According to Registrar of Voters Michael Vu, the issue affected fewer than 30 voters at satellite locations throughout the county. SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) - A San Diego man was walking downtown to his apartment with a pizza Thanksgiving Day, about to spend the evening alone, when he met a gentleman who asked for a slice.The two sat down, shared the pizza and a conversation. The man who bought the pizza, Broc Costa, said the conversation with the homeless man was enlightening. He learned the man was a veteran trying to get mental health services in California, splitting his time between San Diego and Arizona where his wife and kids live.He said it was too expensive to live or buy a hotel room here so he was on the street. "To be blunt, we're all about one or two paychecks away from being in the same situation," Costa said.So next year he bought 5 pizzas to hand out, the next 20 and the year after that, 20 more.This tradition started 7 years ago.Now Costa's raising money and sending volunteers across the county to deliver pizzas to homeless where they reside."It would be really cool for him to see what he started, because he's just as important in this as I was," Costa said he wishes him the best.This year they're at Petco Park's tailgate parking lot near the pedestrian bridge, in Escondido and Pacific Beach delivering more than 50 pizzas and serving 500 to 1,000, according to Costa. 1304

SAN DIEGO (KGTV) — A water hydrant break Friday flooded a stretch of Midway District road and swallowed a traffic signal.The break was reported on Midway Drive between Sports Arena Boulevard and Kemper Street, according to San Diego police. The stretch of road was closed fdue to flooding.There was no estimated time of restoration.The flooding in the area was so severe, a traffic signal sunk about halfway into the ground.San Diego Fire-Rescue crews were able to shut the water off shortly before 5:30 p.m. 516

SAN DIEGO (KGTV) - A woman visiting San Diego to spend time with her daughter is dead after being struck by a car near San Diego State University Friday evening. San Diego Police Department says the woman was hit at the 4800 block of College Avenue just south of Montezuma Road in the College Area at approximately 7:45 p.m. The 48-year-old female victim was transported to an area hospital where she died. Police say the victim was not using a crosswalk when she was struck in the number two northbound lane of College Ave.The driver fled the scene according to SDPD but returned about an hour later.The driver is a 40-year-old female and detectives say they are still determining if this will continue to be classified as a hit-and-run.Police expect the intersection to be shut down for several hours.
