent year on year to 686.75 billion yuan (100.5 billion U.S. dollars).     However, in the first half of this year, fiscal revenue fell 2.4 percent to 3.398 trillion yuan, said the ministry in a statement on its website.     The growth rate last month was 14.8 percentage points higher than the growth rate in May. Fiscal revenue fell 9.9 percent in the first four months this year from a year earlier to 2.05 trillion yuan due to shrinking business profits hit by the global economic slowdown and active fiscal policies including tax cuts to buoy domestic economic growth.     The ministry attributed the revenue rise in June to the stabilization of overall economic performance, growing business profits and the increase in the cigarette tax.     The government announced on June 20 the tax on cigarette cartons costing 70 yuan or more would rise to 56 percent from 45 percent, and the tax on cigarette cartons costing less than 70 yuan would rise from 30 to 36 percent.     Sales tax revenues rose 63.1 percent year on year in June, with business tax revenues edging up 6.4 percent, but the ministry did not specify the figures.     In June, China's fiscal expenditure increased 21.5 percent to 640.56 billion yuan from a year earlier. From January to June, the figure stood at 2.89 trillion yuan, up 26.3 percent from the same period last year.     The government unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years to shore up the world's third largest economy, with 1.18 trillion yuan from the central government.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from state-owned assets.

BALI, Indonesia, May 3 (Xinhua) -- Details of a sizeable foreign currency reserve pool among the Association of Southeast Asian Nations, China, Japan and South Korea (ASEAN+3) were finalized here on Sunday, two years after the initiative was first introduced to combat emergent financial problems.     Finance ministers of the ASEAN+3 nations reached the agreement on all main components of regional reserve pool, known as Chiang Mai Initiative Multilateralization (CMIM), and it will be implemented before the end of this year.     The agreement on the CMIM includes "the individual country's contribution, borrowing accessibility, and the surveillance mechanism," said a statement issued after the finance ministers' meeting.     The total size of the CMIM is 120 billion U.S. dollars with the contribution portion between ASEAN and the Plus Three countries at20 percent versus 80 percent.     China and Japan will each contribute 38.4 billion U.S. dollars to the pool, while South Korea will contribute 19.2 billion dollars.     Among China's portion, Hong Kong Special Administrative Region will contribute 4.2 billion U.S. dollars. "We welcome Hong Kong, China, to participate in the CMIM," said the statement.     The CMIM is set up to "address short-term liquidity difficulties in the region and to supplement the existing international financial arrangements," the statement said.     The ministers agreed to establish an independent regional surveillance unit to monitor and analyze regional economies and support CMIM decision-making. As a start, there would be an advisory panel of experts to work closely with the Asian Development Bank (ADB) and the ASEAN Secretariat.     In the statement, the ministers also endorsed the establishment of the Credit Guarantee and Investment Mechanism (CGIM) as a trust fund of the ADB with an initial capital of 500 million U.S. dollars. It could be increased once the demand is fully met.     "It's a welcoming step in coping with the crisis, and an important step to the financial architecture of the region and it will infuse confidence to the market," said ADB Managing Director General Rajat Nag after the meeting, referring to the finalization of the CMIM.     Asked whether the CMIM is meant to replace the role International Monetary Fund plays in the region, he said the mechanism is only "good complement" to what IMF does.     "Gladly, we don't have the situation like in the U.S. or Europe but it's better to be prepared.
